Council Meeting
May 20, 1977
The regular Council Meeting of the County of Newell No. 4 was held
in the County Office at Brooks, Alberta on Friday, May 20, 1977
commencing at 10:30 a.m.

Item 305
Letter from Alberta Transportation regarding the bridge requirements
on the proposed access road south of the aqueduct between Sections
15 & 16 Twp. 18 Rge. 14 was presented to Council and ordered filed
until all letters are received back on this matter.

Item 340 Purchase of Road Allowance from Revelstoke Company
Councillor Brockelsby reported on this subject and this item was
tabled for further study.
Item 348
Application from Jake Alenman requesting an irrigation system in
N of 35-20-13-4 and use of County road allowance in this area was
presented. Moved by Councillor Musgrove that we approve this
application subject to Mr. Alenman moving the irrigation system if
the road allowance is required for public use in the future and
that this road allowance be left open for public access at all times
if required. Carried.
Item 364
Letter from the Deputy Minister of Municipal Affairs concerning
subdivisions along Secondary Roads and refusal by the Provincial
Planning Board was read to the Council and ordered filed.
Item 372
Councillors Vogel and Janzen reported on the Planning Commission Tour
that took place o May 10th. Moved by Councillor Janzen that

Moved by Councillor Brockelsby that we approve the transportation
~ and attendance of the Assessor at the Director`s Meetings as requested.
Moved by Councillor Bartlett that we table this motion. Carried.
Item 375
The Administrator reported on the Rolling Hills Fire Area to date
and aduised that the new equipment should arrive within approximately
& weeks time.

Letter from the Town of Brooks confirming the new Ambulance Rates
was read to Council and ordered filed.

Letter from Municipal Affairs advising of the Seminar to be held
for Senior Municipal Assessors on June 7 - 10, 1977 at Hinton, was
presented to the Council. Moved by Councillor Musgrove that we
approve the attendance of W. Zaugg, County Assessor, to this Seminar.
Carried.
386. Town of Bassano
Letter from the Town of Bassano requesting Count
Town to purchase 82.2 acres of land in SE 19-18-21P4 wasspresentedhe
to Council. Moved by Councillor Christensen that we approve this
request subject to any road development in the area to be borne by
the Town of Bassano. Carried.

Request from the Canadian National Institute for the Blind for
' donation for 1977 was presented to Council. Moved by Councillor
Christensen that we approve a donation of $100.00 to the C.N.I.B.
Carried.

Canadian Rural Safet Conference & Worksho
Letter concerning the Canadian Rural Safety Conference & Workshop to
be held on June 13, 14 & 15 in Olds, was presented to Council.
Moved by Councillor Brockelsby that we do not participate in this
Conference. Carried.
395. Cassils R.E.A.
Letter from the Cassils R.E.A. concerning the trees in the borrow
pit along the J. Stica farm was presented to Council. The Administrator
P was instructed to send a letter to Mr. Stica advising him of what
action the County had taken to date and also a copy of the R.E.A. letter
was to be sent to Mr. Stica.

Letter from John Roberts, Secretary of State, concerning Canada Day
was presented to Council for their information.

School Committee
Moved by Councillor Musgrove that we accept this report. Carried.
Planning Commission
'' Application 77 M 33 - Revised Staniek
This application was presented to Council. Moved by Councillor
Bartlett that we approve this application subject to the Public
Reserve being donated in land and that all service roads and
utility services required in this subdivision be provided by the
developer. Carried.

Application was presented to Council. Moved by Councillor Hajash that
a we approve this application subject to a dedication of a 66' service
road and cash in-lieu-of on this parcel, and a Country Residence Caveat.
Carried.
Application 77 M 62 - Staniek
Application was presented to Council. Moved by Councillor Bartlett
that we approve this application subject to cash in-lieu-of on
Public Reserve. Carried.
Application 77 M 76 - Munroe
Application was presented to Council. Moved by Councillor Christensen
that we approve this application. Carried.
Application 76 M 100 - Bell
Application was presented to Council and tabled for more information
on the proposed plan.
Utilit Officer
The Utility Officer met with Council and presented the following
gas line and Calgary Power line extension applications.
1. Canadian Western Natural Gas line extension - SW 14-20-14-4.
Moved by Councillor Bartlett that we approve this application subject
to all regulations. Carried.

