HomeMy WebLinkAbout1980-03-19 Annual General Meeting (Annual General) MinutesCounty of Newell No. 4 27th Annual Meeting March 19, 1980 The 27th Annual Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Wednesday, March 19, 1980 commencing at 1:30 p.m. There were 9 Councillors and 3 Town & Village Members, 4 staff and 26 ratepayers in attendance at this meeting. The Administrator called the meeting to order at 1:35 p.m. and called for nomination of Chairman for the meeting. R. Armstrong was nominated by V. Fabian, (Declined), A.Eckert was nominated by T. Musgrove. Moved by G. Tomlinson that nominations cease. Carried. Mr, A. Eckert then took over the chair for the meeting. The meeting was then opened for nomination of Secretary for the meeting. D. James was nominated by L. Brockelsby. There being no further nominations, D. James was declared Secretary by acclamation for the Annual Meeting. Board of Education Report The Superintendent of Schools, R. Kangas, gave the Superintendent`s Report for the School Year 1980. The Board Chairman, H. Janzen, gave a short report to the meeting and then a discussion and question period followed on the Report. Moved by T. DeJong, and seconded by G. Tomlinson, that we accept the Board of Education Report. ,Carried. Minutes Minutes: of the 26th. Annual Meeting held on April 20, 1979 were read. Moved by L. Brockelsby, seconded by W. Christensen, that we adopt these minutes. as read. Carried. Bus:ines:s from the Minutes There was no business arising from the minutes. Inspector's Report The Administrator read the Inspector's Report far 1979 and the various comments. in regard to the. Report. Moved by V. Fabian, seconded by Mrs. E. Brockelsby, that we accept this report. Carried, Reeve's Report T. Musgrove presented the Reeve's Report for 1979. Moved by T. Musgrove, seconded by J. Hollinda, that we accept this report. Carried. . , . 3 Municipal Report Y W.. Christensen presented the Municipal Report. Moved by W. Christensen, seconded by R, Armstrong, that we accept this report. Carried. Discussion then followed in regard to fencing, road construction and dirt haul carried out throughout the. County. Agricultural Committee J. Hajash presented the Agricultural Committee Report. Moved by J. Hajash, seconded by G. Tomlinson, that we accept this report. Carried. Discussion then followed on weed control and roadside spraying. Moved by T. DeJong that the County carry out a program of checking weed area problems and offenders of weed problems early in the year in order, that a better control of the problems may be carried out. Seconded by C. Anderson. Carried, Bassano Hospital H> Janzen presented the Bassano Hospital Report. Moved by H. Janzen, seconded by W, Christensen, that we accept this. report. Carried. Br~ioks Hospital & Nursing Home T. Musgrove presented the Brooks Hospital & Nursing Home Report. Moved by T. Musgrove, seconded by J. Hollinda, that we accept this report. Carried. Senior Citizens' Home T. Musgrove presented the. Senior Citizens' Home Report. Moved by T. Musgrove, seconded by T. DeJong, that we accept this report. Carried. New Business 1. Bow ~Zver Pollution - Mrs. M. Andrews, of Bow City, presented a petition to the meeting for information in regard to the problem of pollution in the Bow River. Moved by M, Andrews, seconded by J. Hollinda, that this petition be presented to the County Council for further information and study. Carried, i ~ .. A copy of this resolution is attached to and forms part of these minutes. I Reeve. Musgrove. spoke on this subject and advised the meeting that the County has also prepared a resolution on this subject that will be presented to the Spring Convention in April of the Alberta Association of Municipal Districts & Counties, and if passed at this meeting it will be presented to the Government for further study, A copy of this resolution. is also attached to and forms part of these minutes. 2. Special Grant Applications - Mr. B, Scheuerman presented a resolution to the meeting in regard to Council's procedure in making application for grant to the Provincial & federal Governments on behalf of other organizations or societies.. Moved by B. Scheuerman, seconded by R< Armstrong, that we approve this resolution. After discussion on the matter, it was moved by R. Armstrong that we amend the resolution by'adding after the word society, A`excluding Alberta 75 Anniversary Capital Fund Grants." Seconded by B. Scheuerman. Vote on the amendment - Carried. Tomlinson gave a vote of thanks to the Council for their work carried out in 1979. Adjourn Moved by G. Tomlinson, seconded by H. Willms, that this meeting adjourn. Meeting adjourned at 4:15 p.m. CH IRMAN SE ETARY R RCnr.rrmTnrT WHEREAS - The study has been released showing the Bow River downstream from Calgary is polluted beyond an intolerable level, WHEREAS - The results of the study indicate the pollutants from Calgary sewage system account for 70% or more of the phosphates in the river. WHEREAS - The residents along the Bow River downstream from Calgary, who are dependant on the Bow River for domestic and other water supply can no longer tolerate the present level of impurities and chemicals in the Bow River. WE HEREBY RESOL~7E THAT - "'The ,Alberta Government" take immediate action to correct the problem of pollution in the Bow River. RESOLUTION TO A.A.M.D,& C. Siring Convention April 2 & 3, 1980 Be it rescl-aed that the Alberta Associat_'_en of Municipal District and Counties request the Government of Alberta to enforce the water quality standards as defined under The Clear Water Act for the Bow River, witY FULL TERTIARY TREATMENT by the City of Calgary in order that downstream users may enjoy the benefit of a safe water supply. Background 1. Water quality deterioration downstream of Calgary is very evident in summer months by excessive amcunts of weed growth in the river. 2. Strong odors from Bow River water indicate water which. i.s offensive for 1-iuman consumption. 3. Analysis of Bow River water samples determine excessive amounts df nutrients conduscive to weed growth in the river. 4. Water analysis a1_so indicate the presence of heavy metals which in minute amounts pose a risk to human health. 5. Water analysis returned by the Medicine Hat Health Unit declares the water unsafe for human consumption due to high levels of fecal contamination. Submitted and Approved by County of Newell No. 4 RESOLUTION Before Council considers making a formal application for a grant to the Provincial or Federal Governments on behalf of any organization or society, excluding the Alberta 75 Anniversary Capital Grants, in which it is required to guarantee or underwrite a portion of the capital costs and possibly a portion of future operation and maintenance costs, which could result in an increased mill rate levy to the ratepayers, that Council inform the ratepayers of its intention by a comprehensive news release and appropriate advertisements in local newspapers so that the ratepayers can indicate their approval or disapproval of Council's intention.
