MINUTES OF REGULAR COUNCIL
October 20, 2022
The regular Council Meeting of the County of Neweii was held in the County Office and
livestreamed to the public via Lifesize on Thursday, October 20, 2022 commencing at 10:24 a.m.
Notice was posted at the front entrance advising the public of the meeting.

Reeve A. Doerksen called the meeting to order at 10:24 a.m.

3. ADOPTION OF MINUTES
3.1 Minutes - Council (October 6, 2022)

minutes be adopted as presented.

4. CALL FOR POST AGENDA ITEMS
Reeve A. Doerksen called for post agenda items.
5. ADOPTION OF AGENDA
C-299/22 MOVED BY COUNCILLOR AMANDA PHILPOTT that the agenda be adopted as
amended.

6. QUESTION PERIOD/NOTICE OF MOTION
A question period and notice of motion was held. No County Ratepayers were in
attendance. The moderator indicated that there were no questions from the public.

10. AGRICULTURAL SERVICES BUSINESS
10.1 Policy Review
The Director of Agricultural Services provided an overview of changes made to
Policy POL-003-22 and responded to questions from Council.
C-300/22 MOVED BY COUNCILLOR HOLLY JOHNSON that Policy POL-003-22 (Operation of the
Agricultural Service Board) be adopted as presented.
MOTION CARRIED
The Director of Agricultural Services provided an overview of changes made to
Policy POL-004-22 and responded to questions from Council. Discussion followed
regarding including additional resources for expanding the shelterbelt program in
the budget. The Director of Agricultural Services responded to questions
regarding trees in hamlets. This item will be brought back to a future Council
meeting for further discussion.

13. POST AGENDA ITEMS
13.1 South Region Agricultural Services Board Conference Resolutions
The Director of Agricultural Services provided background information on this
item. Council reviewed the resolutions for the 2022 South Region Agricultural
Services Board Conference.

Consideration of Municipal Environmental & Agricultural Policies for Large Sca/e
Solar & Related Energy Developments on Agricultural Lands (County of Warner) -
Discussion followed regarding the need for collaboration between all levels of
government regarding large scale energy development.
Review of the Land & Property Rights Tribunal (Wheatland County) - The Director
of Agricultural Services provided background information and responded to further
questions. Discussion followed.
C-301/22 MOVED BY COUNCILLOR HOLLY JOHNSON that Council vote in support of the
resolution "Consideration of Municipal Environmental & Agricultural Policies for Large
Scale Solar & Related Energy Developments on Agricultural Lands" sponsored by the
County of Warner.

C-302/22 MOVED BY COUNCILLOR DAN SHORT that Council vote in support of the resolution
"Review of the Land & Property Rights Tribunal" sponsored by Wheatland County.
MOTION CARRIED
The Director of Agricultural Services responded to questions, indicating that voting
members were not required to be specified at the time of registration. Those
members of Council attending the South Region ASB Conference will determine
who will vote.

7. DELEGATIONS
7.1 County of Newell Water Project Refund
8. Dick provided background information on this item, indicating that he was
unaware that the deadline to apply for a refund was September 30, 2022. The
Manager of Planning, Development & Engineering provided additional information
regarding how the refund program was advertised and responded to questions
from Council regarding this request. Discussion followed. The Manager of
Planning, Development & Engineering responded to questions from Council
regarding the number of refunds issued and the criteria for eligibility.
C-303/22 MOVED BY COUNCILLOR DAN SHORT that Council APPROVES a refund in the
amount of $6,200 to Bruce Dick for the County of Newell Water Project Phase 1
Registration.

11. ADMINISTRATIVE BUSINESS
11.1 Rural Municipalities of Alberta (RMA) Fall 2022 Convention - Meetings with
Ministers
The Executive Assistant provided background information on this item and
responded to questions from Council. The Chief Administrative Officer provided
additional information on the topic of grants, indicating that there is an opportunity
to invite Alberta Environment & Parks to partner on the Kinbrook Connection
pathway and to start discussing connecting Tillebrook Campground to the Brooks
Aqueduct site.
ARRIVED AT MEETING
T. Steidel, D. Reid-Mickler, and D. Horvath arrived at 11:21 a.m.
Discussion followed. Reeve A. Doerksen, Councillor D. Short, and Councillor
G. Skriver will attend the meeting with the Minister of Environment & Parks. The
Executive Assistant indicated that further updates regarding meetings with
Ministers during the Rural Municipalities of Alberta Fall 2022 Convention will be
provided via e-mail.
ARRIVED AT MEETING
G. Tiffin and M. Jackson arrived at 11:26 a.m.
Further discussion occurred. Councillor A. Skanderup and Councillor A. Philpott
will attend a meeting with the Minister of Seniors & Housing, if scheduled.
11.2 RMA Fall 2022 Convention — Resolutions
The Executive Assistant reported that the resolutions for the Rural Municipalities
of Alberta Fall 2022 Convention will be forwarded via e-mail when they become
available.
11.3 Joint Municipal Meeting (December 15, 2022)
The Executive Assistant provided background information on this item and
responded to questions from Council. This item will be placed on the November
24, 2022 Council agenda for further discussion.

