Council Meeting
September 7, 1989
The regular Council Meeting of the County of Newell
No. 4 was held in the County Office at Brooks, Alberta
-~ on Thursday, September 7, 1989 commencing at 10:00 a.m.

1. Minutes
Minutes of the August 24, 1989 meeting were presented
to Council. Moved by Councillor Wallace that we
adopt these minutes as circulated. Carried.
2. Business from Minutes
3-7 Town of Brooks - Special Constable
The Assistant Administrator advised that we are still
waiting for the Agreements from the Lawyer.
7-5 Secondary Highway 862 - Posts
~` The Assistant Administrator advised that the three
~~yi individuals involved have accepted Council's proposal
i and cheques have been issued.
7-6 Scandia Water System
The Assistant Administrator advised that we are still
waiting for the Agreements from the Lawyer.
3-6 Bill Endersby Jr. - Duchess Dump
Councillor Scheuerman reported that the P.W. Department
will be blading a fire guard around this dump.
8-1 Eide Road Agreement - NE 1 & SE 12-22-13-4
Moved by Councillor Regehr that this item be lifted
from the table. Carried.
The Assistant Administrator read a letter from Mrs.
Helen Eide advising Council that she would like the
Road Agreement, which she signed on July 24, 1989,
to remain in effect.
8-2 Secondary Hi hway Priority List
Moved by Councillor Wallace that Items 1 & 5 be added
to the roads considered 'heavy industrial traffic
roads'. Carried.

3. Correspondence
1. Town of Trochu
"Alberta Waste Tire Recycle/Disposal Centre"
Letter from the Town of Trochu regarding their Waste
Tire Recycle/Disposal Centre was read to Council.
Moved by Councillor Nelson that we support this project.
Carried.
Administration is to obtain more information regarding
this Waste Tire Recycle/Disposal Centre.
2. Alberta Municipal Affairs - Senatorial Selection
Information regarding the Senatorial Selection being
held in conjunction with the Municipal Election was
read to Council,
3. Alberta Forestry Lands & Wildlife
Recreational Lease Agreement
Application for a Recreational Lease for the island
on the Bow River west of the Bow City Bridge, part
of SE 16-17-17-4 and part of SW & SE 15-17-17-4 was
presented to Council for their comments. Moved by
Councillor Wells that we advise Alberta Forestry,
Lands & Wildlife that we have no objection to this
Agreement. Carried.
4. Bow Slope Recreation Board
Grant to Bow River Children's Society
Letter advising that the Bow Slope Recreation Board
is giving the Bow River Children's Society a $750.00
Grant was read to Council for information.

~ 5. Southeastern Alberta Health Unit - Water Reports
A water report from the Hamlet of Patricia was presented
to Council for information.
6. PanCanadian - Access Road
Request from PanCanadian to build an access road
across a County road allowance between Sections
18-19-16-4 and 13-19-17-4 was presented to Council.
Moved by Councillor Workes that we approve this request.
Carried.
4. Committee Reports

Councillor wells gave this report.
Board of Education
No report.
5. Cheques for Payment
Moved by Councillor Douglass that we approve Cheques
#7928 - 8232, less Cheque #8068, for a net amount
of $1,359,506.17. Carried.

Moved by Councillor Workes that he be excused from
discussion and voting on Cheque #8068. Carried.
Moved by Councillor Nelson that Cheque #8068, in
the amount of $627.05, be approved. Carried.
6. Other Business
1. F. Mantsch - Rolling Hills Marathon - Se t. 9/89
Request from Fritz Mantsch to use a County road for
the Rolling Hills Marathon on September 9th was presented
to Council. Moved by Councillor Wallace that we
approve this request subject to the Organization
being; responsible for any liability of the participants
and the proper signing on this road. Carried.
2. Modified Votina Procedure
Moved by Councillor Nelson that 'Where as the Local
Authorities Election Act permits the operation of
only one voting station for each voting subdivision,
the County of Newell No. 4 hereby apply to the Department
of Municipal Affairs for an order authorizing the
Council of the County of Newell No. 4 to pass a By-
law permitting the Returning Officer to designate
more than one voting station in a subdivision.' Carried.
3. Ag. Canada Soil Conservation Assistance Program
The Assistant Administrator advised Council that
copies of the Assessment Field Sheets must accompany
these applications. Moved by Councillor Wells that
we supply up to 3 copies free of charge, with all
copies over this being charged at the normal rate.
Carried.
7. Information Items
1. Jubilee Insurance - Rate Increase
The Assistant Administrator advised that the insurance
rates for our Auto & Liability Insurance has increased.
8. Post Agenda Items
1. Bridge - Matziwan Creek
Councillor Regehr reported on a bridge over the Matziwan
Creek. ~-

Moved by Councillor Wells that we move into camera.
Carried.
Moved by Councillor Conners that we move out of camera.
Carried.
9. Adjourn
Meeting adjourned at 11:50 a.m.
