MUNICIPAL PLANNING COMMISSION MEETING
February 6, 2020
The regular Municipal Planning Commission Meeting of the County of Newell was held in the
County Office at Brooks, AB on Thursday, February 6, 2020 commencing at 10:02 a.m.

The Chairman called the meeting to order at 10:02 a.m.

3.1 January 9, 2020 Meeting Minutes
P-05120 MOVED BY COUNCILLOR LIONEL JUSS that the minutes of the January 9, 2020
Municipal Planning Commission meeting be adopted as presented.

5. ADOPTION OF AGENDA
P-06/20 MOVED BY COUNCILLOR ANNE MARIE PHILIPSEN that the agenda be adopted as
presented.

6. DEVELOPMENT REPORT
The Development Clerk was available to answer any questions.
This item was accepted as information.
7. SUBDIVISIONS
7.1 2020-0-004 - Lot 1, Block 3, Plan 1113156 and Closed Railway Plan RW219,
NW'/4 31-18-15-W4M, To reconfigure an existing title by subdividing a 0.1 acre
(0.04 ha) portion of plan RW219 within NWY4 31-18-15-W4M containing a portion
of an existing road approach and improvements, and consolidating with Lot 1,
Block 3, Plan 1113156, to create a new agricultural parcel approximately 4.16
acres (1.67 ha) in size
The County Planner provided background information on the proposed
subdivision application.
The County Planner indicated that MR option 2 should be removed as Municipal
Reserve has already been paid on Lot 1, Block 3, Plan 1113156 and should not
have been included in the resolution.
There were no questions.
P-07/20 MOVED BY COUNCILLOR KELLY CHRISTMAN THAT the Agricultural subdivision of
Lot 1, Block 3 Plan 1113156; Railway Right of Way Plan RW219 within the NW% 31-18-
15-W4M (Certificate of Title No. 181 258 621 and 121 073 009), to reconfigure an
existing title by subdividing a 0.1 acre (0.04 ha) portion of plan RW219 within NWY4 31-
18-15-W4M containing a portion of an existing road approach and improvements, and
consolidating with Lot 1, Block 3, Plan 1113156, to create a new agricultural parcel
approximately 4.13 acres (1.67 ha) in size; BE APPROVED subject to the following:
RESERVE: The 10% reserve requirement, pursuant to Section 661 and 666 of the
Municipal Government Act, be provided as money in lieu of land on the
0.10 acre portion of RW219 at market value of $4,000/acre (approximately
$40), and defer the reserve requirement by caveat for the remaining 7.88
acres.

CONDITIONS:
1. That, pursuant to Section 654(1)(d) of the Municipal Government Act, all outstanding
property taxes shall be paid to the County of Newell.
2. That, pursuant to Section 655(1)(b) of the Municipal Government Act, the applicant or
owner or both enter into a Development Agreement with the County of Newell which
shall be registered concurrently with the final plan against the title(s) being created.
