Council Meeting
August 21, 1986
The regular Council Meeting of the County of Newell No. 4 was
held in the Courl~y Office at Brooks, Alberta on Thursday, August
21, 1986 commencing at 10:00 a.m.

1. Minutes
Minutes of the August 7, 1986 meeting were read to the Council.
Moved by Councillor Workes that we adopt these minutes as corrected.
Carried.
2. Business form the Minutes
3-7 Medicine Hat Health Unit
'~_:_' Moved by Councillor Conners that we lift this item from the
! table. Carried. After further discussion on this matter, it
was moved by Councillor Conners that the County go on record
as being in favor of resubmitting the resolution to the Minister
upon receiving the final report from the Towns and Villages
as requested. Carried.
4-4 Town of Brooks - Peacetime Diaster Mutual Aid Agreement
This item remained tabled. The Administrator was instructed
to obtain information from Jubilee Insurance in regard to this
Agreement.
6-2 Neil Anderson - NW 16-19-15-4 Rent of Property
Moved by Councillor Workes that this item be lifted from the
table. Carried. Councillor Workes then advised that this applica-
tion has been withdrawn.
7-1 Public Assistance Transportation Grant
Councillor Andrews gave a report on the Committee Meetings for
this purpose she also indicated that the Federal Government
has now approved our grant for the purchase of a Mini-Van.
After further discussion, it was moved by Councillor Andrews
that we draw up invitational tenders to the local dealers within
Brooks and Bassano for bids on this proposed new Mini-Van.
Carried.
Moved by Councillor Regehr that we contact ComAct in regards
to drawing up an Agreement for the operation of this bus for
administration and operating purposes. This Agreement will
be subject to"final approval by County Council. Carried.
8-5 Amended Policy - Re: Closing & Leasing of Road Allowances
The amended policy was presented to Council. Moved by Councillor
Workes that we approve this policy. Carried.

8-6 Hamlet of Patricia - Water Supply
The Administrator advised that he has obtained information in
regard to the meter required for this system. Moved by Councillor
Conners that we approve the purchase of this meter for the Patricia
Water Supply System.- Carried.
Moved by Councillor Conners that we request J.H. Hogg of Medicine
Hat, subject to his cost estimate, to complete the survey of
the Patricia Hamlet Water Supply as requested in the order of
compliance. Carried.
9-2 Secondary Road 550 - North of Rosemary
The Administrator advised that he had contacted the Eastern
Irrigation District who in turn advised that a culvert will
be provided at this location and the County will install it.
3. Correspondence
1. Alberta Transportation
A letter from Alberta Transportation advising of the grant for
the construction of the old ~kl Highway from Secondary Road 873
to Tillebrook Provincial Park Entrance in the amount of $315,000.00
was presented to the Council. Moved by Councillor Conners that
we send a letter of thanks to the Minister for this grant.
Carried.
2. Alberta Transportation
A letter from Alberta Transportation advising of a grant in
the amount $200,000.00 for construction of Secondary Road 862
and 561 for 2.4 km was presented to the Council. Moved by Councillor
Douglass that a letter of thanks be sent to the Minister for
this grant. Carried.
3. Alberta Recreation and Parks - Bow-City Park
A letter from Alberta Recreation and Parks advising that the
grant of $100,000.00 for the proposed Bow City Park has been
approved. Moved by Councillor Andrews that a letter of thanks
be sent to the Minister thanking him for this grant. Carried.
4. Alberta Labour Act
A letter from Alberta Labour advising that revisions will be
made to the Alberta Labour Relations Act was presented to the
Council for information.
5. Jubilee Insurance
A report on accidents to June 25, 1986 was presented to the
Council for information.
6. COMACT - Week of the Disabled
A letter from Comact requesting the Councils support in declaring
the week of October 5th - 11th, 1986 as Week of the Disabled
was presented to Council. Moved by Councillor Douglass that
we proclaim this week as the Week of the Disabled. Carried.
7. Canadian Farm Labour Pool
A letter from the Canadian Farm Labour Pool advising that the
County Council representation on this Board will cease as of
August 30th, 1986 was presented to the Council for information.

