County of Newell N o . 4 'was held in the County Cif f i ce

The minutes of the meeting of January 8th! 1955
and the Special Meeting of January 14th, 1955
were read and adopted.
Moved by Councillor Ockey$ that the Secretary be
authorized to make satisfactory settlement with regard
to the Imperial Colony School coal.
Carried.
The Secretary was directed to insert 0 For the sum of
$ 1.00 11 in the minute authorizing the purchase and
lease of the Rolling Hills weigh scales contained
in the minutes of January 8th, 1955.

statement of Expenditures and Dibbursements for the
month of January be accepted.

Moved by Councillor Lokier, that there be no increase
in the personnel of the Brooks Hospital Board.

Moved by Councillor Shuttleworth, that the offer of
0. Fieldberg to sell his house at Tilley be tabled
until the next meeting.

to spray weeds on all road allowances.
After discussions it was unanimously agreed to
table the above motion until the first meeting after
the Annual Meeting,
Moved by Councillor Arrison, that authority be given
to purchase an additional $ 350,00 worth of grass
seed for roadside,seeding, to add to that supplied
by the Provincial Government,

being the bylaw to authorize the purchase of a 3

A joint meeting was held between the Board Members of the Eastern
Irrigation District and the Council of the County of Newell in Brooks, January 14,
1955.
The meeting opened at 2: p.m. in the Board Room of the County office.
Those present were Messrs. Bryce Stringam, A. T. Johnson, Arthur Larson,
Harvey Hendrickson, George Penner, Tru£teeS: and Carl J. Anderson.
Council members: Messrs. N. A. Shuttleworth, K. Waraksa, Jeppe Mortensen,
P. McAleese, H. Ockey, Wm. Lokier, Ben Plumer; and H. Scammell.
The meeting was called for the purpose of discussing problems of mutual
interest, Mr. Stringam was appointed Chairman of the meeting.
The Council was asked the reason for the increased levy in 1954 for
municipal purposes on grazing land. They answered that in order to get enough money
to operate they had to manipulate the levy in such a way as to get their required
amount of money and that they assumed that the grazing lands were not taxed high
enough previously for the benefits received therefrom. The council expressed the
opinion that there would be no increased taxation for 1955.
The Board of the Irrigation District agreed to reserve gravel deposits
on land presently owned by the District anywhere in the project, for mutual use
of County and District.
The Council was informed that amendments would have to be made to the
Rural Telephone Act before the District's telephone poles could be placed in better
places for road building purposes.
In a discussion regarding payment for work performed by the District
crews, the councillors suggested watermasters have the bills submitted to the
councillor in question immediately after the work was completed.
There was considerable discussion on drainage and the responsibilities
of the District and the County.
Mr. Plumer spoke of the desire of building a new road west from Duchess
on the south side of the Railway track. As this construction would be very ex-
pensive and would necessitate the erection of a larger bridge across the main canal
and the construction of two small bridges with no apparent improvement to the
water distribution, the matter was left for future consideration. Mr. Plumer was
to endeavor to ascertain from the District Engineer as to what assistance could be
procured from the Government for construction of this road.
The drainage situation in the Cassils area was discussed.. The Councillor
in charge of that area thought the 1.I.D. estimate for drainage was too high.
One of the council members recommended to the Board that only select
settlers with good farming experience be given preference on land in the South
Bantry project.

Mr. Shuttleworth asked if our ditchriders could assist the Service
3oard's Weed Inspectors by reporting weed growth on any of the ditches in their
area and the farmers co-operation in the elimination of same.
It was suggested that for mutual understanding as to responsibility of
drains that the old drainage map originally agreed on between the C.P.R. and
Government be considered and revised if necessary.
Mr. Stringam spoke of a possibility of the amalgamation of the County
and the E.I.D. He stated that as the tax -payer of the District, was also the
water user, that possibly some economy could be effected and better understanding
of mutual problems could be arrived at, were the two organizations amalgamated.
A motion was made, seconded and carried, that Messrs. Stringam and Plumer be a
committee to investigate the possibility of amalgamation. This committee was
given power to add other members if so found necessary.
