Council Meeting
February 6, 1986
The regular Council Meeting of the County of Newell No. 4 was
held in the County Office at Brooks, Alberta on Thursday, February
6, 1986 commencing at 10:00 a.m.

Minutes of the January 23, 1986 meeting were read to the Council.
Moved by Councillor Regehr that we adopt these minutes as read.
Carried.

Business from Minutes
10-1 Brooks Sailing Club
A letter from Alberta Municipal Affairs concerning the Public
Reserve Account was read to Council. Moved by Councillor Wallace
that the Administrator obtain more information on this matter
from our Association Lawyers. Carried.

4-5 Road Allowance Leases
A copy of the amended Road Allowance Lease was presented to
Council for their information.
3-1 '86 Election Seminar
The Administrator reminded Council that names are still required
for this Seminar.
5-2 Licence to Cross County Road Allowances
A further review was made of this Licence with no changes proposed.

Correspondence
1. Office of the Premier - Water Control
Letter from the Premier's Office acknowledging our letter concerning
water control of the Bow River was presented to Council for
information.
2. Alberta Environment - Water Control
Letter from Alberta Environment, Minister's Office, acknowledging
our letter was read to Council for information.
3. University of Alberta - Statement of Marks
Statement of marks received by Marlene Bowen for the Senior
Executive Fellows Program was presented to Council for information.

4. Lakeside - Buried Power Line
A further letter from Lakeside concerning their application
and the County's refusal for a buried power line in a County
road allowance was presented to Council. After discussion,
it was moved by Councillor Conners that we reaffirm our position
at this time on this matter. Carried.
5. Shawn Campbell - Application for Road Allowance Lease
Application from Shawn Campbell for the closing and leasing
of road allowances in 20-13 and 21-13 was presented to Council
and referred to Councillor Conners for more information.
6. Town of Brooks - Reouest to Place Sign on County Road Allowance
This letter was read to Council and was referred to the Municipal
Planning Commission.
7. Medicine Hat Health Unit - Water Reports
Water reports for the Hamlets of Patricia and Rolling Hills,
all being satisfactory, were presented to Council for information.
8. Southern Alberta Recreation Association
Request from the Southern Alberta Recreation Association for
sponsorship of the 1988 Southern Alberta Summer Games was presented
to Council and ordered filed.
9. Quarterly Payments on Mobile Home Licences
Applications for quarterly payments on Mobile Home Licences
from C. Brack, S. Stevenson and G. Arnett were presented to
Council. Moved by Councillor Workes that we approve these requests.
Carried.
10. Brooks & District Pro-Life
A petition from the Brooks & District Pro-life Association was
filed with County Council.
11. Brooks & District Recreation Board - 1986 Proposed Budget
The 1986 proposed Budget by the Brooks & District Recreation
& Parks Board was presented to County Council as per agreement.
After discussion, it was moved by Councillor Workes that we
accept this proposed Budget. Carried.
U T 12. Alberta Public Safety Services (Disaster Services)

'{-f Information~he amount of grant that we will receive for 1986
~~ was presented to the Council.
4. Cheques for Payment
Moved by Councillor Andrews that we approve Cheques 9345 - 9627,
less ~~9479, for a total amount of $306,000.82. Carried.
Moved by Councillor Workes that he be excused from discussion
and voting on Cheque 49479. Carried.
Moved by Councillor Hall that we approve Cheque 4k9479, in the
amount of $1,283.79. Carried.

5. Committee Reports
Municipal
a) Maverick Land Consultants
Moved by Councillor Wallace that we approve the application
for road approach in SW 4-15-13-4. Carried.
b) By-law Enforcement Officer
The Administrator presented information to the Council in regard
to the necessary By-law for a By-law Enforcement Officer. He
will proceed with the drafting of this By-law and present it
back to Council for ratification.
Board of Education
No report.
Shop Committee
No report.
6. Post Agenda Items
1. Medicine Hat College
Discussion took place in regard to the Medicine Hat College,
Brooks Branch, and the funding for construction by the Provincial
Government. Moved by Councillor Andrews that a letter be sent
to the Minister of Advanced Education and M.L.A. Tom Musgrove
requesting information on when the funding for this building
~j+f will take place. Carried.
7. Other Business
1. 1988 Provincial Census
The Administrator presented information to the Council in regard
to this subject.
2. Dates for E.I.D./County Joint Meeting
The Council suggested a date of February 26th for this meeting
to be held in the morning. This will be checked with the E.I.D.
3. Town & County Council Meetin
Letter from the Town of Brooks requesting a Joint Meeting between
the two Councils was presented with a date of February 19th.
As this date was not available for Council, the Administrator
is to check for a date of February 24th.
Moved by Councillor Douglass that we recess from the Council
Meeting at 11:00 a.m. to proceed with a special Agricultural
Service Board Meeting. Carried.
Moved by Councillor Hall that we return to full Council at 12:00
noon. Carried.
Agricultural Service Board Budget
Moved by Councillor Andrews that we accept the 1986 Agricultural
Service Board Budget. Carried.

Lunch
Council recessed for lunch from 12:05 - 1:30 p.m.
g, Meeting with Towns & Villages
The Council met with two representatives from the Town of Bassano
and one from the Village of Rosemary at 1:30 p.m. Moved by
Councillor Workes that we move into Camera. Carried.
Moved by Councillor Wallace that we move out of Camera. Carried.
9. Bank Tenders
After reviewing the bank tenders, it was moved by Councillor
Regehr that we award the tender to the Provincial Treasury Branch,
of Brooks. Carried.
10. Salary Committee
After receiving the Salary Committee report, it was moved by
Councillor Conners that we accept the revised recommendation
of the Salary Committee. Carried.
11. Adjourn
Meeting adjourned at 4:30 p.m.
