Council Meeting
November 5, 1976
The regular Council Meeting of the County of Newell No. 4 was held
in the County Office at Brooks, Alberta on Friday, November 5, 1976
commencing at 10:30 a.m.

Minutes of the October 22nd meeting were read and adopted.
749. Business from the Minutes
Item 738 - Town of Brooks Sewage Lagoon
A copy of a letter from the Tilley Unifarm was presented to Council.
This letter set out various items of concern by the Tilley Unifarm.
Moved by Councillor Fabian that copies of the Unifarm letter be sent
to the Town of Brooks and the E.I.D. and that no decision be made
`~ in regard to the lagoon until the concerns of Unifarm have been
I~ satisfied. Carried.

750. ~ Moved by Councillor Musgrove that the land location as indicated in
motion 749 be changed to read 19-12-4. Carried.
751. ,.. Cheques for Payment
Moved by Councillor Vogel that cheques 5446 - 5975 and 1 - 366
be approved for payment. Carried.
752. Correspondence
PanCanadian
Letter from PanCanadian requesting permission to cross County roads
for their Verger East Shallow Gas Project was presented. Moved by
Councillor Musgrove that we approve this application subject to
County By-law and that all developed roads be bored. Carried.
753. Canadian Western Natural Gas
Application from Canadian Western Natural Gas for pipeline road
crossings in SW 10-19-14-4 was presented. Moved by Councillor
Hajash that we approve this application subject to all regulations.
Carried.
754. Stark Insurance Associates Ltd.
Letter from Stark Insurance concerning Umbrella Liability Coverage
was presented to the Council and ordered tabled for a further
investigation.
755. ~. Medicine Hat Health Unit
Letter from the Medicine Hat Health Unit advising of the water
sample test at Patricia for chemical content was presented and
ordered filed.

756. Strong, Lamb & Nelson Ltd.
Letter from Strong, Lamb & Nelson Ltd. concerning easement on the
County road allowance for 100' for the purpose of installing outfall
line to the Duchess sewage lagoon was presented. Moved by Councillor
Bartlett that we waive our By-law regulations in this regard and
approve the laying of this pipe in the road allowance as requested
subject to all future maintnenace to be borne by the Village of
Duchess and any future moves if required. Carried.

Adjourned for lunch 1:30 - 2:00 p.m.
758. Bassano Rural Fire Area
Mr. Carl Block met with the Council to discuss assistance for the
new fire truck purchased by the Bassano Rural Fire Association.
Moved by Councillor Bartlett that we establish a Policy for the
replacement of rural fire equipment. Carried.
Moved by Councillor Bartlett that we participate 20% on the net
replacement of fire trucks subject to the Fire Department providing
fire protection to areas outside of their fire areas but subject
to their charging for these calls. Carried.
759. ~ Consolidated Pipe
,'~ Mr. A. Simmons met with the Council to discuss the laying of a
~` rectifier within a County road allowance. Moved by Councillor
•f'~~ Janzen that we grant permission for this rectifier subject to
all other conditions of our Pipeline By-law. Carried.
760. ~ Gem General Store
Application from the Gem General Store for approval for their
business licence was presented. Moved by Councillor Janzen that
we approve this application. Carried.
761. ~. Prairie Schooner Eleven Motel
Letter from the Prairie Schooner Eleven Motel at Bassano requesting
County approval for their business licence was presented. Moved by
Councillor Christensen that we approve this application. Carried.
762. Ashland
Application from Ashland Oil for pipeline road crossing in Secs.
11 & 12-18-13-4 was presented. Moved by Councillor Fabian that
we approve this application subject to all regulations. Carried.

School Committee
Moved by Councillor Bartlett that we accept this report. Carried.
764. Municipal Committee
Moved by Councillor Janzen that we recommend to County Council
the hiring of Mr. LeRoy Graham as Utility & Development Control
Officer. Carried.

Moved by Councillor Hajash that we approve the cash in-lieu-of
in the amount of $3468.80 for this application. Carried.
777. - Application 76 M 181 - Precision Earth Moving
Moved by Councillor Hajash that we approve this application subject
to Service Road Agreement and a Country Residence Caveat. Carried.

Moved by Councillor Brockelsby that this application be tabled
for more information. Carried.

Moved by Councillor Fabian that we approve this application subject
to cash in-lieu-of on the parcel and a restricted Agricultural
Caveat. Carried.

I~ioved by Councillor Fabian that we approve this application subject
to cash in-lieu-of on the parcel and a restricted Agricultural
Caveat. Carried.
781. Tax Sale
Application from E. Riste to purchase the tax sale property in the
NE 32-19-11-4 was presented. Moved by Councillor Musgrove that we
table this request for more information. Carried.

782. Purchase of Gravel
Letter from the Alberta Transportation offering to sell to the
County 1000 - 1500 yards of 5/8" gravel from a stockpile at the
Conner's pit was presented. Moved by Councillor Janzen that we
approve the purchase of this gravel from the Government subject
to the gravel being placed on County roads immediately rather
than stockpiled again. Carried.
783. P.F.R.A.
Report from the P.F.R.A. concerning the building of the detour
road while the aqueduct is in construction, was presented. They
advised that they would build the road at 100% of the cost to
the P.F.R.A. subject to the County providing any dirt or right-
of-way for this road. Moved by Councillor Hajash that we accept
this offer. Carried.
784. PanCanadian
Application from PanCanadian for Road Use Agreement Form and pipeline
road crossing was presented. Moved by Councillor Bartlett that we
approve this application subject to all regulations. Carried.
785. - Town & Village School Committee Representatives
Moved by Councillor Christensen that we approve the following
members to the School Committee: Mrs. Donna Rose, representative
for the Town of Bassano, and Mrs. Maureen Beardsley, representative
for the Village of Tilley. Carried.
786. Libraries
The Administrator reported on his findings in regard to Regional
Library to date. As all areas had not reported to date this matter
'~~•; was ordered tabled.

Moved by Councillor Janzen that By-law 586-76 receive third reading.
Motion lost.
788. By-law 593-76
Moved by Councillor Janzen that By-law 593-76 for the purchase of
school buses for 1976 receive first reading. Carried Unanimously.
Moved by Councillor Brockelsby that By-law 593-76 receive second
reading. Carried Unanimously.
Moved by Councillor Fabian that By-law 593-76 receive consent of
Council for third and final reading. Carried Unanimously.
Moved by Councillor Hajash that By-law 593-76 receive third and
final reading. Carried Unanimously.

Moved by Councillor Brockelsby that By-law 590-76 receive third
and final reading. Carried.
790. ~- December Council Meeting & Agricultural Committee Meeting
Moved by Councillor Fabian that the next Council Meeting be set
for December 9th and the next Agriculture Committee Meeting for
December 10th. Carried.

Moved by Councillor Brockelsby that we apply to Calgary Power
for street lights to be installed at the new subdivision at Scandia.
Carried.
