COUNCIL MEETING
APRIL 10th, 1954.

The regular monthly meeting of the Council of the County
of Newell No -4, was held in the County Office in Brooks
Alberta, at 10:00 a.m., on Saturday, April 10, 1954.

I The minutes of the meetings of March 11 and April 3, 1954
I were read and adopted*
I It was moved by Councillor Waraksa that the Secretary's
report of revenue and expenditures for the month of March
be accepted.

It was moved by Councillor Arrison that a donation of $100.00
be made to the Canadian National Institute for the Blind.
Carried. -
Ad ice was received with regard to the transfer of charges
the Mothers' Allowance Act. g
Advice was received of adjustments in the Mothers' Allowances
with regard to Mrs. Krause and Mrs. McKay.

Mothers' Allowance Inspector's Report was received with regard to Mrs. McLeod.
Advice was received of t heyhospitalization of Mr. Roy
Bowers, an indigent.

,The Secretary reported with regard to the Standard Gravel
court case.
The Secretary was directed to advise. the Canadian Pacific
Railway that a decision with regard to cattle guards would
be given after clarification of the Gem Spur question.
A complaint from the Scandia F.U.A. with regard to rocks on
the road to Cassils was referred to the Municipal Committee
for immediate action.
It was decided not to subscribe to the Hudaen Bay Route

The Annual Report of the Medicine Hat Health Unit was re-
ceived and ordered filed.
The Secretary reported with regard to the comparison in
lighting and comments received from the Canadian General
Electric Company pertaining to'the Certified Electric Company.
Advice was received to the effect that the local teachers
had voted to accept the arbitration award.

It was moved by Councillor Arrison that the architect's
account of $1,960.00 be paid.

It was moved by Councillor Plumer that the application to
purchase the South Gem School be refused.

Considerable correspondence from the Department of Education
and the architect was-read-and'ordered filed.
Correspondence from the Alberta ,association of municipal
Districts was read and ordered ' f led.
Numerous bulletins and a considerable amount of literature
with regard to Civil Defence was handed to Councillor
Waraksa.

MUNICIPAL COMMITTEE
It was moved by Councillor Lokier that the motion in the
minutes of March 11, 1951 authorizing the purchase of a
TD18A Tractor , etc. be rescinded.
Carried.
It was moved by Councillor Ockey that a committee be appoint-
ed to inspect the truck and low -boy trailer owned by the
Hector Excavation and Construction Company, Taber, with
authority to complete purchase at a sum not to exceed
$5,000.00, providing the machinery proves satisfactory.

It was moved by Councillor McAleese that a HD15 tractor
and scraper with bulldozer and torque converter be purchased
from Waterous Limited, Calgary, payable over a period of
ten months, at a sum not to exceed $40,000-00.

It was moved by Councillor Ockey that a committee inspect
the truck and low -boy, consisting of the Municipal Committee,
the Secretary -Treasurer and the Shop Foreman.

It was moved by Councillor Waraksa tha a 35mm camera be
?urchased for the sum of approximately 475.00.

It was moved by Councillor Shuttleworth that the Supervisor
be authorized to attend the Dow Chemical Meeting and a
subsis ence of X15.00 be allowed.

The Secretary was directed to prepare a bylaw to prevent
the depositing of garbage on the -road allowances.
SCHOOL COMMITTEE
t was move by -Councillor Plumer that Councillor Douglass
be empowered to arrange for electric power service in the
Range Coulee School and teacherage.
Carried.

It was moved by Councillor Shuttleworth that in accordance
with the recommendation of Councillor Plumer, no action be
taken in the matter of the 1953 and 1954 proposed Teachers'
Salary Schedule and that his proposal to attempt a merit
system of payment be concurred in.

t was moved by Councillor Ockey that an expenditure of
310.00 be approved for material to complete the Home
conomics room at the Jenny Lind School, with the under-
standing that the labor in this connection be donated.

It was wooed by Councillor Arrison that the initial steps
be taken and surveys made at Bassano and Rolling Hills
with a view to having a gymnasium located at each site.
Carried.
It was moved by Councillor Plumer that authorization be
given to call tenders for the building of the Duchess
School, as soon as the finished plans are approved. `
Carried.
It was moved by Counci llor Lokier that the Mrs. Kempf house
and lot in Rolling Hills be purchased for the sum of $2,000.00
to be used as a teacherage.
It was moved by Councillor Arrison that the above-mentioned
motion be tabled pending the tour of school property to be
made by the School Committee.
Carried.
The Secretary was directed to make a survey of school lands
requiring surveys and-to.which'we should take title.

Mr. Krepps attended the meeting to discuss various problems
and requested information,rregarding the frozen culverts.

It was moved by Councillor Naraksa that a Court of Revision
to hear appeals from the 1953 Assessment be held in the
3ounty Office on April 26, 19.54, at 10:00 a.m.

It was moved by Councillor Lokier that the Resolution with
regard to councillorst remuneration, attached to and forming
part of the minutes of the meeting of April 3, 1954, be
amended to authorize the payment of $10.00 a day to
Councillors and School Committee Members, where it ds
