Minutes of Council Meeting
September 19, 2002
The regular Council Meeting of the County of Newell No. 4 was held in the County Oi~ice at
Brooks, AB on Thursday, September 19, 2002 commencing at 10:00 a.m.

2. Minutes
1. Council Minutes -September 5.2002
Minutes of the September 5, 2002 meeting were presented. Moved by Councillor Harbinson
that we adopt the minutes as presented. Carried.
3. CaII for Post Agenda Items
The Reeve called for post agenda items.
4. Adoption of Agenda
Moved by Councillor Fabian that we adopt the agenda as amended. Carried.

Business from Minutes
1. Brooks & District Ambulance Association/911
This item remained tabled.
2. Text Amendment -Lake Newell Resort - NW 6-18-14-W4
County Planner, Menggiao Cui, was in attendance for this item.
Councillor Baksa moved first reading of By-law 1408-02, being a By-law to amend Land Use
By-law 1004-90 by adding the following:
1. Add "Recreational Vehicle Storage" as a discretionary use to Section 64.2 of the RC-
Resort Commercial District.
2. Add the following definitions to Section 6, Definitions:
(37) "Recreational Vehicle Storage" means the storage, either outdoors or inside
a permanent structure, of recreational vehicles, including but not limited to
motorhomes, fifth wheel trailers, motorcycles, moto-cross bikes, all-terrain
vehicles, boats, personal watercraft, snowmobiles, holiday trailers and
caravans, tent trailers and trailers used to transport recreational vehicles and
may include an off ce for the operation. Trucks and mobile homes are excluded
from this use."
(41) "Storage & Maintenance Yards & Facilities" means a facility or area for the
storage of products, goods or equipment, and may include an office for the
operation. "
3. All other definitions are to be renumbered accordingly.
4. Add the following as Section 64.9 of the RC-Resort Commercial District:
"64.9 "Special Regulations jor Recreational Vehicle Storage",
(1) On a site used for outdoor recreational vehicle storage, a landscaped area
shall be provided to a minimum depth of 6 metres along any property line
abutting a public road. Any fencing shall be provided behind the
landscaped area.
(2) Outside storage of recreational vehicles shall be well screened from
public roads and adjacent sites, to the satisfaction of the Development
Authority. Fencing shall be sufficiently high to effectively screen the
outdoor storage, to the satisfaction of the Development Authority.

(3) The sale, service or maintenance of recreational vehicles is not a part of
this use.
(4) The storage of wrecked or damaged recreational vehicles or associated
components is not allowed.
Moved by Councillor Loewen that the By-law be amended by deleting "trucks" from the last
sentence of the "Recreational Vehicle Storage" definition and by adding to the list of
recreational vehicles in the "Recreational Vehicle Storage" definition: "personal use vehicles
up tonne-ton". Vote on the amendment -Carried. Vote on first reading asamended -Carried.
The Planner left the meeting at this time.
6. Conesnondence
1. Minister of Citizenship and Immigration Canada -Citizenship Week 2002
Correspondence from the Minister of Citizenship and Immigration advising that Citizenship
Week will be held October 14-20, 2002 was presented to Council. Moved by Councillor
Vermeeren that we approve Citizenship Week being October 14-20, 2002. Carried.

2. AMEC Land Surveys Ltd. -Road Closing By-law 1398-02
Moved byCouncillor Vermeerenthat By-law 1398-02, being a By-law for the closure and sale
of Road Plan 8710286, receive second reading. Carried.
Moved by Councillor Musgrove that By-law 1398-02 receive third and final reading. Carried.
Administration was given direction to pursue consolidation of this parcel with the adjacent
land owner.
3. Foothills Little Bow Municipal Association - A eg nda
Administration presented the Foothills Little Bow Municipal Association agenda package to

7. Other Business
1. MDP & IMDP -Which to Discuss First
The Administrator asked Council whether they wished to discuss the MDP or the IMDP first
during the scheduled meetings. The consensus was to discuss the MDP first.
2. Lomond NRCB Hearing -October 8`~
This item will be discussed under the Workshop Report.
3. Division 7 Fire Truck
Information was presented to Council on the purchase of a Fire Truck for the Division 7 fire
area. Moved by Councillor Loewen that we proceed with the required advertising for the
purchase of this truck. Carried.
Moved by Councillor Loewen that we permit the Rosemary & Rural Fire Area's capital fire
reserve to be used to help fund the cost of the fire hall. Carried.
8. Delegation - Ro11inQ Hills Golf & Countr~Club
LeRoy Nelson, Doug Harrowing and Linda Stratton were in attendance to give a presentation
on the proposed up-grades to the Golf Club. Moved by Councillor Harbinson that we approve
$30,000.00 for 2002 and $28,000.00 each year for 2003 and 2004 out of the Public Reserve
Account for the Rolling Hills Golf & Country Club. Moved by Councillor Baksa that we
amend the motion to split the motion, with $30,000.00 for 2002 being one motion and
$28,000.00 each year for 2003 and 2004 being another motion. Vote on the amendment -
Defeated. Councillor Fabian moved to call the question -Defeated. Moved by Councillor
Baksa that we table this item. Carried.
9. Delegation -Ron VanWert -Trees
The County Superintendent of Public Works, Earl Somerville, was in attendance for this item.
Ron & Sigrid VanWert were in attendance to give a presentation and ask Council to reconsider
removal of the trees on the road allowance at their property. Moved by Councillor Musgrove
that we refer this matter to the October 7, 2002 Municipal Meeting and that we contact legal
counsel regarding liability ofplanted and volunteer trees and other objects inroad allowances.

