County Council,
February 12th, 1965.
'Ihe regular monthly meeting of the Council of the County of Newell No. 4,
was held in the County Office in Brooks, Alberta at 10:00 a.m. on Friday,
February 12th, 1965.

'Ihe minutes of the previous meeting of January 8th, 1965 were read and
adopted.
Moved by Councillor Mandeville, that the reading of the accounts paid
be dispensed with for this and all future meetings to December 31st,
1965, each councillor having his own copy of the minutes, to scrutinize
and question as he wishes.
Carried.
Moved by Councillor Eastman, that the Secretary's monthly report of
Receipts and Payments for the month of January be accepted.
Carried.
A letter from Southern Alberta Alternate T.V. Association was read,
discussed, and ordered filed.
A letter from Carl D. Beck, offering to purchase the Old Sam Howe
Schoolsite, was read and discussed.
Moved by Councillor Grosfield, that the old Sam Howe Schoolsite on
SE 18-21-13-4 be offered for sale by public tender.
Carried.
A letter from the Department of Provincial Secretary re: Centennial
Grant for new office building was read discussed, and ordered filed.
Moved by Councillor Douglass, that Bylaw #272, to donate $25.00 to the
Alberta Heart Foundation be given 1st, 2nd, and 3rd readings and finally
passed.
Carried Unanimously
Moved by Councillor Armstrong, that Bylaw #273 to donate $600.00 to the
Salvation Army be given 1st, 2nd, and 3rd readings and finally passed.
Carried Unanimously
Moved by Councillor Larsen, that Bylaw #274 to donate $100.00 to the
Muscular Dystrophy Association be given 1st, 2nd, and 3rd readings and-
finally passed.
Carried Unanimously

Moved by Councillor Mandeville that Bylaw #275 to donate $50.00 to the
Farmers Union of Alberta be given lst, 2nd and 3rd readings and finally,
passed.
Carried Unanimously
A letter from H.S. Flock & Co. requesting a reduction in Taxes was read
and discussed.
Moved by Councillor Eccles, that no consideration be given to the reduc-
tion in taxes for H.S. Flock.
Carried.
Movedby Councillor Mandeville, that Bylaw #276 to provide for the purchase
of Lot 33 Plan 3027 H.N. 4.19 acres for $6000.00 from the Town of Braoks
for a site for a new office building, be given lst, 2nd, and 3rd readings
and finally passed.
Carried Unanimously
A letter from the Town of Brooks requesting consideration in acquiring
the Agricultural Service Board Building in the event it becomes available
was read discussed and ordered filed.
The financial Statement of the Brooks Airport was read discussed and
ordered filed.
Moved by Councillor Hajash, that the application of Ray S. Wyton to
establish an Automotive Repair and Service Station on SW 8-19-14-4
be approved subject to Provincial Regulations, and the approval of the`
Town of Brooks.
Carried.
Moved by Councillor Mandeville, that the application of Arthur Nelson
to establish a Service Station 2 miles South of Scandia access road, in
the SE 18-15-15-4 be approved, subject to Provincial Government regulations.
Carried.
Moved by Councillor Douglass, that the application of the Alberta Gas
Trunk Line Co. for authority to cross County road allowances in the
Verger Area with its 4" Verger Lateral Pipeline as specified in draw-
ings C 621-20 and references as per Schedule "A", be approved, subject
to the "County Regulation" covering such crossings.
Carried.
Moved by Councillor Hajash, that Bylaw #271, to provide for the signing
of the Drainage Agreement with the Eastern Irrigation District and the
Department of Agriculture be given lst, 2nd and 3rd readings and finally
passed.
Carried Unanimously

A letter and financial statement from the Medicine Hat Junior College
was read discussed and ordered filed.

A letter from John Retzlaff, Rosemary, re: floading to his property in ,
1964 was read discussed and referred to Councillor Eastman for attention.
A letter from the Town of Brooks re meeting of Nursing Home Committee
was read, discussed, and meeting date set for the evening of March 9th,
1965, by the committee, consisting of Councillors Larsen, Chrumka and
Eastman.
Moved by Councillor Chrumka, that the 4 applications for Calgary Power
forextension to. their services to the Battery Pump at Bantry be approved
Carried.
A letter from the Vill-age of Tilley requesting the County to share in
the cost of installing Automatic Crossing Protection at the C.P.R. ~.
crossing at Tilley was read, and discussed.
Moved by Councillor Chrumka, that the County, accept the responsibility
for 500 of the cost of installation, and 50% of the annual maintenance
cost for the Automatic Crossing protection installation at the C.P.R.
crossing at the Village of Tilley.
Carried.
Reports of Committees
School_Com_mittee_
Moved by Councillor Eastman, that the report of the School Committee
be accepted.
Carried.
Agricultural_Service_Board
Moved by Councillor Mandeville, that the report of the Agricultural
Service Board be accepted.
Carried.
Moved by Councillor Mandeville, that Frank Spies be employed at the
rate of $350.00 per month from March 1st, 1965.
Carried.
Mr. Doug Hornby and P. Mackowichuk of Underwood and McLellan, met with
the Council to discuss the proposed continuance of the hardsurfacing ;
program.
Moved by Councillor Grosfield that the County retain the services of
Underwood & McLelland as consulting engineers for the year 1965.
Carried.
Mr. W. Lokier attended the meeting to present a proposal from Scandia
Community Centre, for a Recreational Grant.
Moved by Councillor Mandeville, that the applications of, the Bow City,
Scandia and the Rainier Community clubs for Recreational Grants be
approved.
Carried.

Moved by Councillor Armstrong, that the report of the Municipal Committee
be accepted.
Carried.
Moved by Councillor Mandeville, that the bids of V.E. Valli, $260.00
and Newell Veterinary Clinic $250.00 for the cattle chutes be accepted.
Carried.
- Moved by Councillor Eastman, that the County purchase a model 600
Champion Motor Grader with Snowplow and Wing, for the sum of approx-
imately $22500.00 including the trade in of the Caterpillar No. 12
Motor Grader, Machine #3.
Carried.

Moved by Councillor Mandeville, that the report of the Hospital Committee
be accepted.

Moved by Councillor Chrumka, that representation be made to the proper
authorities for the purpose of having all the guide fences at Railway
Crossings in the County removed, in the interest of snow removal and
safety to the travelling public .

Moved by Councillor Mandeville, that the xate of pay of George Trekofski,
School Bus driver, be increased from $110.00 to $125.00 per month
retroactive to January 1st, 1965 .
