Council Meeting
October 7, 1977
The regular Council Meeting of the County of Newell No. 4 was held
in the County Office at Brooks, Alberta on Friday, October 7, 1977
commencing at 10:45 a.m.

692. Medicine Hat Regional Planning Commission
Mr. Robin Moorehead of the Medicine Hat Planning Commission met with
~ Council to discuss various. policies and Zoning By-law.
', Planning Applications
Application 77 M 142 - Grand Prix Natural Gas Ltd.
Application from Grand Prix Natural Gas Ltd. for meter station site
` was presented to Council. Moved by Councillor Hajash that we a pprove
,; ''; this application subject to a dedication of a 66` service road, and
i a 134' set-back for the building from the road allowance, cash in-
lieu-of Public Reserve, and an Industrial Caveat. Carried.
Application 77 M 143 - Hamilton
~"` Application for subdivision from Wayne Hamilton was presented t o
Council. Moved by Councillor Brockelsby that we approve this
application. Carried.
New Scandia Subdivision
A proposed sketch of the new Scandia subdivision was presented to
Council, Moved by Councillor Brockelsby that we approve this
subdivision and proceed with the necessary application through the
Planning Commission. Carried.
Application 77 M 152 - Braul
Application 77 M 152 was presented to Council, Moved by Councillor
. Janzen that we refuse this subdivision due to the prohibited access
1 to thesubdivision. Carried.
Mr. Moorehead presented proposed applications from Aimoto Farms Ltd.
"° and R. Gay for Council`s information.

Mobile Home Parks
Application for a Mobile Home Park from R. Spence of Brooks was
presented to Council for their consideration. Moved by Councillor
Bartlett that we advise Mr. Spence that the County has no objections
to this Park subject to him filing copies of all approvals from
all other agencies involved in this Park; these being Health Department,
Environment, Fire Marshall, Town of Brooks and any other agency,
Carried.

Application from Precision Earth Moving for Mobile Home Park
was presented to the Council. Moved by Councillor Hajash that we
advise that we have no objections to this Mobile Home Park subject
to them filing copies of all approvals from all other agencies which
include the Health, Environment, Fire Marshall, Town of Brooks and
any other agency involved. Carried.

Aiscussion then took place on the proposed Zoning By-law and the
Regional Plan as being developed by the Medicine Hat Regional
Planning Commission.

Item 340 - Revelstoke Road
The Administrator advised that the Road Agreement on this road
"r ! allowance has now been accepted by Revelstoke Company subject to
legal survey.

Item 620 - Foothills Little Bow Association
Members attending this Convention in Lethbridge gave their report.
Item 655 - E.I.D.
Letter from the E.I.D. concerning assessment information was
presented to Council for their information, and ordered filed.
Treasurer's Report
The Treasurer's Report for the month of September was presented to
Council. Moved by Councillor Brockelsby that we accept this report.
Carried.
!Cheques for Payment
Moved by Councillor Brockelsby that we accept cheques 4342 - 4604,
has per attached list, for payment, Carried.
Lunch
Adjourned for lunch 12:30 - 2:00 p.m.

Mr. Sam Martin, of Evergreen Implements, met with the Council to
discuss repairs to the rented John Deere 5010 tractor. After
discussion on this matter, it was agreed that a further check would
I; be made on this subject with our Insurance Company.

'Letter from the Attorney General concerning the accident of K. Matoba
jon January 18, 1977 was presented to Council, and the Administrator
was instructed to obtain further information on this accident.
Alberta Transportation
Letter from Alberta Transportation advising of Bus Supervisor Seminars
fto be held, was presented to the Council and ordered filed.

Alberta Environment
'Copies of letters from Alberta Environment concerning Scandia & Rainier
~IDomestic Water Systems were presented to Council and after discussion
on this matter, the Administrator was advised to give copies of these
.?.letters to Councillor Brockelsby and have the two Hamlets advise
'Council whether they were going to chlorinate the systems or take over
!;the systems and operate them on their own.

