Minutes of Special Council Meeting
August 21, 1998
A special Council Meeting of the County of Newell No. 4 was held in the County
Office at Brooks, AB on Friday, August 21, 1998 commencing at 2:30 p.m.

3. Report on Meeting with Minister of Municipal Affairs
Reeve Douglass and Deputy Reeve Harbinson reported on the meeting with the
Honorable Iris Evans, which took place on August 21,1998 at 9:00 a.m. They advised
that the Minister would like the Town of Brooks and the County of Newell to consider
hiring a mediator to assist with our Intermunicipal Development Plan with the Town
of Brooks. Moved by Councillor Daniels that we agree to go into mediation on our
Intermunicipal Development Plan with the Town of Brooks, if a mediator is chosen
by September 3, 1998. Carried.
Moved by Councillor Loewen that we forward a letter to the Municipal Government
Board asking to delay the Preliminary Hearing on the Town of Brooks' appeal to our
Municipal Development Plan until after mediation has taken place on our
Intermunicipal Development Plan provided a mediator is in place by September 3,
1998. Carried.
4. Alberta Economic Development Authorit~Surve~
Discussion took place on the Alberta Economic Development Authority Survey.
Councillors are to complete this survey and return it to the Administrator by August
26, 1998 at which time the responses will be consolidated and the questionnaire
returned.
5. Review of the Stanley TransCanada Highway Access Management Study
A review of this Study took place.
Councillor Scheuerman left the meeting at 3:05 p.m.
Councillor Fabian asked to be excused at 3:20 p.m.
The following points were brought forth as Council's position regarding the accesses:
The County feels that the access from the old S.H. 542,x' One Tree Road, to
the #1 Highway should be closed. A service road sh~ld be built from the One
Tree Road connecting with the Smith Trucking Road. More traffic would use
the North Aqueduct Road to the PetroCanada intersection. This road would
need to be rebuilt by the County.
2. The feeling was that the #1 Highway should be widened to three lanes r east
bound traffic before and after the Cassils Road intersection. Orie we t side
of the TransCanada Highway, a service road should be built running from the
present overpass to the PetroCanada intersection. There is some dedication of
road right-of--way for a service road on the SE 34-18-14-4 and in front of the
College to Cassils Road. Council feels that the long-term solution would be an
overpass at the PetroCanada intersection. This would provide for a ring road to
the south side of Brooks which would accommodate the truck traffic and then
around to the west side of Brooks. When the overpass is built, access from
Cassils Road onto the #1 Highway could be closed to west-bound traffic. The
second option Council would look at is widening the intersection at the #1
Highway and Cassils Road similar to the widening that took place at Lakeside.
Council feels that the money would be better spent building the service roads.
Moved by Councillor Stobbs that the meeting adjourn at 4:10 p.m. Carried.

5. Review of the Stanley TransCanada Hi~hway Access Management Study

should be added to the end of paragraph # 1.

# 1 Highway should be widened to three lanes for east bound traffic after Sutherland
Drive to after the Cassils Road intersection.
a service road on the south of the # 1 Highway to the PetroCanada intersection.
this road would be built in two stages.
a) first to Sutherland Drive with a merge lane continuing past Sutherland Drive
connecting with the highway onto a third lane that will be built on the east bound
side of the # 1 Highway.
b) second from the college to the Aqueduct road where we have dedication of road
right of way in place at this present time on the SE quarter of section 34-18-14-4 and
in front of the college.
