Upon approval, proposed bylaw 2044-23 would: • Consolidate the former Animal Control Bylaw (1939-19) and the Urban Chicken Bylaw (1938-19) into one new bylaw. • A new definition for “Specified Residential Area” (SRA) will replace former references to “all land use districts except agricultural”. • The definition for SRA is as follows. “Specified Residential Area(s) means individual residential developments or areas that are zoned within the County of Newell Land Use Bylaw; Acreage Residential, Grouped Rural Residential, or Hamlet Residential. Also excluded are residential developments zoned as Direct Control Districts.” • Up to four hens may be kept on any property located within a SRA without having to obtain a license. The Hamlet of Lake Newell Resort will continue to be excluded from approved areas for keeping hens through policy instead of stated provisions within the bylaw. All other provisions in the former Urban Chicken Bylaw that pertain to keeping chickens in residential areas, have been included in the new bylaw. • The minimum parcel size required for keeping livestock would increase from a roaming pen greater than one acre, to a parcel that is greater than or equal to 2 acres. • The maximum number of livestock animals that can be kept will be based on animal unit equivalents for species listed on “Schedule A” attached to the proposed Bylaw. While a combination of species may be kept, the animal unit equivalent in “Schedule A” will be the limiting factor for the numbers that can be kept on parcels that is greater than or equal to 2 acres. • Within SRA, the number of household pets (including dogs) that may be kept on properties less than 2 acres has increased from three (3) to four (4). Previously, four or more dogs on any parcel required owners to obtain a development permit for a kennel.
