P-31/15 4. EXCUSED FROM MEETING MOVED BY COUNCILOR A. PHILIPSEN that Councillor M. Douglass be excused from the meeting. MOTION CARRIED MINUTES 3.1 March 19, 2015 Meeting Minutes MOVED BY COUNCILLOR K. Christman that the minutes of the March 19, 2015 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED CALL FOR POST AGENDA ITEMS The Chairman called for post agenda items. 5. ADOPTION OF AGENDA 1 P-32/15 MOVED BY COUNCILLOR W. HAMMERGREN that the agenda be adopted as presented. MOTION CARRIED 6. DEVELOPMENT REPORT The Development Clerk provided background information on the Development Report. Councillor B de Jong inquired if the Construction Permits Report was for the same time period. The Development Clerk replied that they were for the same time frame of 2014 - 2015. a) Construction Permits Report Jan 1 - Mar 31, 2015 b) Permitted Use Report March 1 - 31, 2015 P-33115 MOVED BY COUNCILLOR E. UNRUH that the Development Report be adopted as presented. MOTION CARRIED SUBDIVISIONS a) 2015-0-041 - SW 20-17-13-W4M, to create one (1) new parcel approximately 4.29 acres (1.73 ha) in size, containing an existing farmstead, from an / unsubdivided quarter section for residential use. The County Planner provided background information on the proposed subdivision. Councillor G. Simpson commented that if MPC requested the property line be moved, the pivot stop would also be required to be moved. Councillor E. Unruh wanted to know if there would be any issues if the landowner sold the property sometime in the future. The County Planner replied that there is always potential for spray over but, similar setbacks have been previously approved by MPC. The County Planner recommended removal of Condition 2 which would require the applicant to enter into a Development Agreement — as no agreement will be necessary for this application. P-34/15 MOVED BY COUNCILLOR A. PHILIPSEN that the Country Residential subdivision of SW114 20-17-13-W4M to create one (1) new parcel approximately 4.29 acres (1.73 ha) in size, containing an existing farmstead, from an unsubdivided quarter section for residential use BE APPROVED subject to the following: 1. That all outstanding property taxes shall be paid to the County of Newell. MOTION CARRIED 8. POST AGENDA ITEMS There were no post agenda items. 9. IN CAMERA There were no in camera items. 10. QUESTION PERIOD 11.
