Council Meeting
August 10, 1989
The regular Council Meeting of the County of Newell No. 4
was held in the County Office at Brooks, Alberta
on Thursday, August 10, 1989 commencing at 10:00 a. m.

1. Minutes
Minutes of the July 20, 1989 meeting were presented to
Council. Moved by Councillor Douglass that we adopt these minutes
as circulated. Carried.
Councillor Wallace presented a book called Rolling Hills In
Retrospect to the County of Newell No. 4.
2. Business from Minutes
5-e Unsightly Premises-Block S Plan 3971 H.Y. Brooks
A Report from Don Grosfield on this property was read to the
Council. Moved by Councillor Wallace that a letter be sent to
Mr. Martin, advising him that some clean-up had been done on this
property, and that we are hopeful that there will be a continuation
towards cleaning up all of the unsightly appearance of this
property. Carried.

Road Allowance - NE 1-SE 12-22-13-4
Moved by Councillor Conners that we lift this item from the
Table. Carried.
Moved by Councillor Conners that we approve the Agreement for
Acquisition of Land from Helen Eide. Pt. of the N.E. 1-22-13-4
and part of the S.E. 12-22-13-4. Carried.
PanCanadian Road Approach 16-1-22-13-4
Moved by Councillor Conners that we approve this Road Approach.

Correspondence
1. Alberta Recreation & Parks - Park Tour
A letter from Alberta Recreation and Parks advising Council of
a Southern Alberta Municipal Park Workshop to be held on
August 21, 1989 was read to Council. Moved by Councillor Regehr
that this be filed. Carried.

2. N.D.P. - Support VIA Rail
A letter from Steve Butland, M.P. Souix St. Marie, regarding
their concerns for VIA Rail was presented to Council.

3. Jubilee - Reciprocal Insurance
A circular from Jubilee Insurance regarding the Reciprocal Insurance
Exchange and a two question questionnaire was read to Council.
Moved by Councillor Nelson that we answer yes to question ~~1, which
states "Does your Jurisdication think that we should proceed with
investigating the feasibility of increasing the Reciprocal
Agreement?". Carried.
Moved by Councillor Regehr that the answer no to question ~~2, which
reads "Does your Jurisdication feel we should continue to put
aside the excess pool to pay for anticipated rate increases, or
should this pool be combined with the reciprocal pool to increase
the limits?". Carried.
4. S. E. A. H. Unit - Water Reports
Water Reports for the various Hamlets were presented to Council
for information.
5. Agriculture Canada-Soil Conservation Assistance Program
A letter from Agriculture Canada requesting assistance in carrying
out the Soil Conservation Assistance Program was read to Council.
Moved by Councillor Bulger that we agree to assist in this Program.
Carried.
6. Laventhol & H~rwath .- Opportunity Analysis Session
A letter regarding the above was read to Council. Moved by
Councillor Fabian that this letter be filed. Carried.
7. Town of Brooks.-.Special Constable
A letter from the Town of Brooks suggesting lists of legislation
that could be enforced by their Special Constable was read to
Council. Moved by Council Bulger that we stay with our original
decision to have the Special Constable responsible for County
of Newell Litter, Scavenging, and Tarping By-Laws only. Carried.
Moved by Councillor Regehr that we advise the Town of Brooks that
we would be in agreement to paying the $2,500.00 per year for
the services of the Special Constable on behalf of the County
of Newell No. 4. Carried.
8. Tom Sawyer - Lakeside Manure Spreading
A letter from Tom Sawyer regarding the offensive smell from the
Lakeside manure spreading was read to Council.
A letter is to be sent to•Tom.Sawyer advising him that we had
contacted Lakeside and they assured us of their co-operation
in eliminating this offensive odor.
9. Municipal Affairs - Corporate Review Report
Moved by Councillor Wells that we accept this Report. Carried.
4. Cheques for Payment .
Moved by Councillor Wallace that we approve Cheques ~~7582-~k7927,
Less ~~7620, Net Amount $1,379,862.91. Carried.
Moved by Councillor Works that he be excused from voting on cheque
~~ 7620, Carried.
Moved by Councillor Wallace that cheque ~~7620 in the amount of
$4,741.64 be approved. Carried.

5. Treasurer's Report
Moved by Councillor Conners that we accept the Treasurer's Report
for the month of July. Carried.
6. Delegation
Duchess Golf Course & Park
A delegation from the Duchess Golf Course & Park consisting of:
Garry Koleyak, Bill Endersby, Vern Hallman attended the meeting
to request additional funding from the County for the
Duchess Golf Course and Park.
A letter from Councillor B..Scheuerman, who was not in attendance
at this meeting was read to Council.

7. Other Business
1. Donation of Flags
Moved by Councillor Wells that we donate a set of flags to Rolling
Hills for the Homecoming and a set for the Drop-In Centre and
one set for Gem for their Homecoming. Carried.
2. Tire Report

The Administrator gave a Report on the purchases of tires from the
Alberta Association of M.D.'s and Counties.
3. Chain link Fence•-.Sale
A request to purchase the chain link fence that the County has
in stock was presented to Council. After discussion on this item
the decision of Council was that we do not sell this fence as
it can be used within the County system.
4. Regional Service•Board Conference
A letter from the County of Forty Mile ~~8 advising Council that
the Regional Service Board Conference will be held in Foremost
Community Hall on Wednesday, October 25, 1989 was read to Council
for information.
5. Secondary Highway 862 - Posts
Moved by Councillor Wells that we pay $300.00 per acre for land
used in this road widening, subject to the Agreement of the
Landowners involved. Carried.
6. Scandia Water System'
A letter from the Scandia Water Users, proposing that we supply
water to the Scandia Cemetery and to Tim Anderson was read to
Council.:.
Moved by Councillor Nelson that we approve this proposal in
principal and that the necessary agreements be drawn up, and
presented back to Council for final approval. Carried.

8. M.P.C. Report
1. Application 89 SE 39 - Stafford
Moved by Councillor Bulger that we refuse this application, as
it does not comply with our area structure plan at this time.
Carried.
Moved by Councillor Conners.that we ask the South East Alberta
Regional Planning Commission to do an area structure plan for
this area as soon as possible. Carried.
2. 89 SE 42 - Penner
Moved by Councillor Wells that we approve this application, subject
to consolidation of Titles, as outlined on the application.
Carried.
