MUNICIPAL PLANNING COMMISSION MEETING
June 6, 2019
The regular Municipal Planning Commission Meeting of the County of Newell was held in the
County Office at Brooks, AB on Thursday, June 6, 2019 commencing at 10:01 a.m.

The Chairman called the meeting to order at 10:01 a.m.

6. DEVELOPMENT REPORT
The Development Clerk was available for questions.
A question was raised seeking clarification about the actual location for one of the
manufactured dwellings listed in the report. Staff responded that the dwelling was being
installed on the applicant's father's property.
7. SUBDIVISIONS
7.1 2019-0-066 - NE1/4 20-19-13-W4M, To create one new parcel approximately
3.18 acres (1.29 ha) in size, containing an existing residence, shop, dugout, grain
bins and sheds, from a previously unsubdivided quarter section for residential
use.
The County Planner provided background information on the proposed
subdivision application.
Adjacent landowner K. Slomp expressed concerns regarding the grain bins, the
dugout and the septic system for the proposed subdivision. He added that the
current renters of the property are from outside the County and he feels they
don't contribute to the local economy. K. Slomp indicated that there is an EID
pipeline that runs E/W along the south boundary of the property and believes
there is no easement for the pipeline.
The County Planner indicated that the grain bins do not belong to the applicant
and are being removed from the proposed parcel. She indicated that cameras
are now being used to evaluate the condition of septic systems if there is a need
to ensure existing fields are operating properly. ( l

MPC discussed the proposed parcel size, the current septic system and the
locations of easements on the property.
Adjacent landowner J. Charlton outlined concerns regarding allowing more
acreages to be developed in the County. He expressed frustration with
complaints to his family from acreage owners around farm work hours, aerial
spraying and other farm -related activities. He requested that Council consider
adjacent farming operations when making their decision.
Council members responded to the comments provided by S. Slomp and J.
Charlton.
There was further discussion regarding the parcel size of the proposed
subdivision.
P-48/19 MOVED BY COUNCILLOR ANNE MARIE PHILIPSEN THAT the Country Residential
subdivision of NE1/4 20-19-13-W4M (Certificate of Title No. 191 036 605), to create one
new parcel approximately 3.18 acres (1.29 ha) in size, containing an existing residence,
shop, dugout, grain bins and sheds, from a previously unsubdivided quarter section for
residential use; BE TABLED pending the finalization of the parcel size.
