The regular Council Meeting of the County of Newell No. 4 was held
in the County Office at Brooks, Alberta on Thursday, April 10, 1980

7=10 - Aqueduct Land
Further information was. received from the P.F.R.A, in regard to
the stockpiled topsoil at this area, and after discussion on the
item it was. agreed that we advise Alberta Environment that the
County still has an interest in the development of this area and
that we will commence work on a general plan for the area.

Moved by Councillor Janzen that cheques 6543 - 6972, as per attached
list, be approved for payment. Carried.

Lettex from the Alberta Assessor's Association requesting a donation
towards: a proposed films being developed by this Association, was
presented to the Council and ordered filed.

A request from the Kidney Foundation of Canada Ltd. for a donation
was presented to the Council. Moved by Councillor Fabian that we
donate. $100.,00 towards this:-organization. Carried.
-, 3. Brooks &'Dstrct'Chamber of Commerce-.1980 Membership Fees
Moved by Councillor Musgrove that we approve the payment of these
fees.. Carried,
,, 4. Town c.f Brooks= Septic Tanks Sewage

A letter from the Town of Brooks concerning the disposal of septic
tank. sewage. and a request for the County to develop a truck ramp
d at the Town sewage lagoon was presented to the Council for consideration
and aftex a lengthy discussion on this matter, the Administrator was to
advise. the.Tawn that th.e County would not be developing this road as
requested; as they are concerned with. the problem of developing a
facility w2tlin a Town property-.

Fetter from the Town.. of Brooks requesting a donation or grant towards
the operating casts of th.e terminal building at the Brooks Airport was
presented to the Council. Moved by Councillor Hajash that we donate
$2Q00.00 towards the operation of this terminal building for 1980.

? ,t~ r.equest from the Town of Brooks for development of a hanger on the
east of Lot 9 and at a distance closer than 125 feet from the centre
of the road allowance was presented to the Council. Moved by
Councillor Ha,~ash that we approve this development. and that we
wave our By-law regulation in regard to this development only.

9. Duchess Fire Area - 1980 Budget
The 1980 Budget for the Duchess & Rural Fire District was presented
9 to the Council for information. Moved by Councillor Musgrove that
~ we accept this Budget. Carried.

~- 10. Rplling Hi11s Recreation 'Board Budget - 1980
~ The 1980 Recreation Board Budget for Rolling Hills was presented to
the Council. Moved by Councillor Vogel that we accept this Budget.
Carried.

Letter from Crerar, Lutes & Shantz requesting advice as to whether
to continue with the Joint Use Agreement was presented to the Council,
and this item was ordered tabled.
-- 12. Metric Resolution
A private resolution from James W. Withers regarding the metric
conversion was: presented to the Council and after reviewing this
item, it was moved by Councillor Hajash that we give our support
' towards this resolution. Carried.

Letter from Brownlee Fryett concerning information obtained from
personnel records was presented to the Council for their information.

s Letter from Advanced Education & Manpower concerning the application
fox Summer Temporary Employment Program (S.T.E.P®) for 1980 was
presented to the Council. Moved by Councillor Crosfield that we
make. application for three students under the road clean-up program.

Councillor Hajash for further study.

presented to the Council. Moved by Councillor Janzen that we
approve this application. Carried.

Application from N. Ward for a business licence to import a type
I of collapsible irrigation pipe and distribution from his farm in
SE 9-19-16-4 was presented to the Council, Moved by Councillor
Hajash that we approve this application. Carried.

Application from Hemsing Drilling for business licence in Block 5
Plan 7710670 was presented to the Council. Moved by Councillor
Hajash that we approve this application. Carried.
22. Business Licence - L. Bose
Application for business licence to sell and make plastic signs
from his residence at Cassils was presented to the Council. Moved
by Councillor Hajash that we approve this application. Carried.
23. Business Licence - J. Timmermans
Application for business licence from J. Timmermans to sell furniture
and water beds in the County of Newell from his property in Sec. 6 of
22-17-4 was presented to the Council. Moved by Councillor Grosfield
that we approve this application. Carried.

Application from R. Severtson for quarterly payments of mobile home
licence was presented to the Council. Moved by Councillor Brockelsby
that we approve this application. Carried.
25. Mobile Home Licence
Application from W. Martin for quarterly payments of mobile home
licence was presented to the Council. Moved by Councillor Brockelsby
that we approve this application. Carried.
26. .Canada Week
Letter concerning Canada Week, being June 25 - July 1, was presented
to the Council. Moved by Councillor Hajash that we support this
program and place a proclamation in the local papers as requested.
Garried.
6. Planniri.g Commission
Application 80 SE 33 - Alberta Agricultural Development Corporation
After reviewing this application, it was moved by Councillor Janzen
that we approve the application. Carried.

