Minutes of the Municipal Planning Commission
August 27, 1991
The regular Municipal Planning Commission meeting of the County
of Newell No. 4 was held in the County Office at Brooks, Alberta
on Tuesday, August 27, 1991 commencing at 1:30 p.m.

Excused from Meeting
Moved by E. Buday that we excuse Councillor Bulger from this
meeting. Carried.
1• Minutes
Minutes of the July 30, 1991 meeting were presented to the Commission.
Moved by Councillor Wallace that we adopt these minutes as circulated.
Carried.
2• Business from Minutes
There was no business arising from the minutes.
3. Permits
1. #1005 - Jim Burchell - Attached Garage
Lot 2 Block D Plan 8110015 -Brooks
After receiving information on this application, it was moved
by Councillor Wallace that we waive set-back regulations for
the development of this garage and allow it to be built 3.2'
from the boundary line. Carried.
Moved by E. Buday that we approve this Permit for a 14' X 24'
garage and that we proceed with the necessary advertising. Carried.
2. 4k1007 - Dennis Schultz - Mobile Home
Lot 1 Block 1 Plan 8211419 - Brooks
After receiving information on this application, it was moved
by G. Niznik that we approve this application and proceed with
the necessary advertising. Carried.
4• Land Use Chan es
1. Henry Dyck - Agriculture to Country Residence
Part of Parcel "A" SZ 7-19-13-4
After reviewing the information on this application, it was moved
by E. Buday that we approve the proposed Land Use Change and
recommend it to County Council for approval. Carried.
2. Wayne Paddock - Industrial to Residential
Block 1 Plan 7510619
After reviewing the information on this application, it was moved
by G. Niznik that we recommend to County Council the refusal of
this application for Land Use Change from Industrial to Country
Residential as this total area is highly industrial and the residential
area would. not be compatible. Carried.
5• Home Occupation Licences
1. ~~26 - De Seaton Bean - Hair Salon - Home Occupation
SW 10-19-14-4 Lot 3 Block 1 Plan 9011761 - Brooks
After reviewing the information on this application, it was moved
by Councillor Wallace that we approve this application. Carried.
6• Subdivisions
No applications.
7. Delegations
1. Nick Salonka - 91 SE 58
Mr. Nick Salonka met with the Commission to discuss Subdivision
Application 91 SE 58. He presented information as requested in
our letter of July 31, 1991:
a) Water table tests & percolation tests were presented on five
sites within the proposed subdivision. The County had requested
that these tests be provided for each Lot.
b) He presented a letter from the Eastern Irrigation District
regarding their detailed specifications on the proposed subdivision
in regard to the water system.
c) Easements for utility services and proposed subdivisions -
He indicated that this would be provided for in the subdivision
plan.
d) Lot 9 to be established as a utility lot - He indicated that
this would be provided.
e) All approvals and recommendations shall be provided from
Alberta Environment in regard to the use of the septic fields.
A letter was also provided on this item from Alberta Environment.
Following this, a very lengthy discussion .took place by the Commission.
Moved by E. Buday that we advise Mr. Salonka to redraft the proposed
Plan and that the lot sizes of this proposed subdivision be increased
to 20,000 sq. ft. as per our Area Structure Plan for this area and
that water table and percolation tests be provided for each Lot in
this proposed redraft Plan. Carried.
2. UMA
Mr. B. Blieske, of UMA, met with the Commission and presented a
Subdivision Plan for 8 to 9 40 acre parcels in SE 36 & NE 25-
18-15-4. No further action was taken on this proposal at this
time as Mr. Blieske will present an official Subdivision Application
at a future meeting.
8. Development Report
The Development Report for August was presented. Moved by
G. Niznik that we accept this report. Carried.
9. Information Items
1. Planning Act
A copy of the amendments to the Planning Act were presented to
Commission members for information.
10. Adjourn
Moved by Councillor Wallace that this meeting adjourn at 4:00 p.m.
Carried.