702. O.F.C. Engineering & Construction
Letter from O.F.C. Engineering requesting road crossing in
Sec. 5-19-15-4 was presented to Council. Moved by Councillor
:% Hajash that we approve this application subject to all regulations,
and that these crossings be bored. Carried.
703. ! Associated Engineering Services Ltd.
Application from Associated Engineering Services for pipeline
road crossing in 24-15 and 24-16 was presented to Council and
,~' is to be returned for further information as to the description
of these crossings.
704. Alberta Eastern Gas Ltd.
i Request from Alberta Eastern Gas Ltd. for pipeline road crossings
of Secondary Highway 875 was presented to Council. Moved by
~g Councillor Fabian that we approve this application subject to all
other regulations and that these crossings be bored. Carried.
705. I Professional Gas Engineering
Letter from Professional Gas Engineering requesting pipeline road
"', crossing for S.R. & B. Gas Co-op in 30-15-15-4 was presented to the
<~'" Council. Moved by Councillor Brockelsby that we approve this
application subject to all regulations. Carried.
706. Disaster Services
!! Letter from Disaster Services advising of a Rescue Course to be
,f held in Edmonton, was presented to Council and the Administrator
was instructed to send copies of this letter to all rural Fire Areas.

Board Orders from the Canadian Transport Commission concerning the
abandonment of the Cassils-Scandia line and the Hays-Suffield line
was presented to Council for their information.

Letter from the A.A.M.D. & C. concerning panel discussion to be
y ~ held at the Convention this fall was presented to Council for their
information.

I Letter from the County of Forty Mile advising of their Policy on
°~ ~ E.C.S. busing was presented to Council for their information.

710. Lethbridge Northern Irrigation District
~' Brief from the Lethbridge Northern Irrigation District concerning
~ the A.I.P.A. Resolution on Bill 15 was presented to Council and copies
of this Resolution were to be made for each Councillor.

Moved by Councillor Janzen that the County donate $100.00 to the
`: Norma Jean Gray Scholarship Fund. Carried.

Moved by Councillor Brockelsby that the Council as a whole sit as
the Appeal Board in regard to the Notice to Prohibit the Seeding of
Land which was issued to Mr. E. Tatem. Carried.

Medicine Hat Health Unit
' Moved by Councillor Fabian that we accept this report. Carried.

Moved by Councillor Bartlett that the matter of the disposal of the
'~ Health Unit Building in Medicine Hat be turned over to our Solicitor
/ ~ to determine if we have any interest in the land which this building
is located on. Carried.
Moved by Councillor Janzen that we oppose the sale of this Building
until such time that the land ownership is established. Carried.

Moved by Councillor Musgrove that we accept this report. Carried.
The Administrator was also instructed to invite members of the
/i Planning Commission staff to a future meeting of the Council.
Agricultural Development Corporation

Councillor Bartlett advised that this would be the last report of
°' the C.R.C. as they are now under their new organization for
administration.

Assessor's Report
Moved by Councillor Bartlett that the Assessor, under Section 63
of the Municipal Taxation Act, proceed with the assessment on
Lease AHMK 3390001 in the SW 26-16-16-4. Carried.

Moved by Councillor Janzen that we accept this report. Carried.
Bids on Scandia Lot 7 Block l Plan 7510442
Two bids were received on the above-noted lot: one from
Wayne T. Bunney~and one from P.J. Linden. After reviewing the
bids, it was moved by Councillor Christensen that we accept the
bid from Wayne T. Bonney in the amount of $701.00. Carried.

County Welder
The Public Works Supervisor gave a report on the welder and after
discussion on this matter it was moved by Councillor Christensen
that we place the welder in the old school bus as proposed. Carried.
By-law 619-77
Mooed by Councillor Hajash that By-law 619-77, being the adoption
of the current assessment roll for use in 1978 subject to any
annual assessments, receive first reading. Carried Unanimously.
Moved by Councillor Vogel that By-law 619-77 receive second reading.

Moved by Councillor Bartlett that consent of Council be given for
's third and final reading of By-law 619-77. Carried Unanimously.
Moved by Councillor Janzen that By-law 619-77 receive third and
final reading. Carried Unanimously.
731. Septic Tank - Patricia Lot
Moved by Councillor Bartlett that we approve

Moved by Councillor Musgrove that we cancel the taxes on Account 4111180

Moved by Councillor Musgrove that we advise the Medicine Hat Planning
-~ Commission to cancel the Servicing Agreement on this application and
,.,replace it with a 66' dedication of service road. Carried.

Moved by Councillor Fabian that we request the Medicine Hat Regional
Planning Commission to cancel the Servicing Agreement on this
application and that the County allow 4 approaches to this subdivision
at the Developer's expense. Carried.
