Minutes of the Council Meeting
February 21, 1991
The regular Council Meeting of the County of Newell No. 4 was
held in the County Office at Brooks, Alberta on Thursday,
February 21, 1991 commencing at 10:00 a.m.

1. Excused from Meeting
Moved by Councillor Bulger that we excuse Counci llors Fabian
and Workes from this meeting. Carried.
2. Minutes
Minutes of the February 7, 1991 Council Meeting were presented.
Moved by Councillor Douglass that we adopt these minutes as
circulated. Carried.
3. Business from Minutes
4-1 Tourism Signs
The Administrator gave an up-dated report on tourism signage
/ applications. After discussion, the following motions were
passed:
Location of Signs on Primary Highways - Moved by Councillor
~ Conners that we approve the proposed locations and tourism
signing as presented for Highway ~~1 and Highway ~~36 and that
we apply to Alberta Transportation for a Development Permit.
Carried.
Annual Operating Costs & Maintenance of Signs - Moved by
Councillor Bulger that we include a maintenance and operation
budget in our Application for Grants in the amount of $250.00
per year for each of the large signs, and $200.00 per year for
each of the smaller signs, for a total of $2200.00 per year.
Carried.
Signs on Secondary Highways - Moved by Councillor Bulger that
we approve the proposed locations of the 6 signs and turn-outs
to be located on the following Secondary Highways: 525, 539,
544, 561, 875 & 876, that we approve the estimated cost of
construction for the turn-outs and installation of signs at
$55,000.00, and that this sum be included in our Application
for Grants from Alberta Tourism. Carried.
Moved by Councillor Conners that we increase the County's share
of costs for this project to equal one quarter of the estimated
cost. Carried.
Moved by Councillor Bulger that we contact the County of Wheatland
and request permission to locate one of the small County signs
~ adjacent to Secondary Highway 561 within the County of Wheatland.
Carried.

4-0 Patricia Water System
The Administrator gave a report on this project which included
the up-dated estimates for the project and engineering costs.
He advised that this information will now be sent to Edmonton
in order ttlat we may finalize our Grant Application.
6-5 Rainier Gravel Pit
No report.
5-6 W.H.M.I.S. Report
The Administrator gave a report on W.H.M.I.S. Inc. programs and
courses that are available. After a lengthy discussion on this
item, it was moved by Councillor Nelson that we obtain more
information on this subject. Carried.
5-7 Alberta Municipal Health & Safety Association
No report.
6(c) Road Ban Patrol - Report
The Administrator gave an up-date on the Road San Patrol for
1991. After discussion, it was moved by Councillor Wells that
we approve the proposal as presented and that the Administrator
proceed with the necessary contract for this position. Carried.
8-3 Procedural By-law
Further discussion took place in regard to a Procedural By-law.
Moved by Councillor Wells that we proceed with drafting a proposed
By-law and that this be done by the Policy Committee. Carried.

No report.
8-11 Joint Meeting - Town of Brooks
The Administrator advised that a date for this meeting has been
set for Wednesday, March 6, 1991 at 5:30 p.m. at the Heritage.
4. Correspondence
1. Alberta Environment - Tire Recycling
Letter from Alberta Environment re: scrap tire recycling was
presented for information.
2. Alberta Municipal Affairs - Revised Countv Act
Information was presented to Council on this item from Alberta
Municipal Affairs. After discussion, it was moved by Councillor
Bulger that we review this matter further at our March 21st meeting.
Carried.
3. Brooks & District Chamber of Commerce - Old ~~1 Highway
Letter from the Brooks & District Chamber of Commerce advising
-1 of a proposed meeting on March 15th with the Minister of Trans-
portation and other Ministers was presented. The Administrator
was instructed to advise the Chamber that some members of Council
will be in attendance at this meeting.

4. M.D. of Cvpress ~~1 - Corporate Poolin
Letter from the M.D. of Cypress setting out their opinions on the
Provincial Government Corporate Pooling and proposed Education
Trust Fund was presented. After discussion, it was moved by
Councillor Conners that we send a letter to the M.D. of Cypress
expressing our support to their stand on Corporate Pooling and
the Education Trust Fund. Carried.
Moved by Councillor Conners that a letter be sent to the Minister
of Education setting out Council's concerns in regard to Corporate
Pooling and the Education Trust Fund. Carried.
5. Delegation
1. Foothills Pipeline
Representatives from Foothills Pipeline, met with Council to
discuss the development of a road to a compressor site in the
Wintering Hills area in the SW 23-23-17-4. After discussion,
it was moved by Councillor Henderson that we refer this matter
to the Municipal Committee for further study. Carried.

Council recessed for lunch from 12:00 - 1:30 p.m.
Correspondence (Cont.d')
5. Southeastern Alberta Health Unit - Questionnaire
A questionnaire from the Southeastern Alberta Health Unit was
presented to Council and their comments were noted. This will
now be returned to the Health Unit as requested.
6. Southeastern Alberta Health Unit - Water Reports
Water reports from the various Hamlets were presented, all being
satisfactory.
7. A.A.M.D. & C. - Changing Demands
Letter from the A.A.M.D. & C. expressing their concerns regarding
the changing demands, issues and needs as taking place in Locai
Government Administration was presented, along with a questionnaire
for Council. This was completed and will be returned to the
Association office.
8. Alberta Fish & Wildlife - Aqueduct Trout Pond
Letter from Alberta Fish & Wildlife indicating the future operation
of this trout pond was presented, with a request that the County
continue to maintain the access road and the parking area, with
the Department continuing to administer the maintenance of the
property and other related developments and operational works.
After discussion, it was moved by Councillor Bulger that we agree
to the maintenance of the access road and parking area at this
location. Carried.
9. Village of Tilley - Tourism Action Plan
The proposed Tourism Action Plan for the Village of Tilley was
presented for any comments. Councillor Fabian's comments were
noted. Moved by Councillor Bulger that we refer this report
to the Tourism Action Committee for further review. Carried.

10. A.A.M.D. & C. Seminar - "The Life of a Landfill"
After discussion on this item, it was moved by Councillor Nelson
that Councillors Scheuerman and Workes attend this Seminar, if
possible. Carried.
11. Southeastern Alberta Health Unit - Cigarett Smokin
A report from the Southeastern Health Unit regarding cigarette
smoking was presented to Council for information.
6. Treasurer's Report
The Treasurer's Report to January 31, 1991 was presented. Moved
by Councillor Nelson that we accept this report. Carried.

1. Mobile Home Licences - Quarterl Payments
The following applications for quarterly payments on Mobile Home
Licences were presented: Tim & Sandy Nygaard; Blaine & Heather
~ Evans; Gayle Bunney & Everett Caskey; Bill Montour; Keith & Nettie
Draper; Ronald & Carrie Prochner and Darren & Heather Muenchrath.
Moved by Councillor Douglass that we approve these requests.
Carried.
2. Village of Duchess - Proposed Street Closure
Information from the Village of Duchess advising of their proposed
street closure was presented. They are to be advised that Council
has no objections to this proposal.
3. Car Allowance - Various Office Staff
After reviewing the present rates on this car allowance, it was
moved by Councillor Wells that the amount be increased to $45.00
per month. Carried.
