Council Meeting
January 5, 1984
The regular Council Meeting of the County of Newell No. 4 was
held in the County Office at Brooks, Alberta on Thursday,
January 5, 1984 commencing at 10:00 a.m.

Minutes of the December 22, 1983 meeting were read to the Council.
Moved by Councillor Hall that we adopt these minutes as read.
Carried.
2. Minutes of Public Hearing
Moved by Councillor Andrews that we adopt the minutes of the
Public Hearing as circulated. Carried.
3. Business from Minutes
3-2 Tax Sale - NE 10-20-13-4
No report.
7-12 Crawling Valley Recreation Society
Moved by Councillor Andrews that we appoint Councillors Douglass
and Hall to be County representatives on this Association Committee.
Carried.
8-4 By-law 831-83
Further discussion took place on this By-law and an amendment is
to be made in regard to holding tanks. This will be presented
at the next Council Meeting.
4. Correspondence
1. Hudson Bey Route
An invoice from the Hudson Bay Route for 1984 membership in the
amount of $100.00 was presented to Council. Moved by Councillor
Hall that we approve payment of this membership account. Carried.
2. Alberta Utilities & Telephones - Seminar
Information on this Seminar, to be held in Red Deer on Feb. 14 & 15,
was presented to the Council. After discussion, it was moved by
Councillor Douglass fihat we approve the attendance of Doug Coffey
at this Seminar. Carried.

3. Brooks Recreation, Parks & Culture
Letter from Brooks Recreation, Parks & Culture concerning a meeting
to be held on January 17, 1984 to discuss the possibilities of
holding the 1987 summer games was presented to Council. This
letter was referred to Councillor Workes.
4. Patricia Recreation Board
Letter from the Patricia Recreation Board advising of their
proposed Recreation Master Plan was presented to Council for
information.
5. TransAlta.
Application from TransAlta, for the K. Aimoto subdivision hook-up
in NE 11-21-18-4 was presented to the Council. Moved by Councillor
Hall that we approve this application. Carried.
5• General Assessment
Mr. John Dell, County Assessor, met with the Council and
presented a detailed report on Assessment Procedures and the
progress made to date on the 1984 general assessment which will
be mailed out at the end of January this year.

1. By-law 833-84 - 1984 Borrowing By-law for Operating
The Administrator presented information to the Council in regard
to the sum of money that would be required for short term borrowing
during 1984. Moved by Councillor Scheuerman that By-law 833-84
being a By-law to approve the temporary borrowing. of four million
dollars for operating purposes during 1984, receive first reading.
Carried Unanimously.
Moved by Councillor Conners that By-law 833-84 receive second
reading. Carried Unanimously.
Moved by Councillor Wallace that consent of Council be given for
third and final reading of By-law 833-84. Carried Unanimously.
Moved by Councillor Hall that By-law 833-84 receive third and
final reading. Carried Unanimously.
2. Policies
Administrative Staff Holidays
The Administrator presented an up-dated Policy in regard to
Administrative Staff Holidays which was reviewed by the Council.
Moved by Councillor Conners that we approve this Policy. Carried.
Policy re: N.S.F. Cheques
This item was discussed and Council gave their opinions on the matter.
A Policy is to be drafted by the Administrator and presented back
to the next Council Meeting.
3. Redelback Property - Lake Newell
Information was presented to Council in regard to the snowplowing
of the private roads in this area and a request from the residents.
Council discussed this matter in detail and advised that no change
would be made in the present snowplowing policy concerning private
roads. Letters will be sent to the persons concerned in this
matter.

Municipal Budget

and assessment figures for their information.
