HomeMy WebLinkAbout2012-FES-001 Rolling Hills Fire Hydrants COUNTY OF NEWELL - POLICY HANDBOOK POLICY NO: 2012-FES-001 TITLE: ROLLING HILLS FIRE HYDRANTS ADOPTED: July 19, 2012 (C-237/12) SUPERCEDES NO: n/a TO BE REVIEWED: December 31, 2017 PAGE NO: 1 of 3 POLICY PURPOSE This policy is being brought into effect to ensure a proper understanding and necessary procedures are in place when dealing with the limitations of the Rolling Hills Fire Hydrant System as it now operates. Limitations such as; a) The system is operated by the Hamlet Association, not the County of Newell b) Hydrant spacing does not meet standards c) The system does not operate year round d) No back up pumps or power e) Flow testing recently conducted confirmed that the system is not capable of providing industry standard flow rates required to suppress a fire in a standard residential structure. 1.0 General Definitions In this policy: 1.1 “Fire Hydrants or Fire Hydrant System” means Dry Barrel Fire Hydrants attached to the Raw Water Irrigation System. 1.2. “Hamlet Association” means the Rolling Hills Hamlet Association. 1.3 “Flow Testing” means performing testing procedures to determine or measure the LPM flow rate of the hydrants. 1.4 “Mail” means regular mail delivered via Canada Post. 1.5 “New Property Owners” means changes in Registered Property Owners or newly developed property after September 30, 2012. 1.6 “Property Owners” means Registered Owners of land. COUNTY OF NEWELL - POLICY HANDBOOK POLICY NO: 2012-FES-001 TITLE: ROLLING HILLS FIRE HYDRANTS ADOPTED: July 19, 2012 (C-237/12) SUPERCEDES NO: n/a TO BE REVIEWED: December 31, 2017 PAGE NO: 2 of 3 2.0 Original Notification 2.1 Property Owners of land contained within the Hamlet of Rolling Hills are to be notified via mail of the limitations of the current Fire Hydrant System in Rolling Hills. The attached letter is to be used for this initial notification. 2.2 These original notifications are to be sent via mail by September 30, 2012. 3.0 Subsequent Notifications 3.1 New Property Owners of property within the Hamlet of Rolling Hills will receive a copy of the attached letter from the Land Assessment and Taxation Department of the County of Newell once this Department is in receipt of a Certificate of Title (change of title) from Land Titles Offices. This letter is to be sent out via mail as quickly as possible after receiving the information from Land Titles Office. 4.0 Fire Hydrant Maintenance 4.1 The Fire Hydrant System is connected to the Irrigation System. This system is operated and maintained by the Hamlet Association. As such the County of Newell is not in a position to pass policy on infrastructure that is not ours. 4.2 All maintenance is the responsibility of the Hamlet Association. 4.3 The County of Newell Fire and Emergency Services Coordinator may from time to time make recommendations to the Hamlet Association concerning maintenance. COUNTY OF NEWELL - POLICY HANDBOOK POLICY NO: 2012-FES-001 TITLE: ROLLING HILLS FIRE HYDRANTS ADOPTED: July 19, 2012 (C-237/12) SUPERCEDES NO: n/a TO BE REVIEWED: December 31, 2017 PAGE NO: 3 of 3 5.0 Flow Testing of Fire Hydrants 5.1 Flow Testing of the Hydrants should be carried out if possible each year by the County of Newell Fire and Emergency Services Coordinator with assistance from the Rolling Hills Fire Department. 5.2 The Hamlet Association is to be given advanced notification prior to this testing. 5.3 Copies of the Flow Testing records are to be kept by the County of Newell and copies are to be given to the Rolling Hills Fire Department. The Hamlet Association is also entitled to copies if they so wish. 5.4 The Flow Testing and any records thereof done by the County of Newell are not to be considered by any party as an Engineered Flow Test with guaranteed accuracy. This test should be considered as information only and is conducted following procedures laid out by the Fire Underwriters Survey.