10. Delegation -Darin Cr~o - AlbertaFirst.com/County Profile
The County Information Technologist, Darin Crapo, was in attendance at the Council Meeting
and gave a presentation on AlbertaFirst.com and the County profile.

Moved by Councillor Harbinson that By-law 1406-02, being a By-law for the delegation of
authority of subdivision time limit extensions, receive first reading. Carried.
Moved by Councillor Loewen that By-law 1406-02 receive second reading. Carried.
Moved byCouncillor Vermeerenthat By-law 1406-02 receive consent ofCouncil forthird and
' final reading. Carried Unanimously.

5. By-law 1407-02 -Procedural By-law (Changes to Schedule Al
Moved by Councillor Vermeeren that By-law 1407-02, being a Procedural By-law, receive
first reading. Carried.

Councillor Loewen that we include "Reeve & Deputy Reeve' in #9 of Schedule `A'. Vote on
the amendment -Carried. Vote on motion for second reading -Carried.

final reading. Carried Unanimously.

12. Cheques for Pavment/Direct Debit Rester
Moved by Councillor Fabian that Cheques #11512, #11514 - 11562, #11563 - 11566 and
#11568 - 11579 in the amount of $337,909.85 and Direct Debit Register Batch #6199 in the
amount of $9,592.30, be approved for payment. Carried.
13. Post Agenda Items
1. Zoning of Old Haddington School
Moved by Councillor Musgrove that we direct Administration to draw up a By-law to amend
Land Use By-law # 1004-90 by changing the zoning of Plan 9612719 Block 16 Lot 1 (NW 13-
20-13-4) and that the County pay the costs. Carried.
Moved by Councillor Vermeeren that By-law 1409-02, being a By-law to re-designate Plan
9612719 Block 16 Lot 1 (NW 13-20-13-4) from PS -Public Open Space to HR -Hamlet
Residential, receive first reading. Carried.
2. Thank-you -Norma Berg
A thank-you letter and notification of resignation from the Subdivision & Development
Appeal Board from Norma Berg, was presented to Council. Moved by Councillor Musgrove
that we accept this resignation with regret. Carried.
• 3. Thank-you -Medicine Hat College
A thank-you card from the Medicine Hat College ,thanking the County for their financial
support for the residence complex, was presented to Council as information.

1. Request for Gravel
The County Superintendent of Public Works, Earl Somerville, was in attendance for this item.
Moved by Councillor Eckert that the County re-establish `Farmer's Days' and provide gravel
for ratepayers with the ratepayer paying the cost of gravel. Defeated.
The Superintendent of Public Works left the meeting at this time.
A.S.B.
Direction is to be given to the Fieldman to budget for both a 15' and a 20' No-till Drill.
Moved by Councillor Loewen that the November A.S.B. Meeting be moved to November 12,
2002. Carried.
Moved by Councillor Baksa that the November Workshop Session be moved to November 13,
2002. Carried.
Moved by Councillor Vermeeren that the November 21, 2002 Council Meeting be cancelled.

Workshop Session
1. One Tree Road Project Tender
Moved by Councillor Baksa that we accept the tender from Brooks Asphalt & Aggregate for
this project. Carried.
2. Attendance at NRCB Confined Feeding Operation Hearines
Moved by Councillor Loewen that Councillors be reimbursed for and permitted to attend any
NRCB confined feeding operation hearings within the County and that anyone wishing to
attend NRCB confined feeding operation hearings outside the County, bring these requests to
County Council. Carried.
Moved by Councillor Pickett that Councillor Vermeeren be given permission to attend the
NRCB hearing to be held in Lomond on October 8, 2002 and that he be reimbursed as per
County policy for attending this hearing. Carried.
3. Reimbursement for Duties as President of the Foothills Little Bow Municipal Assoc.
