Douglass, Councillor A.M. Philipsen, Councillor, Vice M.P.C. Chair B. de Jong, Councillor L. Juss, Councillor G. Simpson, Councillor & M.P.C. Chair C. Amulung, Councillor W. Hammergren, Councillor T. Bartman, Applicant 1. CALL TO ORDER The Chairman called the meeting to order at 10:00 a.m. a. 2. EXCUSED FROM MEETING P-111/14 MOVED BY COUNCILLOR A. M. PHILIPSEN that Councillor K. Christman be excused from the meeting. MOTION CARRIED 3. MINUTES a) October 23, 2014 MPC Minutes P-112/14 MOVED BY COUNCILLOR W. HAMMERGREN that the minutes of the October 23, 2014 Municipal Planning Commission meeting be adopted as presented. ARRIVED AT MEETING Molly Douglass arrived at 10:01 a.m. MOTION CARRIED 4. CALL FOR POST AGENDA ITEMS The Chairman called for post agenda items. 5. ADOPTION OF AGENDA P-113/14 MOVED BY COUNCILLOR T. FYFE that the agenda be adopted as presented. MOTION CARRIED 6. DEVELOPMENT REPORT �GIAd a) Construction Permit Report - January - October 2014 The Development Clerk provided background information on the construction permit report. P-114/14 MOVED BY COUNCILLOR E. UNRUH that the Construction Permit Report be accepted as presented. ARRIVED AT MEETING Lionel Juss arrived at 10:03 a.m. MOTION CARRIED b) Permitted Use Report - October 1 - 31, 2014 The Development Clerk provided background information on the permitted use report. Councillor A.M. Philipsen asked about the age of the mobile home being installed on the property in Division 6. The Development Clerk responded that the manufactured dwelling was new. P-115/14 MOVED BY COUNCILLOR BRIAN DE JONG that the Permitted Use Report be accepted as presented. MOTION CARRIED 7. SUBDIVISIONS a) 2014-0-131, Section 36-20-14 and N7/2 25-20-14-W4M The County Planner provided background information on the proposed subdivision application. i P-116/14 MOVED BY COUNCILLOR B. DE JONG that the Agricultural subdivision of Section 36- 20-14-W4M and N1/2 Section 25-20-14-W4M, to reconfigure 6 quarter sections that are fragmented by a registered irrigation canal right-of-way to create 2 agricultural parcels approximately 725.08 acres (293.43 ha) and 214.78 acres (86.92 he) in size respectively BE APPROVED subject to the following: 1. That all outstanding property taxes shall be paid to the County of Newell. 2. That the applicant or owner or both enter into a Development Agreement with the County of Newell which shall be registered concurrently with the final plan against the title(s) being created. MOTION CARRIED b) 2014-0-150, Block 1, Plan 9412536 in N112 & SW 15-18-16-W4M The County Planner provided background information on the proposed subdivision application. P-117/14 MOVED BY COUNCILLOR A. M. PHILIPSEN that the Country Residential subdivision of Block 1, Plan 9412536 in N1/2 & SW1/4 Sec 15-18-16-W4M, to create one (1) new parcel approximately 8.43 acres (3.41 ha) in size, containing an existing farmstead, from a 294.95 acres (119.3 ha) parcel for residential use BE APPROVED subject to the following: 1. That all outstanding property taxes shall be paid to the County of Newell. 2. That the applicant or owner or both enter into a Development Agreement 1 with the County of Newell which shall be registered concurrently with the final plan against the title(s) being created. MOTION CARRIED 8. DEVELOPMENT PERMITS a) DP 3906, Lot 2-5, Block 3, Plan 2105FB, NE 19-15-15 W4M The Development Clerk provided background information on the proposed development permit. The Development Clerk informed MPC that the applicant had withdrawn his application and no further action was required by MPC. S. POST AGENDA ITEMS There were no post agenda items. 10.
