Minutes of the August 5, 1971 meeting were read and adopted.
Moved by Councillor Janzen that we accept the Financial Report
for the month of August, 1971. Carried.

bus and bus route was read and referred to Councillor Janzen,
Letter from the 'Willey Local of Unifarm re: use of lights on
school buses during operation, was read. ^ioved by Councillor
- Tautfest that we ir,str~.;ct all :ounty school bus operators to
operate buses during the day with low-beam lights on. ~arried.

we cancel the 1970 tax in the amount of $223.64. Motion lost.

their application subject to them building a 22' top road at their own.

By-law 362, was read and the Secretary advised to write them and

Power Costs on power line moves. Carried.

Moved by Councillor Janzen that we approve the operation of a
private car to be operated by Richard Enns of Gem from Range Coupe
to meet tale Duchess bus at the JeAn Christianson Ranch -salary
to be the basic rate plus 12¢ per mile. Carried Unanimously.

RESOLUTION
A resolution of the County of Newell No. 4 to provide for the
cancellation of taxes on the following propertys

Therefore, be it resolved that under and by the provisions of
Section 96 of the Municipal Taxation Act, that the tax as listed
be deleted from the tax roll of the County of Newell No. 4 for
1971.

And whereas, sec±ion 26 of the Act sets out certain items of
land and improvements that a f~unicipalit,y may by By-law assess
and tax.
And whereas, it is felt by this Council that taxation of i+ursin~-
Horn es, Universities, senior Citizens domes, and similax: types of
organizations, would only add further costs to these organizations,
and would create a double taxation to the contributing; authorities
involved in the operation of these organizations,
Therefore, be it resolved that the Frovincial uoverr.ment del+~te

remain as exempted property for taxation purpo:aes.

RE: Costs Calgary Power Line Dove
Whereas erection 24.7 (l~ of the r;unicipal Government Act, authorizes
the passim; of I3y-laws restricting the construction of Power Lines.
'T'elephone Lines and :;abler closer than 101 feet from the center of
a secondary road.
And tiherpas, the constructior, of roads under the Crid system is
requiring that most roads be built on lOJ foot. right-of-ways
which necessitates the moving of Power Lines which are presently
located on easements within a few feet of the old ri~:;ht.-of-ways.
And Whereas, when these lines are r:'oved by •;algar..y F'ower Ltd.., the
cost charged back to the Municipality are exorbent.
Therefore, be it resolved that tha =rovincial Covernr::ent establis!:
a Committee to investigate the co: . s charged by C<lgary r?ower_ for
these line ,doves, and br_irg ir. a recomaaendation as to costs.

Resolution
RE: Proposed Bill #9l sharing of Tower, Pipeline anal Railway
Assessments.
~lhereas, it was the intention of the past Government to introduce
3111 X91.
And rlhereas, ±,he Executive of the A.A.M.P. and. Counties were
successful i.n having this Trill tabled for further study and comment.
And `~,ihereas, it is the opinion that the assessment and taxation
of this property should be left with the i~unic;ipality concerned,
due to services it must provide and the severe loss of revenue
this Sill would. create to the I~`.unicipality.
And IJhereas, the loss of taxing authority by the local ~~overnmen±.
would be ar, infringement or. our rights.
And ~dhereas, the Government has placed restriction on all school
requisitions, this loss of revemae would. further add to the
difficulties in operation of the Gchool.
Therefore, be it resolved that the Government withdraw Bill ,~91
and. leave the T:.:xation of this property with the Local ifunicipalities.
