Council Meeting
February 20, 19'76
The regular Council Meeting of the County of Newell No. 4 was held
in the County Office at Brooks, Alberta on Friday, February 20, 19'76
commencing at 10:30 a.m.

118. Minutes
Minutes of the February 6, 19'76 meeting were read and adopted.
119. Ambulance
,'., Discussion took place on the Joint Meeting between the County Council
~~ and the Town Council regarding the Ambulance Service and discussions
~~a were tabled until later in the meeting when further information was
'~~ to be made available.
Moved by Councillor Hajash that we approve the account for one-half of
the 19'75 deficit on the Ambulance Service in the amount of X8137.03.
Carried.
120. Court of Revision
Moved by Councillor Brockelsby that we cancel the Court of Revision
as set for March 17 and that a new date of March 24 be set for this
meeting. Carried.
121. Annual Meeting
Moved by Councillor Brockelsby that we set the date of March 16, 1976
for the County Annual Meeting. Carried.
122. C.U.P.E. Grievance
Letter from Walsh & Co. concerning date for the CoU.P.E. Grievance
was read and confirmed that March 18 & 19 would be suitable dates
for the County.
123. Correspondence
124.. Alberta Municipal Finance Corporation
Letter from the Municipal Finance Corporation advising of its Annual
Meeting on April 12, 19'76 was read and ordered filed.
125. Office Rental
Letter from the Public Works Canada concerning the renewal of the
Lease for the Farm Labor Pool office, was read. Moved by Councillor
Christensen that we renew the Lease to the Farm Labor Pool on the
one large office only for one year. Carried.

Moved by Councillor Janzen that the additional office space available
be rented to Farm Credit Corporation for a period of one year. Carried.
Moved by Councillor Hajash that we increase our rental rates on the
above offices to X3.30 per sq. ft. per year. Carried.
126. Taxes
Letter from Tirol Dehydrators Ltd. concerning outstanding taxes and
the tax concession as allowed by the County, was read. Moved by
Councillor Fabian that we allow the 50% reduction on taxes of arrears
for Tirol Dehydrators but not on penalties. Carried.
127. Cancellation of Taxes
Moved by Councillor Fabian that we cancel the following taxes due
to late payment caused by the mail strike:
Ocelot Industries Ltd. $ 1.80
E.M. Andrus ~ 1.49
George Trekofski ~ 7.70
John A. Mills $ .91
Kanegawa Farms Ltd. $ 55.97
Panalta Petroleums ~ 9.72

128. Donations
'{~ Letter from the Canadian Arthritis & Rheumatism Society requesting
donation for 1976, was presented. Moved by Councillor Hajash that
we approve a donation of $100.00 to this Association. Carried.
129. Provincial Planning Board
Letters from the Provincial Planning Board advising of appeals on
subdivisions in cash in-lieu-of to be held in Medicine Hat on
Friday, February 27, 1976, were presented to the Committee and our
assessor, W. Zaugg, was instructed to attend these hearings.
130. Planning Commission Cash in-lieu-of
Moved by Councillor Vogel that we approve the following appraisals
for cash in-lieu-of on Application 7$ M 117 - $169.00
Application 75 M 217 - X631.50
Application 75 M 216 - $2,50.80
Carried.
131. Planning Commission Applications
Application 76 M 19 Alfred Dietz, was presented to the Committee.
Moved by Councillor Hajash that we approve this application subject
to Water Agreement with the E.I.D., deferral of cash in-lieu-of
Public Reserve, and an Agricultural Caveat. Carried.
1320 Planning Commission
Mr. C. Northcott met with the Council to discuss his proposed
subdivision.
133. Ambulance
Moved by Councillor Bartlett that we propose the following rates to
r Town and County residents for use of the Ambulance: Town of Brooks -
$25.00 per call; County and participating municipalities - $30000
'~r per call; non-participating municipalities - $30.00 per call plus
mileage of $1.00 one way; non-residents calls - $30.00 plus mileage ~~

of X1.00 per mile one way. Carried.
Moved by Councillor Vogel that we approve the proposed Ambulance
Budget for 19'76 less any estimated revenues, as presented. Carried.
134. Seed Cleaning Plant
Letter from the Newell Sedd Cleaning Co-op concerning the construction
and financing of a Seed Cleaning Plant in the County of Newell, was
presented to Council. The Administrator wa= to forward to them copies
of the regulations and request a survey as required by the regulations.

13$. MacDonald Engineering & Associates Ltd.
Letter from MacDonald Engineering & Associates Ltd. requesting pipe
line road crossing in 2~-1~-14-4 and 34 ~ 35-1~-14-4, was presented
to Council. Moved by Councillor Fabian that we approve their
application subject to all crossings being bored. Carried.

136. ~ Fish Plant
A request from Mr. Ed Tremblay requesting extension of his Lease
from December 31, 197$ to March 31, 19'76 on a temporary lease,
was presented. Moved by Councillor Janzen that we renew this lease
on a temporary basis until March 31, 1976 at which time his contract
would be reviewed. Carried.

137. Bus Plug-ins
Moved by Councillor Brockelsby that we increase the payment for
winter bus plug-ins from X20.00 to ~,Z$.00 per season. Carried.

138. Brooks .Refuse Grounds
Moved by Councillor Boehme that we pay the Town of Brooks x$000.00
towards the operation of the Brooks Refuse Grounds for 196. Motion
Lost .
Moved by Councillor Hajash that we pay the Town of Brooks X3200.00
for use of the Town Refuse Grounds for 1976. Carried.

139. C.P. Crossings
Moved by Councillor Bartlett that we sigg the C.P. Crossing in the
West of NW 28-20-14-4 as recommendedgby the Canadian Transport
Commission. Carried.
