Excused from Meeting No members asked to be excused from this meeting. 2. Minutes Minutes of the September 5, 1996 meeting were presented. Moved by Councillor Loewen that we adopt these minutes as circulated. Carried, //j , ' a 3. Call for Post Agenda Items The Reeve called for post agenda items. 4. Adoption of Agenda Moved by Councillor Fabian that we adopt the agenda as amended. Carried. September 19, 1996 Page 153 5. Business from Minutes 6-2 Town of Brooks - Subdivision Regulations - Section 11 The Administrator advised that we have not received a legal opinion on this Section yet. 6-2 Alberta Family & Social Services - Discussion Paper Council perused the Discussion Paper. Moved by Councillor Daniels that we send the questionnaire in as per comments made. Carried. 6. Delegation 1. Staff Sergeant Greg Lynch, Brooks Staff Sergeant Greg Lynch was in attendance at the meeting and presented apologies from Sergeant Jerry Kopp, of Gleichen, who was unable to attend. He reviewed the statistics for the County of Newell. 7 Delegation 1. P.F.R.A. -Rolling Hills Water System Jeff Printz and Ryan Davison, of the P.F.R.A., were in attendance to discuss whether or not they would be able to provide any assistance on a study of the Rolling Hills water system. After a general discussion, it was moved by Councillor Daniels that we obtain the services of the P.F.R.A, to conduct a study on the Rolling Hills water system and up -grade requirements that may be needed. Carried. 8. Correspondence 1. House of Commons - Bill C-302 - Flag of Canada Moved by Councillor Fabian that we send a letter of support for the idea of an Oath (or Pledge) of Allegiance to the Flag of Canada. Carried. September 19, 1996 Page 154 2. A.A.M.D. & C. = LAPP - Private Pension Plan Regulations This matter was presented to Council for information. IV 3. Duchess Agricultural Societv - ReQuest for Dirt A request from the Duchess Agricultural Society for fill dirt was presented to Council. Moved by Councillor Stobbs that we deny this request as the dirt they are referring to at the Duchess Golf Course is being used for road construction and is not suitable for topsoil, and the County needs all the dirt we can obtain for road construction. Carried. Lunch Council recessed for lunch from 12:00 noon - 1:15 p.m. Arrived at Meeting I / � Councillor Baxter arrived at the meeting. 9. Other Business 1. Alberta Labour - Recognized Tradespersons Moved by Councillor Daniels that this item be postponed until the October 10, 1996 meeting. Carried. 2. Reclamation Officers Administration advised Council that we now require two Reclamation Officers as Don Grosfield also resigned from his position. Moved by Councillor Stobbs that we do not replace our Reclamation Officers but monitor the inspections being done by Alberta Environment and, if we feel a representative is required, our Agricultural Service Board Fieldman accompany Alberta Environment on their inspections. Carried. Moved by Councillor Baxter that Administration send a letter to Alberta Environment asking them what their policies are on reclamation. Carried. September 19, 1996 Page 155 3. Organizational Meeting---- October 16, 1996 Administration advised that the Organizational Meeting has been set for October 16, 1996 commencing at 10:00 a.m. 4. Tax Sale Date - December 11, 1996 Moved by Councillor Daniels that the Tax Sale be set for December 11, 1996. Carried. 5. Fuel Tenders Assistant Administrator Alan Martens presented the fuel tenders to Council. Moved by Councillor Fabian that we accept the tender from Anmart Fuels Limited for our diesel clear, diesel marked and unleaded clear. Carried. Duck take Road Tenders `� Alan Martens presented information on the engineering tenders for the Duck Lake Road. Moved � d by Councillor Loewen that the engineering contract for the Duck Lake Road project be awarded to Torchinsky Engineering Ltd. Carried. S.H. 862 Project Alan Martens presented information on the S.H. 862 project and advised that we still have not received approval from Alberta Transportation. He also read a faxed letter from Paul Faminow, of Alberta Transportation. Moved by Councillor Daniels that we send a letter to the Minister of Transportation outlining the problems and concerns on this project, and that we also send a letter to our M.L.A., Dr. Oberg, outlining the concerns and requesting intervention on our behalf. Carried. Moved by Councillor Loewen that we complete the one mile of the S.H. 862 project that we have approval for at this time, and that we continue constructing this road until the clay from the Reuben Paetkau dug -out has been used, as per agreement. Carried. (This is estimated to be from one-half to 'one mile.) September 19, 1996 Page 156 6. Safety Meeting Minutes Administration was instructed to check into the reason why only one set of Department Safety Meeting minutes was submitted to Council. 10. Treasurer's Report Moved by Councillor Berg that we approve the Treasurer's Report for August, 1996. Carried. 11. Committee Reports Munici al Councillor Scheuerman gave this report. A.S.B. No report. Newell Mini -bus Committee Moved by Councillor Loewen that we accept the Newell Mini -bus Transportation Report for August, 1996. Carried. This item is to be placed on the next agenda for further discussion. September 19, 1996 Page 159 Children's Services Councillor Fabian gave this report. 12. Post Agenda Items 1. Patricia School Moved by Councillor Daniels that we advise the Haddington Heritage Park Society that we will give them the insurance proceeds and they will be responsible for repairing the roof and, if additional funds are required, they are to present the County with a budget on capital items and funds required for these projects. Carried. Administration is to advise them of the procedures regarding the Public Reserve Fund. 2. First Response Councillor Daniels presented information and discussion took place an the First Response Program. 3. Disaster Services V11 Councillor Scheuerman presented information regarding an Inter -municipal Disaster Plan. The Disaster Services Committee is to check into this and bring it back to a future meeting. 13. Question Period/Notice of Motion A question period was held.
