HomeMy WebLinkAbout2020-CPO-007 Enforcement on One and Two Digit Highways COUNTY OF NEWELL - POLICY HANDBOOK POLICY NO: 2020-CPO-007 TITLE: ENFORCEMENT ON ONE- AND TWO-DIGIT HIGHWAYS ADOPTED: April 23, 2020 (C-169/20) SUPERCEDES NO: n/a TO BE REVIEWED: PAGE NO: 1 of 2 As required by the policies of the Alberta Department of the Solicitor General and Public Security, as a condition to employ Peace Officers, a policy must be adopted by Council to establish proper authority and restrictions on one- and two-digit highways. AUTHORIZATION Authorization for officers to conduct traffic enforcement on one- and two-digit highways will be granted once all requirements of this policy have been met. The County of Newell as an Authorized Employer of Community Peace Officers shall have the authority for Enforcement on One- and Two-Digit Highways added to their Employer Appointment before any specific officers apply for this authorization. Individual Peace Officers will ensure all requirements have been met and Authorization has been added to their Peace Officer Appointment before they perform any traffic enforcement on one- and two-digit highways. TRAINING REQUIREMENTS All Community Peace Officers wishing to have the Authorization added to their Peace Officer Appointments must successfully complete a forty (40) Hour Emergency Vehicle Operations Course (EVOC) as per the Solicitor General’s Department requirements. PROCEDURES 1. No active patrolling will be conducted on one- and two-digit highways by Community Peace Officers. Patrols will be in the manner of Community Peace Officers travelling on the one- and two-digit highways to conduct their duties involving travel from one location to another utilizing the one- and two-digit highways. 2. Community Peace Officers will only engage in traffic enforcement when officers deem public risk/safety is involved. 3. It is recommended that Community Peace Officers do not exceed 160km/hr when closing the distance on violators. Monitor traffic and road conditions and adjust speed accordingly. If possible, it is also recommended that Community Peace Officers conduct passenger side approaches on vehicles they stop on one- and two-digit highways for officer safety. 5. To address safety issues arising from speeding, Community Peace Officers on request from active construction crews that are on one, two- and three-digit highways may utilize traffic enforcement to assist on these speeding concerns. 6. In addition to the procedures outlined above, CPO 1’s must still to adhere to Alberta’s Motor Vehicle Pursuit Guidelines and section 24.7 (or applicable) of the Peace Officer Program Policy and Procedures Manual (pursuits). POST TRAFFIC ENFORCEMENT Any traffic enforcement on one- and two-digit highways Community Peace Officers will submit a report to their immediate supervisors within 24hrs of next scheduled working day. At the time of the traffic enforcement, when reasonable to do so, Community Peace Officers will advise supervisor of the traffic stop. Failure to comply with this policy can result in disciplinary action to the Community Peace Officer.