4• Delegation
Representatives from the Eastern Irrigation District met with
the Council to discuss the development of drainage and irrigation
canal projects within the County of Newell, and their request
for waiver of our setback regulations for the construction of
these various canals and drainage projects.
After further discussion on this item it was agreed that the
Public Works Supervisor and Councillor Wallace would review
the projects in Rollings Hills as presented. Moved by Councillor
Regehr that we rescind our Motion ~~9-3 of the August 7th, 1986
meeting concerning setback requirement in the SE 29-21-16-4.
Carried. Moved by Councillor Regehr that we approve the waiver
of setback as requested by the E.I.D. for the proposed construction
of a burrow area in the SE 29-21-16-4. Carried.

Council recessed for lunch from 12:20 - 1:30 p.m.
Excused from the Meeting
Moved by Councillor Conners that she be excused from the meeting.

1. Development Report
The Development Report for the month of July was presented to
Council.
2. Land Use Change
An application from Ramer Ranches for Land Use Change in Part
of the NW 12-20-14-4 from Agricultural to Country Residence
was presented to the Council along with the recommendation of
the M.P.C.
Moved by Councillor Workes that By-law 916-86 being a By-law
to amend our Land Use By-law 842-84 receive first reading, and
we proceed with the necessary advertising of this Land Use Change
with the understanding that third reading of the By-law will
not be given until such time as the subdivision has been approved.
Carried.
6• ~ ~ Other Business
j~-~~ 1. Official Opening of Pioneer Villa Court ~~4
;- A request from Dorothy Ford for a representative of the County
Council to be in attendance at the official opening on September
26, 1986 was presented, and it was agreed by Council that Councillor
Andrews represent the County at this opening.
2. Chlorine Suppl for Hamlet Water Systems_
Information was presented to Council on the quotation received
for this chlorine. The Hamlet Committees are to be advised
of these prices.
3. Fording Coal Hearing - September 10th, 1986
The Administrator advised that this is the tentative date for
this hearing.
4. Amending B -law 917-86
Moved by Councillor Andrews the By-law 917-86 being a By-law
to amend By-law 910-86 which reads $48,500.00 to $35,000.00
receive first reading. Carried Unanimously.
Moved by Councillor Regehr that By-law 917-86 receive second
reading. Carried Unanimously.
Moved by Councillor Hall that consent of Council be given for
third and final reading of By-law 917-86. Carried Unanimously.
Moved by Councillor Douglass that By-law 917-86 receive third
and final reading. Carried Unanimously.
5. Amending By-law 918-86
Moved by Councillor Hall that By-law 918-86 being a By-law to
amend By-law 911-86 from $47,000.00 to $34,000.00 receive first
reading. Carried Unanimously.
Moved by Councillor Workes that By-law 918-86 receive second
reading. Carried Unanimously.

Moved by Councillor Scheuerman that By-law 918-86 receive consent
of Council for third and final reading. Carried Unanimously.
Moved by Councillor Douglass that By-law 918-86 receive third
and final reading. Carried Unanimously.
6. Election Information
The Administrator presented information to the Council in regard
to proposed polling places, D.R.0's and clerks. Council then
discussed the rate of pay for the Returning Officer, Deputy
Returning Officer and Clerks. Moved by Councillor Andrews that
we set the rate of pay at $75.00 per day. Carried.
Moved by Councillor Wallace that any mileage claimed by these
election officials be paid for at the County rate. Carried.
Discussion then took place in regard to the establishment of
three polls in Electorial Division ~~4, it was then moved by
Councillor Andrews that a letter be sent to the Minister of
Municipal Affairs requesting an Order of Council to establish
two additional polls within Division 4. Carried.
7. Contingent Roadwork Fund Report
This report was given to Council and was referred to the Municipal
Committee Meeting for further discussion at a later date.
8. Form A's
Moved by Councillor Hall that we approve a Form A for Division
8 - Local Roads Construction and Drainage in the amount of $8,000.00.
Carried.

1. Division 3 - Gravel
A request from Division 3 Agricultural Society and the Patricia
Roping Club for 100 yards of crushed gravel from the Community
Use Gravel Allotment was presented to Council. Moved by Councillor

8• `~ Information Items
1. Secondary Road 873 North - Surveys
The Administrator gave an update on the required surveys on
this Secondary Road.
2. Sewer Hookup - Rolling Hills
Information was presented to Council in regard to this item
and the Administrator is to check into this matter further.
3. Medicine Hat College
The Administrator was requested to invite Mr. Orval Shantz to
the next Council Meeting to discuss the Brooks Campus of the
Medicine Hat College.
4. Water Quality Control
Moved by Councillor Andrews that a letter be sent to the new
Minister of Environment updating him on the Bow River water
supply and the problems of clean water in the County of Newell.