8. PUBLIC HEARINGS
8.1 Bylaw 2038-22 22 LUA 008
(Plan 8811163 Block 1 in SW 30-22-16-W4 - A-GEN to R-RUR)
Reeve A. Doerksen called the Public Hearing to order at 11:30 a.m.
Reeve A. Doerksen reviewed the procedures that would be followed for the
hearing.
The Supervisor of Planning & Development stated that the intent of the Public
Hearing is to hear representations on Bylaw 2038-22. The intent of this bylaw is to
amend Land Use Bylaw 2016-21 by rezoning Plan 8811163 Block 1 in
SW 30-22-16-W4 from Agriculture, General District to Residential, Rural District.
The Supervisor of Planning & Development provided background information on
this item, indicating that a copy of the document was circulated to adjacent
landowners and to a list of affected agencies. No responses have been received
from adjacent landowners. None of the affected agencies have indicated any
objections.
There were no persons in attendance speaking either in favor of or in opposition
to the proposed bylaw
Council was given the opportunity to ask questions. The Supervisor of Planning &
Development responded to questions regarding the old house, indicating that
development and building permits have been acquired and the structure is
approved for use as a dwelling. She responded to further questions regarding the
process to ensure that structures are removed when required by approval
conditions.
8.2 Bylaw 2039-22 22 LUA 009 Text Amendment (A-GEN Agriculture, General
District)
Reeve A. Doerksen called the Public Hearing to order at 11:36 a.m.
Reeve A. Doerksen did not review the procedures that would be followed for the
hearing as there were no new persons in attendance.
The Supervisor of Planning & Development stated that the intent of the Public
Hearing is to hear representations on Bylaw 2039-22. The intent of this bylaw is to
amend Land Use Bylaw 2016-21 by updating sections to further define specific
uses in the plan area of the Intermunicipal Development Plan with the Village of
Duchess and to add clarity.
The Supervisor of Planning & Development provided background information on
this item and outlined the proposed amendments. She indicated that a copy of the
document was circulated to adjacent landowners and to a list of affected agencies.
No responses have been received from adjacent landowners. None of the affected
agencies have indicated any objections.

Council was given the opportunity to ask questions. The Supervisor of Planning &
Development responded to questions, indicating that the resulting policy for the
Duchess Intermunicipal Development Plan area is very similar to the policy from
the previous Land Use Bylaw. The ChiefAdministrative Officerprovided additional
information, indicating that the interactions with the Village of Duchess during the
last few meetings were positive.
There were no persons in attendance speaking in opposition to the proposed
bylaw.
D. Reid-Mickler reported that the Council of the Village of Duchess unanimously
supports the proposed amendments.

C-306/22 MOVED BY COUNCILLOR NEIL JOHNSON that Bylaw 2038-22, being a bylaw to amend
Land Use Bylaw 2016-21 by redesignating Plan 8811163 Block 1 in SW 30-22-16-W4
from A-GEN Agriculture, General District to R-RUR Residential, Rural District, be given
SECOND reading.

FINAL reading.

C-308/22 MOVED BY COUNCILLOR ADENA SKANDERUP that Bylaw 2039-22, being a bylaw to
amend Land Use Bylaw 2016-21 by further defining special uses in the plan area of the
Intermunicipal Development Plan with the Village of Duchess and to add clarity as
indicated in Schedule A, be given SECOND reading.

The Executive Assistant provided background information on this item and
responded to questions from Council.

November 20, 2022 as "National Day of the Child" in the County of Newell.

October 29, 2022 as a function of Council.

12.1 Newell Housing Foundation
Councillor A. Skanderup and Councillor A. Philpott submitted a written report.
12.2 Grassland Regional FCSS
Councillor A. Skanderup submitted a written report.
12.3 Brooks Region Tourism
Councillor A. Skanderup submitted a written report and provided information
regarding two recent YouTube videos featuring the County of Newell. Councillor
A. Skanderup and the Chief Administrative Officer responded to questions
regarding the Brooks Region Tourism budget.

12.4 Palliser Economic Partnership
Councillor H. Johnson provided an update on the search for a new Executive
Director.
12.5 Joint Services Committee
Councillor K. Christman reported that Grass/ands Public Schools and Christ the
Redeemer Catholic schools gave presentations at the last meeting that included
enrollment updates. School bus drivers are needed. D. Jones is the chair of
Palliser Economic Partnership. The Brooks Power Up conference was cancelled
due to low registration. Newell Veterinary Clinic is offering a$10, 000 incentive for
a veterinarian to come to Brooks. Councillor K. Christman provided an update on
donations collected for the Kinbrook Connection Pathway to date.
12.6 City of Brooks Recreation & Parks Board
Councillor G. Skriver reported that the Pleasant Park pathway is complete and has
been well-received and used by the public. He provided an update on issues
during the noon hour at the JBS Canada Centre, indicating that Brooks Junior High
School administration has helped improve the situation. The Centennial Regional
Arena will begin livestreaming kids' hockey games. Councillor G. Skriver
responded to questions from Council.
