EXCUSED FROM MEETING All members were present. 3. MINUTES 3.1 March 7, 2019 Meeting Minutes P-11/19 MOVED BY COUNCILLOR BRIAN DE JONG that the minutes of the March 7, 2019 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED Municipal Planning Commission March 21, 2019 4. CALL FOR POST AGENDA ITEMS The Chairman called for post agenda items. 0 5. ADOPTION OF AGENDA P-12/19 MOVED BY COUNCILLOR ANNE MARIE PHILIPSEN that the agenda be adopted as presented. MOTION CARRIED 6. SUBDIVISIONS 6.1 2019-0-022 - Block 1, Plan 931 1397, SE1/415-18-14-W4M, To create one new parcel approximately 11.55 acres (4.675 ha) in size, containing an existing residence and improvements, from a previously subdivided quarter section for residential use. The County Planner provided background information on the proposed subdivision application. MPC inquired if the pivot was on leased land or land that is owned. R. Weatherhead replied that the pivot was on land that he owned but leased out. MPC expressed concern for water delivery to the pivot if the subdivision application was granted. R. Weatherhead indicated that currently the water comes from a neighbour's property, but if his application is granted, he will have a riser installed to distribute water to the pivot. The County Planner indicated that the subdivision request does not comply with current subdivision policy and that, in order to approve the application, MPC will need to vary the maximum allowable number of subdivisions in a quarter section of land. She suggested that MPC recommend to Council that they review the subdivision policy to determine if there is merit in amending the policy to permit additional subdivisions of this type. She indicated that, by providing approval for this subdivision, MPC will need to be prepared for additional requests of this nature. A discussion followed on the merits of approving or refusing the application based on the current subdivision policy and the best option for the use of the land. P-13/19 MOVED BY COUNCILLOR TRACY FYFE THAT the Agricultural & Residential subdivision of Block 1, Plan 931 1397 in the SE1/4 15-18-14-W4M (Certificate of Title No. 151 224 798), to create one new parcel approximately 11.55 acres (4.675 ha) in size, containing an existing residence and improvements, from a previously subdivided quarter section for residential use; BE APPROVED subject to the following: RESERVE: The 10% reserve requirement, pursuant to Sections 666 and 667 of the Municipal Government Act, be provided as money in place of land on the 11.55 acres at the market value of $4,000.00 per acre (approximately C $4,620.00) with the actual acreage and amount to be paid the County of / Newell be determined at the final stage, for Municipal Reserve Purposes. (6 Municipal Planning Commission March 21, 2019 CONDITIONS: 1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding property taxes shall be paid to the County of Newell. MOTION CARRIED LEFT THE MEETING R. & R. Weatherhead left at 10:38 a.m. 7. OTHER BUSINESS 7.1 Tervita Tower - SE 25-18-14 W4M The Development Clerk provided background information on the tower application and recommended that MPC provide approval for a Letter of Concurrence for this installation. P-14/19 MOVED BY COUNCILLOR ANNE MARIE PHILIPSEN that a Letter of Concurrence be issued. MOTION CARRIED 8. POST AGENDA ITEMS There were no post agenda items. 9. IN CAMERA There were no in camera items. 10. INFORMATION ITEMS There were no information items. LEFT THE MEETING S. Schewitzer left at 10:39 a.m. 11. QUESTION PERIOD Councillor K. Christman requested that MPC provide direction to staff regarding subdivision applications similar to what was approved at today's meeting. The County Planner commented that, while there is no precedent in planning, she would appreciate direction from MPC regarding how she should advise landowners in the future who are requesting this type of subdivision. She suggested that it would be helpful for MPC to hold an education session to review the current subdivision policies and determine future direction. Discussion followed regarding the merits of reviewing the subdivision policies. MPC indicated that the County Planner was able to explain the policy to the applicants which Z* Municipal Planning Commission March 21, 2019 allowed them to determine whether to go forward with the application or not. At this time, MPC felt it was not necessary to review the subdivision policy. 12.
