COUNCIL MEETING
JULY 10th, 1954
The regular monthly meeting of the Council of the County
of Newell No.4 was held in the County Office at Brooks,
Alta.. at 10:00 a.m. on Saturday, July 10th, 1954•

The minutes of the meeting of June 12th, 1954 were read
and adopted.
Moved by Councillor Waraksa, that the monthly statement
of revenue and expenditure and the expenditure progress
statement for the month of June be accepted.
Carried.
Reports of Committees
School Committee Report
All phases or the cool Teachers strike action were
thoroughly discussed and reported on.
Moved by Councillor Mortensen that further discussion with
regard to the teachers' strike be withheld pending receipt
of answers to questions recently submitted to the Alberta
School Trustees' Association for clarification.
Carried.
Moved by Councillor Ockey, that the houses for sale in
the Village of Tilley be investigated, and that in the
event of one bang found suitable for the County's require-
ments, consideration be given to its purchase.
Carried.
The Committee appointed: -
Councillors, Shuttleworth, Mortensen, Waraksa,
Town & Village School Cominittee Member E. Tatem.
Moved by Councillor Plumer that the teachers' cheques for
the months of July and August be withheld pending the
clarification of the County's position in this regard.
Carried.
Adjourned for lunch at 1:00 p.m.

The Secretary was authorized to negotiate an exchange with
the Town of Brooks, whereby the County obtains a parcel of
land for school purposes in place of block "S".

Moved by Councillor Ockey that Councillors Plumer and
Arrison be authorized to engage the services of C.H.
Powlett in the matter of payment of the architects' account.

Agricultural Service Board Report
Moved by Councillor Arrison, that the ?need Spraying Policy
with regard to road alloti�rance weeds be continued, and that
where the Weed Inspector deems it necessary, and after
proper notice has been given, spraying; be done with the
County Weed Sprayer and charged at the rate of $2.00 per
half mile of road sprayed on one side.

Municipal Committee Report
Moved by Councillor Waraksa, that Councillors Shuttleworth
and Mortensen meet with the E.I.D. Board members to
discuss matters pertaining to road building difficulties
aggravated by irrigation ditch construct ion.

A delegation of the Brooks Legion, consisting of Messrs.
Bushell, Maxted Sanderson and Ferguson met the Council
to discuss the Dormitory property.
Moved by Councillor Lokier, that the Canadian Legion,
Brooks Branch be offered the purchase of the Dormitory
ropperty, subject to the approval of the Minister, as
ollows $12,000 00 cash or $13,000.00 Terms as follows,
3 OOO.60 cash 65 OOO.O6 per year in each of the ensuing
two years, witA interest on the unpaid balance at 4%
per annum.

Moved by Councillor Waraksa, that each councillor make
his own arrangements in his own division for transportation
of pupils, based on the tenders submitted and subject to
the approval of the Council

Moved by Councillor Shuttleworth, that Bylaw #110, being
a bylaw to authorize the purchase of six busses for
school purposes be given 1st, 2nd and. 3rd readings and
finally passed.

,Moved by Councillor Shuttleworth that the sum of X20.00
be paid to Mr. E. Mohr for his assistance in evaluating
the school busses at Fort Saskatchewan.

sufficient labor for the roof program.
Councillor Shuttleworth was asked to check on the possi-
bilities of local labor to make the necessary chap -es
for pupil accommodation at Rolling Hills School.
The meeting was adjourned until 10:00 a.m. on Monday,
July 19th, 1954, and the School Committee requested
