Minutes Minutes of the August 23, 1990 meeting were presented. Moved by Councillor Wallace that we adopt these minutes as circulated. Carried. 3. ~~ Minutes - Public Hearing Minutes of the August 23, 1990 Public Hearing were presented. Moved by Councillor Bulger that we adopt these minutes as circulated. Carried. Business from Minutes 4-5 A.A.M.D. & C. - Proposed Changes to Ambulance Attendants Hours of Work Moved by Councillor Douglass that we lift this item from the table. Carried. Further discussion then took place and it was moved by Councillor Wells that we re-table this item. Carried. 7-4 Speed Limits - By-law 976-89 Discussion took place on the proposal of gazetting all of our speed limits within the County of Newell. In this regard, the R.C.M.P. would be able to enforce these under the Highway Traffic Act. Moved by Councillor Wells that we proceed with the necessary gazetting of our speed limits within the County of Newell. Carried. 7-7 S.E.A.R.P.C. - Revised Draft Regional Plan Moved by Councillor Wells that we invite a member, or members, of the Planning Commission to attend our September 27th meeting to discuss the Revised Draft Regional Plan. Carried. 7-15 Municipal Statutes Review Committee - Annexation This matter remained tabled. A member of the Planning Commission will be invited to attend our September 27th meeting to discuss this matter further. Page 82 Sept. 4/90 4-3 A A M D & C -Minister's Council on Local Development This item remained tabled. 4-4 Town of Bassano - Ambulance District Moved by Councillor Douglass that we lift this item from the table. Carried. Moved by Councillor Conners that we obtain more information on this matter. Carried. ~ Moved by Councillor Bulger that we advise the Town of Bassano that we are prepared to enter into discussions with them in regard to the ambulance proposal. Carried. 5- Tourism Committee - County Signs The Administrator presented a letter to Council in regard to the funding of signs under the Tourism Funding Program. 6-1 Intensive Livestock - Minimum Distance Separation Requirements This item remained tabled. Copies of the report are to be obtained for Council as soon as possible. 5. Correspondence 1. Alberta Occupational Health & Safety - Partnership Program Information from Alberta Occupational Health & Safety was presented to Council and copies of the report are to be made available for the Council members. 2. Public Works Supply & Services - Grants in-lieu-of Taxes Information from Public Works Supply & Services advising that an increase will be granted in the Grants in-lieu-of Taxes from the Provincial Government this year, was presented to Council. 3. Alberta Forestry, Lands & Wildlife - E.I.D. - I.R.P. Plan Information was presented on this item and ordered filed. 4. Alberta Irrigation Projects Association - New Director Letter from the Association advising of the appointment of a new Director was presented to Council for information. 5. Alberta Environment - PanCanadian Saline Ground Water Wells Information on an application from PanCanadian to drill these ground water wells was presented. Moved by Councillor Fabian that we advise that we have no objections to these wells. Carried. 6. Larry Hirch - Request to Hook up to Rolling Hills Water System Information was presented on this item. Moved by Councillor Bulger that we table this item until more information is received from the Rolling Hi11s Advisory Committee. Carried. "°°~ 7. Southeastern Alberta Health Unit - Water Reports Water reports were received from the various Hamlets. Page 83 Sept. 6/90 8. Family & Social Services Letter from Family & Social Services declaring November as 'Family Violence Prevention Month' in Alberta was presented to Council for information. 9. Pheasant Hatchery Tour Letter was presented in regard to this Tour with an invitation for the Reeve to attend. In the Reeve's absence, the Deputy Reeve will be attending this Tour. 6, Treasurer's Report The Treasurer's Report to July 31, 1990 was presented. Moved by Councillor Wallace that we accept this report. Carried. 7, Committee Reports Board of Education No report. M.P.C. 1. 90 SE 71 - Sprunger Moved by Councillor Wells that we approve Subdivision Application 90 SE 71, subject to cash in-lieu-of Public Reserve being set at $1500.00 per acre and that any additional access required to the subdivision being at the developer's cost. Carried.. g, Other Business 1. Town of Brooks - Water Line to Brooks Campus The Administrator advised that we require a new motion on this item as the original motion called for $65,000.00 only. After discussion, it was moved by Councillor Douglass that we contribute the sum of $75,000.00 to the Town of Brooks for the water line to the Brooks Campus and that this sum be taken from the Reserve Account. Carried. 2. Texas Gate Application - Sec. 8-19-11-4 Application for Installation of a Texas Gate in Sec. 8-19-11-4, by Newell Energy Explorations, was presented. Moved by Councillor Conners that we approve this application. Carried. -law 1012-90 Moved by Councillor Conners that By-law 1012-90, being a By-law to approve the installation of a Texas Gate in Sec. 8-19-11-4, receive first reading. Carried. Moved by Councillor Douglass that By-law 1012-90 receive second reading. Carried. Moved by Councillor Wallace that By-law 1012-90 receive consent of Council for third and final reading. Carried Unanimously. Moved by Councillor Fabian that By-law 1012-90 receive third and final reading. Carried. Page 84 Sept. 6/90 3. New Polic - S rinklin on Public Roads Further discussion took place on this proposed Policy. Anew policy will be drafted and presented to Council for final ratification. 4. Sale of Old ComAct Bus Radio Moved by Councillor Bulger that we advertise the sale of this radio from the ComAct bus. Carried. 5. Rolling Hills Recreation Master Plan Moved by Councillor Scheuerman that we approve the Rolling Hills Five-year Master Plan as presented. Carried. 9. Delegation 1. Alberta Transportation Bob Comchi, Alan Waller and two members from the Alberta Transportation Planning Division met with Council at 11:30 a.m. to present the proposed Consultant's drawing on the Dinosaur Trail from Drumheller to Dinosaur Park. Avery lengthy discussion took place on this item. _Excused from Meeting Moved by Councillor Wells that he be excused from this meeting at 12:10 p.m. Carried. Lunch C~~/' Council recessed for lunch from 12:15 - 1:30 p.m. Further discussion took place on the Dinosaur Park Road. Moved by Councillor Conners that we advise Alberta Transportation that we are opposed to the proposal as presented, that the cost for a direct access to Dinosaur Park would be too great, that the proposal serves tourism only and that they should leave the Program as is and continue with the Secondary Highway Program as presently indicated in this area. Carried. Other Business (Cont'd.) 6. Insurance Values - County Buildings Information was presented to Council in regard to obtaining appraisals on County buildings for insurance purposes. After discussion, it was moved by Councillor Fabian that we give Administration approval to have these various buildings appraised. Carried. 10. Post Agenda Items 1. Literacy Councillor Bulger gave a report on this item. Moved by Councillor Bulger that the County declare the month of September as 'Literacy Month' within the County of Newell. Carried.