Thin application was tabled and they were to be advised to attend
the next Council to discuss this. subdivision.

This- application was tabled and the Administrator is to advise them
to attend the next Council Meeting to discuss this subdivision.

Moved by Councillor Musgrove that we approve this application. Carried.

~; Mr, H. Dyck met with. the Council to discuss his proposed subdivision.
He was advised that this information would be presented to the Provincial
.Appeal Board when the hearing date has been set.
J, pokorney met with the Council and presented a petition regarding
proposed boundary changes. The petition reads: "That the electors
of Division One., being that portion of the Sz of 16 Rges. 11,12,13 & 14,
.hereby request Council's consideration to have this area deleted from
Division One and included in Division Two." The Council then discussed
thin matter in detail and it was then moved by Councillor Fabian that
we proceed with. the. transfer of boundaries as requested. Vote on the
motion ~ lost,
8, Committee Repcizts

Councillor Janzen presented the Board of Education report,
Moved by Councillor Janzen that By-,law 69.5-80, being approval for
temporary borrowing on the proposed Duchess addition in the amount
of $50,000.00, receive first reading. Carried Unanimously.

on this proposed road approach and advised that at this time Mr. DeJong
has three- road approaches- at his-farm. Moved by Councillor Grosfield
that we. approve. the fourth. approach. as requested, subject to road
approach.~~2, a.s shown on the. diagram, being removed. Also, that the
cost of removal of approach.~~2 and tYie additional new approach ~~4 be

27. Rolling Hills Senior Citizens' Club
Letter from the Rolling Hi11s Senior Citizens' Club requesting
Council's permission to locate a proposed Drop-in Centre on County
property located on Block X was presented to the Council. This item
is to be referred back to the Recreation Board and the Rolling Hills
Advisory. Committee for their approval and then resubmitted to County
Council,

'Minutes of the Joint Meeting held on March 17, 1980 were presented
to the Council and items for amendment were noted and report back
to the E. TgD..

$120,0.00.00 was presented to the Council. Moved by Councillor
Grosfeld that we approve this form A. Carried.

Councillor Grosfeld requested that she be excused from the meeting
at 2;40 p,m. Permission granted.

The Ass essorTS Report for the month of March was presented to the
Council by John Dell, County Assessor.

Ha.jash that we approve this Form ,A. Carried.

Moved by Councillor 7anzen that we cancel th.e tax in the amount of
$479__.,.65 on this property as this property is now exempt. Carried.

,~- 3. County Crest
A discussion took place in regard to the development of a possible
County Crest. It was agreed that the office personnel and Council
..would study this matter and,also have the Association look into
this matter, and review-any possible crests that would be suitable
for ttie County at the next Council Meeting.
4. Development Con.troT Officer
A discussion took place on the possible hiring of this person for our
Land Use By~1aw and other jobs within the County. It was agreed that
a job description be drawn up first and reviewed at a future Council
Meeting before. any advertising takes place.
S. Public Reserve Meeting
A date. of April 21st at 2:00 p.m. was. set for this meeting.
,--~ 6. Library Grants
A News Release from the Alberta Government regarding increase in
Library Grants for 1980 was presented to the Council. After reviewing
the News Release, it was moved by Councillor Janzen that we increase
the County support to the Municipal Libraries to $2.00 per capita.
The Administrator was instructed to advise the Secretary of the
Library Board as to this increase in County support.
~. Landman Act
~~! Information was presented to the Council in regard to the Landman
Li:cencing Regulations and applications in this regard. After
discussion on this item, it was moved by Councillor Janzen that
we make application to licence L. Seitz and D. James as County
Landmen, under the Landman Licencng Regulations. Carried.
.-; 8. Municipal Handbook Meeting
The date of April 21st at 1:30 p.m. was set for a review of the
Municipal Handbook.

9. Terrain King - Triple Gang Mower
A letter and information from the County of Lethbridge in regard
their selling of a 1972 Terrain King Triple Gang Mower was presented
to the Council. After reviewing this item, it was moved by Councillor
R Hajash that we place a bid of $2000.00 on this mower. Vote on the
j motion - lost.

X10. Salaries
A review was made of the weed inspectors and groundskeepers salaries
for 1980 and it was moved by Councillor Fabian that we set the weed
inspector's salaries at $925.00 per month and the groundkeeper's
1 salary at $369.00 per month. Carried.
gll. Municipal Budget
A further discussion took place in regard to the Municipal Budget
and the Administrator was instructed to obtain the necessary
specifications for bidding on the equipment as proposed in the
Budget.

Form A's for Division 1 were presented and it was moved by Councillor
Vogel that we approve the following: Local Roads Gravel Only - $59,875.C
Local .Roads Construction - $75,000.00? Local Roads Construction - $8,800.
Carried.
