Minutes of the Council Meeting
January 24, 1991
The regular Council Meeting of tkie County of Newell No. 4 was
held in the County Office at Brooks, Alberta on Thursday,
January 24, 1991 commencing at 10:00 a.m.

1. Excused from Meeting
Moved by Councillor Douglass that we excuse Councillor Fabian
from this meeting as he is at an Association Meeting in Edmonton.
Carried.
2. Minutes
Minutes of the January 10, 1991 meeting were presented. Moved
by Councillor Conners that we adopt these minutes as circulated.
Carried.
3. Deputy Minister of Municipal Affairs
The Reeve introduced Mr. Archie Grover, Deputy Minister of Municipal
Affairs; Bob Myroniuk, Executive Director of Municipal Affairs; and
Stephen Bemount, Director of Alberta Education School Business
' ~,, Administration Services. Mr. Grover and members spoke to the Council
and Board of Education regarding the County System vs. Municipal
~ System and the operation of the t~vo systems. They also spoke on
the Regional School Districts and effects it would have on our
present system. After a question and answer period, the Reeve
thanked the three members for attending and making a presentation
to Council.
Moved by Councillor Nelson that a letter be sent to Mr. Grover,
Mr. Myroniuk and Mr. Bemount thanking them for their presentation,
with copies of the letter to the respective Ministers. Carried.
Lunch
Council recessed for lunch from 11:30 - 1:00 p.m.
Joint Salary Committee Report
Moved by Councillor Wallace that we move into camera. Carried.
Moved by Councillor Nelson that we move out of camera. Carried.
Moved by Councillor Nelson that we accept the Salary Committee
report on the Joint Grid for Administrative Staff as presented.

4, Business from Minutes
9-2 Ross Hall - Gravel Pit & Road Allowances
Moved by Councillor Douglass that we lift this item from the
table. Carried.
After further discussion, it was moved by Councillor Bulger that
we advise Mr. Hall that the County is prepared to close and sell
the roads back to him and that he should now submit a formal
application for the closing and purchase of these road allowances.
Carried.
9-5 Obstructions with Road Allowances
No report.
4-5 S.T.A.R.S.
A report on this meeting was presented by Reeve Workes.
6-2 Patricia Water System
The Administrator advised that a meeting with the Engineer has
been set for February 6, 1991 at 7:30 p.m. at the County Office.
6-4 Tilley Fire Department Membership
The Administrator advised that we are members of the Tilley Fire
Department and, as such, will not require a membership as indicated
in the previous meeting.
6-5 Rainier Gravel Pit Lease
Information was presented to Council in regard to the fencing
y of this area. This matter was referred to Councillor Nelson
for further study.
5. Correspondence
1. Alberta Transportation - S.H. 876
Letter from Alberta Transportation requesting a further survey
on this portion of the highway was presented and referred to
Councillor Conners.
2. Alberta Municipal Affairs - Garden Suite Discussion Forums
This letter was presented to Council for information.
3. Southeastern Alberta Health Unit - Water Reports
Water reports from the various Hamlets were presented for information,
all being satisfactory.
4. County of Forty Mile - Sale ofb Tree Planter
Letter from the County of Forty Mile advertising the sale of a
tree planter was presented to Council and received as information.
-°~ 5. 4-H Clubs - 1991. Donation
A request from the 4-H Council of the County for a donation was
presented. After discussion, it was moved by Councillor Conners
that we donate $100.00 to the 4-H Council of the County of Newell.

6. W.H.M.I.S. Inc.
Letter from W.H.M.I.S. Inc. regarding further training in the
transportation of hazardous goods was presented to Council and
this matter was referred to the P.W. Supervisor for further study.
7. Alberta Municipal Health & Safety Association
Letter from the Alberta Municipal Health & Safety Association
advising of the various training programs was presented and this
matter was referred to the P.W. Supervisor for further review.
8. PanCanadian Petroleum Ltd. - Wellsite
LSD 13-24-16-15-4, NW & SW 25-16-15-4
After reviewing the application and the set-back requirements,
it was moved by Councillor Nelson that the approve this application
for wellsite location. Carried.
6. Cheques for Payment
Moved by Councillor Wallace that we approve Cheques ~~5151-5722
and 5875-6042, less Cheques ~k5216 ($2,294.20), ~~5669 ($1,497.03)
and ~k5946 ($2,491.90), for a net amount of $2,010,030.18. Carried.
Moved by Councillor Workes that he be excused from discussion
and voting on Cheques ~~5216, 5669 & 5946. Carried.

Moved by Councillor Conners that we approve Cheques ~~5216 ($2,294.20),
~~5669 ($1,497.03) and i~5946 ($2,491.90) for payment. Carried.
Other Business
1. E.I.D. Joint Tourism Meeting - February 7, 1991
Information was presented to Council in regard to this item and
Councillors Conners, Bulger, Henderson, Douglass, Wells and Workes
indicated that they would try to attend this meeting.
2. Foothills Pipelines Ltd. - Construction of Oil Co. Roads
After discussion, it was moved by Councillor Nelson that we refer
this item to the Municipal Committee for further study. Carried.
3. Brooks Landfill Site - Digging Cost
The cost of digging this pit was presented to Council for information.
4. By-law ~k1022-90
The Administrator advised that all necessary advertising has now
been carried out for this By-law and no objections were received
to the closing and leasing of these road allowances.
The By-law will now be sent to Alberta Transportation for their
approval.
5. By-law ~~1024-91 - 1991 B.Q.R.P.
._~ Moved by Councillor Nelson that By-law 1024-91, being a By-law
for the 1991 B.Q.R.P., receive first reading. Carried.
Moved by Councillor Wells that By-law 1024-91 receive second
reading. Carried.

Moved by Councillor Conners that By-law 1024-91 receive consent
of Council for third and final reading. Carried Unanimously.
Moved by Councillor Bulger that By-law 1024-91 receive third
and final reading. Carried.
6. Computer Report
rlarlene Bowen, John Dell and the Administrator presented
information to Council in regard to the possible purchase of
a new I.B.M. 400 Computer for the County. After discussion,
it was moved by Councillor Douglass that we obtain more prices
on this computer and present them back to Council for further
consideration. Carried.

indicating the County's present position in the proposed program

Ambulance Advisory Committee
Moved by Councillor Bulger that the County set up a Committee
to study the request from the Town of Bassano regarding an
Ambulance District for that area. Carried.
Moved by Councillor Douglass that the Committee consist of one
member from the County, one from the Brooks Hospital Board, one
from the Bassano Hospital Board, one from the Ambulance Advisory
Committee and one frorn the Town of Bassano. Carried.
