Excused from Meeting Moved by Councillor Fabian that Councillors Daniels & Stobbs be excused from this meeting. Carried. 2. Minutes Minutes of the November 7, 1996 meeting were presented. Moved by Councillor Berg that we adopt these minutes as circulated. Carried. r Minutes of the November 7, 1996 Public Hearing were presented. Moved by Councillor Loewen that we adopt these minutes as circulated. Carried. 3. Cali for Post Agenda Items The Reeve called for post agenda items. 4. Business from Minutes 10-1 Emergency Medical Responder Training ProQram Moved by Councillor Scheuerman that we lift this item from the table. Carried. Arrived at Meeting Councillor Baxter arrived at the meeting at 10:11 a.m. Administration is to write a letter to the Director, Leona Ferguson, and the Palliser Health Authority regarding their pilot projects. Moved by Councillor Fabian that this item be tabled. Carried. 6. Correspondence JW There was no correspondence. 7. Other RIISinP44 1. Tax Sale - Reserve Bids Moved by Councillor Berg that we accept the County Assessor, John Dell's, recommendation. Carried. 2. Christmas Hours Moved by Councillor Loewen that County employees be given December 27, 1996 as a holiday. Carried. 8. Treasurer's Report The Treasurer's Report for October was presented to Council. Brooks & District Genealogical Society Administrationresented a letter from the Brooks & District Genealogical Society advising that p has the have contacted relatives of the late Nellie Robinson and the collection of memorabilia Y been forwarded to them. The Paper Garth Hordenchuk, from The Paper, was in attendance at the meeting and gave Council an ��%dvertising proposal. Moved by Councillor Loewen that Administration tender for our advertising requirements. � q ts. Carried. Post Agenda Items (Cont'd.) 2. Royal Canadian Legion - Lunch Proposal A letter from the Royal Canadian Legion, presenting a lunch proposal for Council Meetings, was presented to Council. Administration is to write a letter advising the Legion that Council likes to patronize various restaurants to ensure businesses benefit equitably. 3. By-law 1199-96 - Benci Area Structure Plan By-law 1199-96, being a By-law for the Benci Area Structure Plan, in Pt. E'/2 36-20-15-4 immediately east of Highway #36 and south of Secondary Highway 550, was presented to Council. Moved by Councillor Loewen that By-law 1199-96 receive first reading. Carried. 12. Delegation 1. Brooks & District Chamber of Commerce Pete Falkenberg, John Petrie, Norm Gerestein, Kerry Whitefoot & Garth Hordenchuk were in attendance at the meeting and gave a proposal for hiring a professional Executive Officer to handle economic development and tourism in the County and Municipalities located within the County of Newell. Lunch Council recessed for lunch from 12:15 - 1:30 p.m. Moved by Councillor Loewen that we support the concept for economic development and tourism, in principle. Moved by Councillor Fabian that this motion be amended by adding: "with the degree of County participation to be determined after the initial meeting of the interested parties." Vote on the amendment - Carried. Vote on the amended motion - Carried. November 21, 1996 Page 193 Post Agenda Items 4. Fire Investigation - Div. 1 (Rolling Hills & Div. 4 JScandia/Rainier) Administration presented information regarding fire investigations in Divisions 1 & 4. Moved by Councillor Baxter that we enter into an agreement with the Brooks Fire Department for fire investigations for Divisions 1 & 4 on a cost -recovery basis. Carried. 5. Divisions 5 & 10 - Rural Fire Area Administrationp resented information regarding the possibility of amalgamating Divisions 5 & 10 with the Brooks Fire Department. Moved by Councillor Harbinson that, as the present Agreement is working adequately, we do not pursue this avenue. Carried. 6. 911 A draft copy of the Newell 9-1-1 Dispatch Agreement between the County of Newell, Town of Brooks Town of Bassano, Minister of Municipal Affairs as represented by Special Areas Board, Village of Tilley,Village of Duchess, and Village of Rosemary, was presented to Council. If 9 Council has any concerns, they are to contact Councillor Baksa in order that she can present these concerns at the up -coming meeting. 13. Question PeriodlNotice of Motion 14.