2. Calgary Power line extension SE 35-20-13-4 - Moved by Councillor
Musgrove that we approve this application subject to any future move
to be borne by Calgary Power Ltd. Carried,
3. Calgary Power Ltd. - NW 32-20-15-4 - Moved by Councillor Boehme
that we approve this application subject to all regulations. Carried.
4. Calgary Power Ltd. - SE 6-18-14-4 - Moved by Councillor Bartlett
that we approve this application subject to all regulations. Carried.

7. Calgary Power Ltd. - S 16-19-14-4 - was presented for information
only.
8. Calgary Power Ltd. - NW 28-20-17-4 - Moved by Councillor Janzen
that we approve this application subject to all regulations. Carried.
9. Calgary Power Ltd. - SW 7-20-14-4 - Moved by Councillor Musgrove
that we approve this application subject to all regulations. Carried.
The Utility Officer reported on his recent att€~ndance at the Utility
Officer Course held in Edmonton.
Bassano Fire Area
The Administrator advised that no petition had been received from
the Bassano Fire Area advising them that the mill rate would be
increased from one to two mills on their area. Moved .by Councillor
Christensen that we prepare the necessary By-law to increase the
mill rate of the Bassano Fire Area from one to two mills. Carried.
Moved by Councillor Fabian that By-law 608-77 to increase the mill
rate from one to two mills in the Bassano Fire Area receive first
!! reading. Carried Unanimously.
Moved by Councillor Vogel that By-law 608-77 receive second reading.
Carried Unanimously.
Moved by Councillor Janzen that consent of Council be given for third
and final reading of By-law 607-77. Carried Unanimously.

Moved by Councillor Fabian that we approve the purchase of a new
electric typewriter for the County Office. Carried.

Office Windows
Moved by Councillor Bartlett that we approve the installation of
solar covering in two of the office windows., one being the Machine
Operator's room and one in the Superintendent of Schools' office.
Carried.
A. Duckett
Information was presented to Council concerning a proposed development
by Mr. A. Duckett in SW 1-19-15-4. The Administrator was instructed
to advise Mr. Duckett that Council had no objections to the proposed
plan but that he be advised that if the proposed Zoning By-law is
passed, this development would require a service road along the
Cassils Road. He is also to be advised of all other Provincial
Regulations that are concerned with this development.
Library Board
Moved by Councillor Fabian that we prepare the necessary By-law
setting up a County Library Board and that the maximum support by
the County be set at $1.50 per capita. Carried.
Moved by Councillor Christensen that By-law 609-77 for the
establishment of a County Library Board and setting maximum
support of $1.50 per capita, receive first reading. Carried
Unanimously.
Moved by Councillor Bartlett that By-law 609-77 receive second
reading. Carried Unanimously.
Moved by Councillor Boehme that consent of Council be given for
third and final reading of By-law 609-77. Carried Unanimously.
Moved by Councillor Hajash that By-law 609-77 receive third and
final reading. Carried Unanimously.

1977 County Budget
The Administrator presented the 1977 County Budget to Council for
their review. Moved by Councillor Bartlett that we approve the
1977 Budget as presented. Carried.
Moved by Councillor Janzen that we prepare the necessary By-law
establishing the 1977 mill rates for the County. Carried.
Moved by Councillor Boehme that By-law 610-77 establish~.ng the
1977 mill rates for the County receive first reading. Carried
Unanimously..
Moved by Councillor Hajash that~By-law 610-77 receive second reading.
Carried Unanimously.
Moved by Councillor Christensen that By-law 610-77 receive consent
of Council for third and final reading. Carried Unanimously.
