Council Meeting
February 23, 1989
The regular Council Meeting of the County of Newell No. 4 was
held in the County Office at Brooks, Alberta on Thursday,
February 23, 1989 commencing at 10:00 a.m.

1. Excused from Meeting
Moved by Councillor Wells that Councillor Workes be excused
from this meeting. Carried.
2. Minutes
Minutes of the February 9, 1989 meeting were presented to Council.
Moved by Councillor Nelson that we adopt these minutes as circulated.
Carried.
3. Business from Minutes
7-1 F.C.S.S. Report
Councillor Regehr gave this report and advised that the F.C.S.S.
would be reviewing this and reporting back to Council.

3-7 Alberta Summer Games - Pins
Moved by Councillor Nelson that we table this item. Carried.
7-1 A.G.T. Report
The Assistant Administrator gave a report on this item to date.
4. Correspondence
1. Southeastern Alberta Health Unit - Water Reports
Water reports from the various Hamlets were presented for information.
2. ComAct Annual Meeting - February 28, 1989
Letter from ComAct advising Council of their Annual General
Meeting on February 28, 1989 was read to Council for information.
3. Alberta Recreation & Parks Association - S.T.E.P. & P.E.P.
Letter from the Alberta Recreation & Parks Association regarding
the cuts to the S.T.E.P. & P.E.P. programs was read to Council.
Moved by Councillor Wells that a letter be sent to the Minister
of Recreation & Parks advising him of the need to continue the
S.T.E.P. & P.E.P. programs and the possibility of increasing
rather than cutting funds. Carried.

4. County of Lacombe - County System
Letter from the County of Lacombe regarding the challenges to
the County System was read to Council. After discussion, it
was Council's decision to bring this item back to the next Council
Meeting with all Councillor's being prepared with ways of defending
the County System.
5. Brooks & District Seniors OutReach - Fund Raising Project
Letter from the Brooks & District Seniors OutReach Society regarding
their proposed Fund Raising Project was read to Council for
information.
6. Brooks Tov Library & Family Resource Centre - Fundin
Letter from the Brooks Toy Library & Family Resource Centre
regarding funding for rural residents was read to Council,
along with the 1988 Needs Survey. Moved by Councillor Conners
that a letter be sent to the Brooks Toy Library & Family Resource
Centre advising them that many of the names on the 1988 Needs
Survey were located in other local government areas and that
Council feels that it would be more appropriate for this service
to be funded by user fees. Carried.
7. Alberta Planning Board - Annual Conference - April 11-14/89
Letter from the Alberta Planning Board advising of their Annual
Planning Conference, April 11 - 14, at The Lodge, at Kananaskis,
was read to Council for information.
8. Alta. Urban Municipalities Assoc.-Seminars - April 20 & 27
Letter from the Alberta Urban Municipalities Association advising
that their Regional Seminars would be held on April 20 & 27,
in Airdrie, was read to Council for information.

~/~ g 9. Brooks Lions Club - Farmers Bonspiel - Donation
Letter from the Brooks Lions Club requesting donations for the
Farmers Bonspiel was read to Council and ordered filed.
10. Counties of Leduc & Wetaskiwin - Law & Order
Letter to the Honorable Marvin Moore, from the County of Leduc
and County of Wetaskiwin, regarding Law & Order was read to
Council. Moved by Councillor Regehr that a letter be sent to
the Honorable Marvin Moore advising that we support the concerns
of the County of Leduc & County of Wetaskiwin as set out in
their February 2, 1989 letter. Carried.
5. Committee Reports
Municipal
1. Chevron - Road Crossin
Moved by Councillor Fabian that we approve the Licence to Cross
County Road Allowance application between NW 15 & NE 16-18-13-4,
NE 1-18-13-4 & NW 6-18-12-4, SW 12 & SE 11-18-13-4, between
NE 10 & SE 15-18-13-4, NE 10 & NW 11-18-13-4. Carried.

