Fourth Annual Meeting
February 16th. 1957.
The Fourth Annual Meeting of the County of Newell Nom 4 was held
in the Elkts Hall in Brooks, Alberta, at 11:00 p,m, on
Saturday, February 16th, 1957.

~At 1:00 p,m. the Returning Officer, Mr. K. Lintott, opened the
meeting and due to the small number of ratepayers present,
adjourned the opening for ore hour.

Eight members of the County Council were present at the meeting,
together with the Returning Officer, Mr. Lintott; Secretary Treasurer,
H. C. Scammell; and School Superintendent, 0. P, Larson,

:~pprox, 100 ratepayers attended.

At 2:00 p,m. the Returning Officer called the meeting to order
and requested nominations for chairman of the meeting,

Mr, Frank Read nominated by S. C, Peterson.

There being no other nominations Mr. Read was elected to the chairs

Moved by Mr, Wolf and Mr. Brown that the suggested agenda for the
meeting be accepted,

Moved by Mr. Villadsen and Mr, Colbens that H. C. Scammell be
appointed as secretary of the meeting
Carried.

Nlpved by Mr. Johnson and Imo, .Alberts, that the minutes of the Third
annual Meeting, February 18th, 156, be adopted as read.

Moved by Mr. ~lolf and Mr, Brown, that the Auditorrs Financial
Statement for the year 1956 be accepted.

Mr. George Philpott was asked to comment briefly on the Agricultural
Service Board report and a number of questions were asked.

Moved by Mr. Villadsen and Mr. Nielson that the report of the
agricultural Service Board be accepted,
Carried.

Mr, O, P. Larson was asked to report briefly on the School Report
and a number of questions were asked.

Phe Secretary read a resolution handed in by Mr. Villadsen, copy of
which is attached to and becomes part of the minutes of this meeting:
re suggested changes in the Game Act.

Moved. by Mrr Villadsen and Mr. Wolf, that the resolution re changes
to Section ~, Sub Sec. 4 of the Game bct as read be passed.
Carried.

The Secretary read a resolution from the Farmerst Union of Alberta,
copy of which is attached to and becomes part of the minutes of this
meeting: re the Municipal Collection of F. U. A. Dues.

Moved by Mr. Kimura and Mr. Villadsen that the resolution re the
Collection of F. U. A. Dues by the Municipalities be passed

At 3:00 p.m. the chairman announced that the meeting would recess
for 15 minutes to allow for the depositing of nomination papers
for Councillors in the divisions as stated by the Returning Officer,

The meeting resumed at 3:15 p.~., notice being given that nominations
were open until 4:00 p,m.

Moved by Mr. Wolf and Mrr Christiansen, that the County undertake to
spray all County road allowances without extra cost to the ratepayer„
Motion Lost.

Information was requested with regard to hail suppression and Mr.
'Sam @L7.berts gave information on progress being made, which indicated
that no action would be taken in the County for the year 1957.

Nbved by Mr. Wolf and Mr. Brown, that the meeting adjourn.

results of the nominations for Councillors as follows:
Division 2 K. Waraksa, Tilley. B. Norden, Tilley
Division 4 W. Lokier, Scandia. R. Graham, Rainier
Division 7 Jacob J. Bergen, Rosemary. R. Eastman, Rosemary
Division g Ben E. Plumer, Duchess.

The Returning Officer announced that Ben E. Plumer had been elected
by acclamation to Division g, and that elections would be held
in Divisions 2, 4 and 7 on Saturday, March 16, 1657p unless any
of the candidates withdrew their nominations within the !+8 hours

Section 8, Sub-section (4) The Game Act Amendment 15~56:-
"Notwithstanding the foregoing provisions any person
may enterupon occupied or other lands for the pur-
pose of pursuing wounded game.
Vi~iEREAS Sub-section (4~~ Section 8 of The Game Act Amendment 1856
allows any person to enter upon occupied or other lands for the
pug^pose of pursuing wounded game
AND ti'V~iEREAS this sub-section has been abused by upland game l~~unt,ers
in making use of its provisions to enter upon occupied land on
the pretext of pursuing wounded game
AND V~HEREAS land posted "No Shooting" or "Pdo Hunting" may be entered
upon under the provisions of this sub-section, thus ~ivi_r2g no
rights of privacy to any landowner
THEREFORE BE IT RESOLVED that this annual meeting of ratepayers of the
County Of RTewell No. 4 urge the Provincial Government to cancel
that portion of this sub-section of The Garne Act pertaining to
game birds.

P~iTNICIPAL COLLECTION OF F.U.A. DUES
WHEREAS the Farmers' Union of Alberta has as its objective the
welfare of rural people, and
WHEREAS they have requested an amendment to the ivTunicipal Act to
permit the collection of their membership dues along with taxes, and
WHEREAS such a system of collection would be entirely voluntary
with each ratepayer signing a requisition form requesting his dues to be
collected in this manner bef ore such collection could be made, and further-
more that each ratepayer could revolve such a requisition at any time, and
WHEREAS the Farmers' Union of Alberta has agreed to recompense
,he municipalities for the extra work that would be involved on a basis sat-
isfactory to both parties,
WHEREFORE BE IT RESOLVED that this meeting go on record as
;supporting the proposed amendment to the Municipal Act and instruct our
councillors to make this action known to the Department of i+Qunicipal Affairs.
