POLICY NO: POL-043-24
TITLE: WATER HYDRANTS, HAMLET OF ROLLING HILLS

POLICY PURPOSE: To ensure a proper understanding and necessary procedures are in place
when dealing with the service level limitations of the Rolling Hills Water Hydrant System as it now
operates; limitations such as:
a) The system is operated by the Hamlet Association, not the County of Newell,
b) Hydrant spacing does not meet standards,
c) The system does not operate year-round,
d) No back up pumps or power,
e) Flow testing has confirmed the system is not capable of providing industry standard flow
rates required to suppress a fire in a standard residential structure.
f) This policy's intent is to confirm the hydrants in the Hamlet of Rolling Hills are not rated
for or to be relied on for Fire Protection Purposes.
DEFINITIONS:
Water Hydrants or Hydrant System means Dry Barrel Hydrants attached to the Raw Water
Irrigation System.
Hamlet Association means the Rolling Hills Hamlet Association.
Flow Testing means performing testing procedures to determine or measure the LPM flow rate
of the hydrants.
Mail means regular mail delivered via Canada Post.
New Property Owners means changes in Registered Property Owners or newly developed
property after September 30, 2012.
Property Owners means Registered Owners of land.

POLICY GUIDELINES:
1.0 Notification
1.1 New Property Owners within the Hamlet of Rolling Hills are to be notified via Mail
of the limitations of the current Water Hydrant System in Rolling Hills by the Land
Assessment and Taxation Department of the County of Newell after the
Department has received a Certificate of Title (change of title) from Land Titles
Offices. Notification is to be sent out via Mail as quickly as possible after receiving
the information from Land Titles Office.
2.0 Water Hydrant Maintenance
2.1 The Water Hydrant System is connected to the Irrigation System which is operated
and maintained by the Hamlet Association. The County does not own or control
the Rolling Hills raw water irrigation infrastructure.
2.2 All maintenance is the responsibility of the Hamlet Association.
2.3 The County‘s Regional Fire Chief may from time to time make recommendations
to the Hamlet Association concerning maintenance.
3.0 Flow Testing of Water Hydrants
3.1 Since the water hydrant system in Rolling Hills does not meet the standard required
for a conventional fire hydrant system, there is no need to conduct additional flow
tests on the system.