A.S.B.
The A.S.B. Chairman and the Assistant Administrator reported
on a letter written to the Honorable Peter Elzinga regarding
coyote predation and concerns of both the Agricultural Service
Board and the County ratepayers. Moved by Councillor Wells
that we approve the letter as sent to the Honorable Peter Elzinga.
Carried.
Brooks Hospital & Nursing Home
Councillor Fabian gave this report.

Councillor Bulger gave this report.

Councillor Regehr gave this report.

Councillor Bulger gave this report.

= Moved by Councillor Regehr that we approve the attendance of
Councillors Scheuerman & Wells at a Seminar on April 18 - 20,
1989 with per diem being paid by the County. Carried.
Municipal Library

Councillor Wells gave this report.
A new Crawling Valley Reservoir Area Structure Plan was presented
to each Councillor for review and discussion at the next Council
Meeting.
6. Other Business
1. Closing of Street - Plan 7510619
This item was referred to Councillor Wells for further study.

2. Medicine Hat College - Grant
Moved by Councillor Wells that the $62,000.00 donation to the
Medicine Hat College which was approved April 28, 1988, be taken
out of Municipal Reserves when the actual construction of the
College is a reality. Carried.
3. Mobile Home Licences - Quarterly Payments
Moved by Councillor Conners that quarterly payments for the
following Mobile Home Licences be approved: Raymond Jensen,
Donald & Julie Smith, and Danny Vikedal. Carried.
4. Date for E.I.D./County Joint Meeting
Tentative dates of April 10th or 11th were suggested for the
E.I.D./County Joint Meeting.
5. Tendering of Banking
The Assistant Administrator advised that our agreement with
our present banking authority is due to expire. Moved by
Councillor Wells that we tender for our banking services. Carried.
6. Alberta Fire Chiefs Association - Fees
An invoice from the Alberta Fire Chiefs Association was presented
to Council. Moved by Councillor Fabian that a letter be sent
to the Alberta Fire Chiefs Association advising them that the
County does not operate a Fire Association, as a whole, and
that, perhaps, they should be invoicing the individual fire
areas who each have their own fire chiefs. Carried.
7. Unifarm - Appointment
The Assistant Administrator is to advise Unifarm that Council
is unable to meet with them on March 23rd but perhaps they should
~~ contact the individual Councillors.

8. Citation Program - John Dell
Moved by Councillor Nelson that we approve the attendance of
John Dell at the Market Valuation of Land in a Limited Market
Course, March 29 & 30, in Medicine Hat. Carried.
9. Newell Foundation - Requisition
Moved by Councillor Wells that we accept this requisition.
Carried.
10. W.H.M.I.S. - Safety Committee
The Assistant Administrator advised that a Safety Committee
should be established by March 15, 1989. Moved by Councillor
Fabian that Administration proceed with plans to establish this
Committee. Carried.
7. Treasurer's Reports
Moved by Councillor Nelson that we accept the Treasurer's Reports
for December, 1988 and January, 1989. Carried.

1. Insurance Liability Seminar
Moved by Councillor Conners that we look into the possibility
of holding this Seminar at the end of April. Carried.

2. A.S.B. Meeting
It was brought to Council's attention that this meeting conflicts
with the Zone 6 Meeting and we should perhaps look into the
possibility of changing this meeting date.
9, Policies
1. Councillor's Compensation & Expenses
Moved by Councillor Wells that the above-noted policy be amended
to read: "up to 2 hours - 1/4 of a day - $27.50". Carried.
2. Obstructions Within Road Allowances
The Assistant Administrator reported on this policy. Moved
by Councillor Nelson that we approve this policy as it is now
written. Carried.
3. Eight Policies
Moved by Councillor Conners that we table these policies until
the next Council Meeting. Carried.
Post Agenda Items (Cont'd.)
3. Parks & Recreation
Moved by Councillor Conners that a letter be sent to the Minister
of Parks & Recreation, with a copy to our local M.L.A. and the
Towns & Villages located in the County, regarding our concerns
that, with just one representative located in Lethbridge to
handle the Recreation Programs in all of Southern Alberta, we
are not getting adequate support and representation as the area
is far too large. We feel that an area office in Medicine Hat
would be a large asset. Carried.
