James Excused from Meeting Moved by Councillor Douglass that Councillor Regehr be excused from this meeting. Carried. 1. Minutes Minutes of the June 4, 1987 meeting were presented to the Council. Moved by Councillor Wallace that we adopt these minutes as circulated. Carried. 2. Public Hearing Minutes of the Public Hearing of June 4, 1987 were presented to the Council. Moved by Councillor Nelson that we accept these minutes as circulated. Carried. 3. Business from Minutes 5-4 (d) Use of Round-up on Reservoir Banks No report. C~-/r ,~ 5-4 (f) Rainier Street Lights Councillor Nelson gave a report on this item and this matter was then ordered filed. 5-10 Bill 16 - Police Act A brief discussion took place on this item and the matter was ordered filed. 8-6 Ambulance Agreement - Advisory Committee The Administrator advised that a meeting date has been set for June 25th at .the Brooks Health Centre for this Advisory Committee Meeting. 3-3 Alberta Municipal Affairs - Census Figures The Administrator presented the report as requested by County Council at the last meeting. After review, it was moved by Councillor Conners that the variation in population of 45 be pro-rated among the 10 Divisions and that the census figures for each of the Divisions be up-dated in: this regard. Carried. Page 66 June 18/87 Moved by Councillor Fabian that we carry out a general County census during 1988. Carried. 3-12 S.E.A.R.P.C. - Urban Fringe Report A brief discussion took place on this item and the matter was then tabled for further discussion at the next meeting. 7-1 A.G.T. - Rural Phone Systems The Administrator advised the Council of a question to A.G.T. in regard to the telephone systems in the rural areas and the problems with the rings on these systems. Council was advised that no improvements could be made to the system at this time. 4. Correspondence 1. Alberta Environment - J. Pokorney - Dust Control Letter from Alberta Environment, Air Quality Control Branch, advising Council of a letter received by them from John Pokorney regarding dust problems on County roads was presented to Council. After discussion, this item was referred to Councillor Wallace. 2. Alberta Transportation & Utilities - Mini-bus Grant Letter from Alberta Transportation & Utilities advising of the Mini-bus Grant in the amount of $18,039.00 for 1987 was presented to Council for information. `. 3. Alberta Public Safety Services Letter from Alberta Public Safety Services advising that the regular Disaster Services Operating Grant has been discontinued was presented to Council for information. 4. Medicine Hat Health Unit - Water Reports ~~ Water Reports for Rolling Hills, Scandia and Patricia were presented ' to Council for information. . . 5. Herbert Anderson - NE 32-16-13-4 - Water Pipeline Crossing Letter from Herbert Anderson requesting permission to cross a County road allowance in NE 32-16-13-4 for purposes of an irrigation water pipe was presented to Council. After discussion, it was moved by Councillor Fabian that we approve this request subject to a Road Crossing Agreement being completed and that the crossing be bored. Carried. 6. Com-Act - April Report The April report for the Com-Act Mini Bus was presented to Council for information. 7. Mr. & Mrs. Gamble - Countess - Purchase of Streets Request from Mr. & Mrs. D. Gamble, of Countess, to purchase certain streets within the Hamlet of Countess was presented to Council. After discussion, it was moved by Councillor Douglass that we investigate this matter in detail and that a report be given back to Council for further consideration. Carried. 5. Other Business 1. Mobile Home Tax - Cancellation Moved by Councillor Conners that we approve the cancellation of a Mobile Home Tax on Licence ~~55 in the amount of $173.30. Carried. 