Councill Meeting
August 12, 1977
The regular Councill Meeting of the County of Newell No 4 was held
at the County Office at Brooks, Alberta on Friday, August 12, 1977
commencing at 10:30 a.m.

The minutes of the July 22, 1977 meeting were read and adopted.

tem 340 - Councillor Brockelsby reported on this item to date.

tem 199 - Administrator reported on appraisal bids received and
was moved by Councillor Brockelsby that we table these bids until
further information is received from the A.A.M.D. & C. concerning
their bids on appraisals. Carried
Item 528 - R. Asher Zoning Caveat. Mr. D. Bell of Noonan, Bell &
Riggins met with the Council to discuss the restricted zoning caveat
on the R. Asher property. The Administrator also reported on three
letters that were received in regard to our notice to the residents
of this area on this zoning caveat. After discussion on this matter
it was agreed that this item be tabled until further word is heard

from Mr. Asher as to a future sale of this property.

Letter from the E.I.D. requesting renewal of lease for bus turn around
in the South East of 14-22-17-4 was presented to the Council Moved
by Councillor Janzen that we renew this turn around lease. Carried.
Jubilee Insurance Agencies
Letter from Jubille Insurance Agencies quoting on our Vehicle Insurance
was presented to the Council and tabled for more information and
comparison to our present insurance policy.
William Tell Jr.
Application from William Tell Jr. for the closing and purchase of
the street west of Lot A and the street between Lots A and B was
presented to the Council.. Moved by Councillor Janzen that we do not
lease or sell these two streets at this time. Carried.
Library Board
Letter from Mrs. I.E. Lund advising that she has resigned as a member
of the Municipal Library Board was presented to Council . Moved by
Councillor Boehme that we accept this resignation. Carried. Councillor
Boehme also advised that he would obtain the name of anew member to
fill this vacancy.

Letter from C.M.H.C. concerning the N.I.P. and R.A.P. programs was read
to Council and ordered filed.
Calgary Power
Application from Calgary Power for line extention in the South West of
14-21-17-4 was presented to the Council... Moved by Councillor
Christensen that we approve this application subject to all regulations.
Carried.

Letter from Nelson Lintott requesting County approval for the
establishment of a Mobile Home Park on his property was presented to
Councill and the Administator was instructed to advise Mr. Lintott in
regard to the restricted agricultural caveat which is presently on his
property in the South East of 8-18-14-4.
Canadian Western Natural Gas Company
Application from Canadian Western Natural Gas Company for line
extention in Township 19-14-4 was presented to the Council. Moved by
Councillor Christensen that we approve this application subject to all
regulations. Carried.

Moved by Councillor Musgrove that we accept this report. Carried.
Municipal Committee
Moved by Councillor Janzen that the following buses No. 56 and 57 be
held back from the sale and converted to a welder bus and a carpenter
crew bus and that we sell truck no. 136 and 152 which are presently
being used for the welding and carpenter crew trucks. Carried. Moved
by Councillor Janzen that we accept this report. Carried.

Ajourned for Lunch 12:30 to 2:00 p.m.

Moved by Councillor Hajash that we accept this report. Carried.

Moved by Councillor Musgrove that we accept this report. Carried.

Assessor's report for the month of July was presented to Council.
Moved by Councillor Christensen that we accept this report. Carried.
Treasurer's Report
Treasurer's report for the month of July was presented to the Council.
Moved by Councillor Janzen that we accept this report. Carried.
Cheques For Payment
Moved by Councillor Brockelsby that we approve cheques 3617 to 3913
as per attatched list for payment. Carried.
Planning Commission
Applications
Application 77M122 -
Macisaac. Application No. 77M122 was presented
to the Council. Moved by Councillor Musgrove that
we approve this application subject to cash -in -lieu
of public reserve dedication of a 66 foot service
road no access to 544 secondary road and a country
residence caveat. Carried.
Application 77M93 -
Appraiser's value for cash -in -lieu of on the above
noted application was presented to Council. Moved
by Councillor Hajash that we approve the cash -in -
lieu on this subdivision. Carried.
Application 77M85 -
The appraiser's value for cash -in -lieu of on this
subdivision was presented to Council. Moved by
Councillor Hajash that we approve this cash -in -lieu
of for this subdivision. Carried.
Application 77M84 -
The appraiser's value for cash -in -lieu of on this
subdivison was presented to Council. Moved by
Councillor Janzen that we approve the cash -in -lieu
of on this subdivision. Carried.
Application 77M124 -
Carlson. Application 77M124 was presented to the
Council. Moved by Councillor Hajash that we approve
this application subject to dedication of the service
road across the total area of the Carlson property
Cash -in -lieu of public reserve on the subdivided
area and a country residence caveat. Carried.
Application 77M126 -
Trembecki. Application 77M126 was presented to the
Council. Moved by Councillor Janzen that we approve
this application subject to the following regulations,
Construction of a 66 foot service road on the North
side of the property and a servicing agreement
with the County with two accesses one at each end
of the service road. Cash -in -lieu of public reserve
country residence caveat and also a dedication of
17 feet for future road widening on this road.
Carried.
Application 77M132 -
Houseman. Application 77M132 was presented to the
Council. Moved by Councillor Hajash that we approve
this application. Carried.
A report from the Planning Commission concerning a review of country
residence subdivision policy guide lines was presented to the Council
and tabled until the
next Council Meeting for their further study and
ccmments.
Scandia Lots
A letter from Mrs. E.. J.. Barrell requesting an extention to October 10,
1977 for development of their lot at Scandia was presented to the
Council. Moved by Councillor Brockelsby that we approve the extention
to October 10, 1977 as requested. Carried.
A discussion took place on the McAmmond lot at Scandia and this was to
be reviewed further at aur -September Meeting.

568. Scandia.Community Club
Letter from the Scandia Community Centre Club requesting termination
of their lease on the Community Centre property which is leased from
the County was presented to the Council. Moved by Councillor Brockelsby
that we accept the cancellation of this lease as requested. Carried.
569. j Road Agreements
The following road agreements were presented to the Council. Peter A.
Dyck and K. Dyck, John Heron. Moved by Councillor Boehme that we
approve these road agreements. Carried.
570. f Patricia Sewer
IBy-law 616-77 Having received approval from the Local Authorities
Board on By-law 616-77, second and third readings
were requested from the County Council . Moved by
Councillor Christensen that By-law 616-77 receive
second reading. Carried unanimz)u.sly. Moved by
Councillor Boehme that By-law 616-77 receive third
and final reading. Carried unanimously.
571. 1977 General Election
1 Moved by Councillor Janzen that Marlene Seely be appointed as Returning
Officer for the General Election and that authority be given to her
under the Act for the appointment of D,R.O.'s and Pole Clerks in each of
the nine divisions. Carried.
Moved by Councillor Christensen that the following rates of pay be set
1 for the Returning Officer, D.R.O. and Pole Clerks and that this rate be
at $25.00. Carried.
Town and Village representatives to the School Committee. Moved by
Councillor Vogel that the Town of Bassano appoint one representative,
the Village of Rosemary one representative, the Village of Duchess one
i representative and the Village of Tilley one representative to the
County School Committee for the General Election in 1977. Carried.

572. Rolling Hills Twenty -One Mile Marathon
Request from Mr. F. Mantsch of Rolling Hills requesting the use of the
Rolling Hills hard surface road for their Marathon Race on September 17,
1977 was presented to Council. Moved by Councillor Vogel that we
approve this request subject to any liability resulting from this race
1and use of the County road to be borne by the ®gyp_=�=_on sponsoring
this race. Carried. \
