Council Meeting
August 10, 1973
The regular Council Meeting of the County of Newell No. 4 was held
in the County Office at Brooks, Alberta on Friday, August 10, 1973
at 10:00 a.m.

429• - Mr. Kuchinski of the Department of Highways met with the Committee
to discuss Service Roads within subdivisions.
430. Adjourn for lunch 12:30 - Z:00 p.m.
431. Planning Commission:
432. Application 73 M 101 - T. Gleddie of Tilley, was presented.
Moved by Councillor Fabian that we approve this application subject
to all other regulations being met, and approval from the Village
of Tilley. Carried.
433. Application 73 M 104 -Art Nelson of Brooks, was presented.
Moved by Councillor Hajash that we approve this application subject
'~` to all other regulations being met, a 66' service road on the west
,,~ boundary of this subdivision, Cash-in-lieu-of Public Reserve on
'~' Lot D, Country Residence Caveat on Lot D, and Agricultural Caveat
`~ on Lots E & F. Carried.
434• Application 73 M 10.5 - E. Schmitke of Brooks, was read. Moved
by Councillor Hajash that we approve this application subject to
all other regulations being met, Cash-in-lieu-of Public Reserve,
and a Country Residence Caveat on this parcel. Carried.
435• Application from T.R. Baxter of Brooks for Development in NW 24-
18-14-4, was read and this matter was to be referred to the Department
of Highways & Transport for further consideration.
436. The Assessors Report was received.
Discussion took place as to the private use of County vehicle by
the Assessor and the reporting of same on his mileage reports.
437• Moved by Councillor Block that the position of County Assessor be
terminated and that he be paid 30 days pay in-lieu-of notice.
Moved by Councillor Andrews that we table this motion until the
September Meeting. Carried.

438. y Moved by Councillor Tautfest that we adopt the 1973 Assessment
plus Annuals for Assessment Purposes for 1974, subject to the
Ministeris approval. Carried.

439• Minutes of the July 6, 1973 Meeting were read and adopted.
440. Business from the minutes:
Item 3'71 - letters from the Department of Manpower & Labour and
the Department of Agriculture re: Bill 62 Alberta Uniform Building
Standards and Building Construction on Farms, were read. Moved by
Councillor Tautfest that we advise the Departments that we do not
agree with their proposals as set out in these letters. Carried.
Item 379 - Winter Capital Projects Fund was tabled until the
September Meeting.
Item 380 - letters from the Fish & Wildlife Division re: Buck for
Wildlife Project, were read and no further action take.
Item 381 - Letter from the Town & Brooks re: refuse grounds
and revenue received from Tillebrook & Kinbrook Parks, was read.
The Secretary was instructed to find out from the Town of Brooks
why they charge resident and tax payers of the County for use of
this dump ground, and under what authority this is done.

that we make applications for this Grant and the hiring of a
Utility Officer for the County. Carried.

Use of County Bus for planned Senior Citizens Home Tour and Picnic,
was read. Moved by Councillor Block that we approve the use of
County buses for this trip. Carried.
453. Letter from Department of Environment re: Water Supply Problems
in Hamlets, was read, and the Secretary instructed to obtain more
information on this subject.
454• Letter from Alberta Emergency Measures Organizations re: Bill 57
Disaster Services Act, was read and ordered filed.
455• ~ Letter from Department of Consumer Affairs re: Business Application
for M. Pedersen & A. Viste of Brooks Shell Service, was read.
Moved by Councillor Andrews that we approve their application for

was read. Moved by Councillor Andrews that we approve the release
of By-law from this office to the Association. Carried.
459• Letter from the A.A.M.D. & Ctys. re: Convention Registrations
was read and completed for return to the Association.
460. ~ Moved by Councillor Fabian that all Council Members, the Secretary-
Treasurer be allowed to attend this Convention. Carried.
461. Letter from the Town of Brooks re: Block A Plan 3230 A.M. Brooks
Restroom Society was read. Moved by Councillor Fabian that we
release Title to this property as per agreement. Carried.

462. Letter from McNally Land Services Ltd. re: Pipe Line road crossing
in NW 11-20-12-4, was read. Moved by Councillor Musgrove that we
approve this application subject to all other regulations being met
and that this crossing be bored. Carried.
463. Letter from PanCanadian Ltd, re: cancellation of Board Order 65871
CDR Minerals Alderson in 28-1$-15-4, was read. Moved by Councillor
Andrews that we agree to the cancellation of this Board Order.
Carried.
464. - The lease of Mr. Edward Tremblay was presented. Moved by
Councillor Bartlett that we agree to the change of payment dates
for this lease to read March & April, and November & December.
Carried.
465. ~ Treasurer+s Report for the month of July was presented. Moved
by Councillor Block that we accept this report. Carried.

wage increase as per recommendation attached to these minutes,
and that the Mechanics, Heavy Duty & Welders salaries be

Block 2 Scandia 4111 EA, was read. Moved by Councillor Andrews
that we refuse his offer to purchase and sale of these lots.

489. ~ Moved by Councillor Block that we cancel the arrears of taxes
in the amount of X3.49 in the name of L. Fleckenstein of
Medicine Hat in SW 5-18-14-4. Carried.
490. Moved by Councillor Janzen that we approve the transfer from the
Capital Surplus Account in the amount of $10,687.00 to the Rainier
School Addition Account. Carried.
491. Moved by Councillor Andrews that we approve the exchange of accounts
between A.G.T. and County being, that the County will pay $180.00
for the Darago Drain Account and A.G.T. will absorb the cable repair
account at the Stafford Property in the amount of X481.00. Carried.

Jack Walsh, caretaker, effective August 14, 1973; and Heather Miyauchi
effective August 1, 1973. Carried.