2. Ray Kimmel - Purchase of Road Allowance Request from Ray Kimmel for the purchase of a road allowance in E of NE 9-20-13-4 was presented to Council. After discussion, it was moved by Councillor Conners that we refuse this request. Carried. Page 68 June 18/87 3. Fire Area By-laws The new By-laws for Fire Areas as recommended by Alberta Municipal Affairs describing the areas by Township & Range rather than by Divisions, were presented to Council for approval. Form A's The following Form A's were presented to Council for approval: Special Allotment Dust Control - Div. 1 - $4,587.00; Oil & Calcium - Div. 1 - $25,200.00; Secondary Roads Gravel - Div. 1 - $12,600.00; Special Allotment Dust Control - Div. 6 - $4,587.00; and Special Allotment Dust Control - Div. 10 - $4,586.00. Moved by Councillor Wells that we approve these Form A's. Carried. 5. Alberta Fish & Wildlife - Aqueduct Park Request from the Fish & Wildlife office, in Lethbridge, for the County to maintain the road and parking area at the Aqueduct Park, pump out the toilets twice a year and remove garbage from the area was presented to Council for consideration as funding for this project is no longer available through the Provincial Government. After discussion on this item, it was moved by Councillor Nelson that we advise Fish & Wildlife that we are unable to assist them in this matter. Carried. Page 72 June 18/87 7. Engineering Tenders Tenders for the engineering of the paving project of the JoAnn & Smith Trucking access roads were presented to Council for their consideration. Two tenders were received. After review, it was moved by Councillor Fabian that we accept the tender from UMA for this project. Carried. Moved by Councillor Nelson that an Ad Hoc Committee, consisting of Councillor Wells, Reeve Workes and the P.W. Supervisor and Administrator, be set up to deal with this contract and project. Carried. Moved by Councillor Christensen that we move into camera. Carried. Moved by Councillor Conners that we move out of camera. Carried. Lunch Council recessed for lunch from 12:00 - 1:30 p.m. 8. Post Agenda Items 1. Crawling Valley Road Discussion took place on the Crawling Valley Road. It was agreed by Council that they would inspect this road during the Road Tour. 2. Canadian Western Natural Gas Application from Canadian Western Natural Gas for pipeline road ^~ crossing in SE 1-20-15-4 was presented to the Council. Moved q ~" by Councillor Conners that we approve this road crossing. Carried. .~ 3. Bow City Community Park Committee Letter from the Bow City Community Park Committee requesting that they be placed on our Liability Insurance Policy was presented to the Council. Moved by Councillor Nelson that we approve this request and arrange for their coverage under our Liability Policy. Carried. 4. Bow Citv Community Park Committee Request for gravel and culverts for the Bow City Park area was presented to Council. After discussion, it was moved by Councillor Conners that we approve the sale of gravel to them at the County rate and that we sell them any necessary culverts needed for drainage purposes. Vote on the motion - Carried. 9. Information Items 1. Cemeterv Grants The Administrator requested further information from various areas on these projects as soon as possible. 2. Scandia Water Treatment Plant - Official Openin This item was discussed by Council and the matter was referred to Councillor Nelson and the Administrator for further review. Page 73 June 18/87 10. Dammed Motor Grader Moved by Councillor Wells that we accept the salvage offer on the damaged motor grader and also the cash value as presented by the Adjuster and that the necessary documents be completed on this matter. Carried. Investing Surplus Funds Moved by Councillor Douglass that we reaffirm our present Policy in regard to the investment of any surplus funds of the County. Carried. Key Lock Gas Pumps Moved by Councillor Nelson that we proceed with the purchase of key lock gas pumps for County vehicles and that we issue log books to all County vehicles immediately. Carried. Painting Lines - Patricia Hardsurface Road Moved by Councillor Fabian that we proceed with the painting of the center line and curb lines on the Patricia hardsurface road entering the Hamlet of Patricia at the approximate cost of $500.00 and that this be paid out of the Hardsurface Fund. Carried. Construction of Old ~~1 Hi~hwa Moved by Councillor Douglass that we contact Bob Comchi, Regional Director Alberta Transportation, and Tom Musgrove, M.L.A., regarding further grants for the construction of the Old ~~1 Highway, estimated grant being $100,000.00.
