HomeMy WebLinkAbout2022-02-24 Municipal Planning Commission (Regular) MinutesCOUNTY OF NEWELL MUNICIPAL PLANNING COMMISSION MEETING February 24, 2022 The regular Municipal Planning Commission Meeting of the County of Newell was held in the County Office at Brooks, AB and livestreamed to the public via Lifesize on Thursday, February 24, 2022 commencing at 10:05 a.m. A notice was posted at the front entrance advising the public of the meeting. MINUTES 3.1 Minutes - Municipal Planning Commission (February 10, 2022) P-07122 MOVED BY COUNCILLOR DAN SHORT that the minutes of the February 10, 2022 Municipal Planning Commission meeting be adopted as presented. MOTION CARRIED 4. CALL FOR POST AGENDA ITEMS The Chairman called for post agenda items. Municipal Planning Commission February 24, 2022 5. ADOPTION OF AGENDA P-08122 MOVED BY COUNCILLOR AMANDA PHILPOTT that the agenda be adopted as presented. MOTION CARRIED 6. DEVELOPMENT PERMITS 6.1 DP 2022002 - Lot OT, Block RLY, Plan RW219, NE 19-15-15 W4M, Expansion of an existing campground for commercial use with a variance to the year round recreation vehicle storage requirement. The Development Clerk provided background information on the proposed permit application. The applicant explained that the campground provides a steady revenue for the EID Historical Park with the existing 40 sites. The applicant explained that 30 of the sites are leased on an annual basis for storage of an RV, which leaves 10 sites open for use. The applicant indicated that there are no permanent residents in the campground. There was further discussion. The MPC Chair commented that this site is all operated by volunteers and their dedication is appreciated by the County. P-09122 MOVED BY COUNCILLOR NEIL JOHNSON That the Municipal Planning Commission APPROVE Development Permit 2022002 for the expansion of the EID Historical Park to add 10 more camp stalls, as well as two existing buildings on lands legally described as Lot OT, Block RLY, Plan RW219, NE 19-15-15 W4M. This development approval is subject to the conditions outlined below. DP 2022002 is Approved for the following reasons: 1. The proposed development complies with the Municipal Development Plan. 2. The Development Authority is satisfied that the proposed development is suitable for the purpose for which it is intended under the Special, Parks and Public District (Section 5), as specified in the County of Newell Land Use Bylaw 2016-21. 3. No objections have been received from adjacent landowners or referral agencies with respect to the proposed development. Conditions of Development Approval: a) This approval is effective as of March 16, 2022 (21-day appeal period). b) The development must be located as shown on the site plan approved with the application and submitted January 11, 2022. It must be built according to the description provided with this approval. Any changes shall require the written approval of the Development Authority. c) That any structure is located a minimum distance of 3 m (10 ft) from any right of way or easement on the parcel. d) Any additional development shall require prior approval of a separate permit application. Page 2 of 3 Municipal Planning Commission February 24, 2022 e) That roads shall be surfaced to the satisfaction of the Development Authority and be a minimum of 4 m (13 ft) width for one way traffic or 6 m (20 ft) in width for two way traffic. f) That the following minimum setbacks on all sides are maintained for this development: Front (north-east): 6 m (20 ft) Side (south): 6 m (20ft) Rear (east): 6 m (20 ft) MOTION CARRIED LEFT THE MEETING J. INFORMATION ITEMS 9.1 Jurassic Solar - IDP Areas, Cypress County and Special Areas The Supervisor of Planning & Development provided background information on the proposed solar installation. The Supervisor of Planning & Development indicated that the project will be on the east boundary of the County within Special Areas 2 and Cypress County. Although the decision making body for large scale solar installations is the AUC, she added that when a development permit has been applied for, the County will have the opportunity to comment through the IDP referral process. 10.
