The regular :Council rSeeting of the County of Newell No. 4 was
held in the County Office at Brooks, Alberta on September 25,

1. Minutes
Minutes of the September 11, 1980 Council Meeting were presented
to the Council. Moved by Councillor Christensen that we adopt
these minutes. Carried.
2. Business from the Minutes
3-6 Election Material
Moved by Councillor Brockelsby that we do not buy the V.De.y
bumper stickers from Ed-Comm Associates. Carried.
5-4 Alaska Highw~ Gas Pipeline - No reply.

that we approve this application subject to Y. Aimoto building
the approach at his cost and building it to County specifications.

3. Treasurer's Report
The Treasurer's Report for the month of August was presented to
Council. Moved by Councillor Brockelsby that we accept this report.

Ed Pratt, attend this Seminar. Carried,
Dimethoate - Moved by Councillor Hajash that the Fieldman be given
permission to buy up to 750 gallons of Dimethoate if it is
available from I.D, 1 & 2, in Medicine Hat, at a cost of $2,00
per gallon. Carried,
Resolution re: Ring Rot - Moved by Councillor Hajash that we
approve a Resolution regarding Bacterial Ring Rot for submission
at the Region 1 Conference, Carried,

This was referred to Councillor Musgrove for further study.
4. Bid on Tax Sale Property By-law 713-80
A bid from S.R.. & B. Gas Co-op for the purchase of Lot 7 andNWest
20 feet of Lot 8 Block 2 in Scandia 4111 E.A. was presented to
Council.
Moved by Councillor Brockelsby that under the Tax Recovery Act
proceedings we accept this bid of $1100.00 for the two Lots. Carried.

5. P.F.R. A. Aqueduct North Ramp
Letter from Government of Canada regarding the Brooks Aqueduct
replacement County Road overpass north ramp was read to Council
for their information.

Application from Midwest Surveys re; PanCanadian Petroluem Ltd.
LSD 16 Sec. 10-21-16-4 requesting permission to construct a well
site within 330 feet of Highway 4{'550 was presented to Council.
Moved by Councillor Brockelsby that we approve this application
subject to the 125' set-back By-law. Carried.
6, Delegations
1. Delegation from Alberta Transportation; Mr. Leon Root,
Mr. Allan Waller, Merv Evjen, and Paul Faminow, met with Council
to discuss the overpass and access roads and secondary County roads.
2, JoAnne Trucking - A delegation from JoAnne Trucking met with
Council and the delegation from Alberta Transportation to discuss
the new overpass and problems on the access roads from the overpass.

met with Council to discuss the School Water System, the sampling
of water supplies at various points in the County of Newell, the
Government-dump at Emerson Pork and sanitary land fills throughout
the County,,
7. Public Hearing rep Rezoning Area held at 3.00 p m
A Public Hearing of the County of Newell in regard to amendment
to the Land Use By-law 692 was held at 3:00 p.m, Moved by
Councillor Musgrove that the S2 and NW of LSD 4 Sec. 6-20-13-4
be re-.zoned from Agriculture to. Country Residence, Carried,

Land Use Byelaw as recommended from the Public Hearing of

4. Surface Rights
A letter submitted by Jim Hajash, Agriculture Development Corporation,
for consideration by the Council as proposals recommended to the
Alberta Association of M. D. 's and Counties.
~~l - Oilwell pump should be at ground level to avoid irrigation
sprinklers.
~~2 - Yearly Lease on pipelines and high voltage steel tower power
lines on private property.
Moved by Councillor Brockelsby that we approve these recommendations
and make the proposals to the Association. Carried.
5. Western Land Service
Application from Western Land Service re: Merland Explorations Ltd.
pipeline. crossing roadway between 7Yu8 & 7 & 18-20-13-4 was presented
to Council. Moved by Councillor Musgrove that we approve this
application subject to County regulations. Carried.
6. Road Use Agreement
A Road Use Agreement Form from Bill Staniek for an open-cut in
the NW 2-17-16-4 was presented to Council. Moved by Councillor
Brockelsby that we approve this agreement. Carried.

7, Road Allowance Lease - Lakeside
Moved by Councillor Janzen that we cancel the Road Allowance Lease
with Lakeside - W 18-19-14-4 and that they be advised that the
gate across this road allowance is not to be locked at any time,
Carried.
8. Hamlet of Scandia Advisorv Committee
Moved by Councillor Brockelsby that the Hamlet of Scandia Advisory
Committee present to the next Council Meeting for Council's
consideration some suggestions to make regulations on County-owned
Hamlet lands conform with our present Land Use By-law. Carried,
9. Alberta Transportation
Moved by Councillor Brockelsby that a letter be sent to Mr. Leon Root,
of Alberta Transportation, requesting assistance on the work done on
the 875 and also requesting assistance on up-grading the road through
Lakeside at W of 18-19-14-4. Carried.
10, University of Alberta Extension
Letter re: S,E. Central Alberta Perspectives and Prospects Nov. 27 &
was presented to Council for their information.
