Minutes of Council Meeting
July 25, 1996
The regular Council Meeting of the County of Newell No. 4 was held in the County Office at
Brooks, Alberta on Thursday, July 25, 1996 commencing at 10:00 a.m.

In the absence of the Reeve, Deputy Reeve Fabian took the chair.

Moved by Councillor Stobbs that Councillor Douglass be excused from this meeting. Carried.

2. Minutes
Minutes of the July 11, 1996 meeting were presented. Moved by Councillor Harbinson that we
adopt these minutes as circulated. Carried.
Minutes of the Public Hearings (2 sets) of July 11, 1996 were presented. Moved by Councillor
Stobbs that we adopt these minutes as circulated. Carried.
3. Call for Post Agenda Items
The Deputy Reeve called for post agenda items.

4. Adoption of Agenda
Moved by Councillor Loewen that we adopt the agenda as amended. Carried.
5. Tractor Tenders
A.S.B. Fieldman, Steve Wylie, was in attendance and presented a summary of the tractor tenders
received from Evergreen Implements Group A, Watson Farm Supply Ltd., Fortl New Holland, and
Horizon Implements. Moved by Councillor Scheuerman that we accept the tender received from
Ford New Holland on a Ford NH 7740 SLE tractor. Defeated. Moved by Councillor Baxter that
we accept the tender received from Evergreen Implements Group A on a John Deere 6400
tractor. Carried.

7. Correspondence

Program was presented to council. Moved by Councillor Loewen that we submit the following
projects for consideration under the Resource Roads Improvement Program.
Priority #1 - Jo-ann Trucking Road - N of Ptn. NW 10, N of NE 10, N 11 & N 12-19.15.4 -
Construct to an Industrial Standard Gravel Road.
Priority #2 -Duck Lake Road - E 5,8,17,20,29 & 32-23-18-4 -Construct to Secondary Highway
standards.
Moved by Councillor Daniels that this motion be amended by deleting priority #2. Vote on the
amendment. Defeated. Vote on the original motion. Carried.

2. A.A.M.D. & C. -Convention Resolution Process
A letter from the A.A.M.D. & C. regarding the Convention Resolution Process was presented to
council. Moved by Councillor Harbinson that this item be accepted as information. Carried.
3. A.A.M.D. & C. - 1996 Fall Convention
A letter from A.A.M.D.& C. regarding the 1996 Fall Convention was presented to council. All
members of council will be registered for the convention.

There was no other business.
9. Treasurers Report

The treasurer's report for June was presented to council. Moved by Councillor Daniels that we
approve this report. Carried.
10. Cheques for Payment
Moved by Councillor Loewen that cheques #8084.8257, in the amount of $3,162,492.95, be
approved far payment. Carried.

Councillor Loewen gave this report. Councillor Stobbs congratulated members of the 1996
Agricultural Service Board Summer Tour Committee for a job well done. Moved by Councillor
Loewen that a letter on behalf of Council be send to all County and Alberta Agriculture staff
involved with the tour, thanking them far their contribution. Carried.

Councillor Daniels informed council that the Authority has applied for their permit to develop the
landfill.

Councillor Harbinson informed the council that the next meeting of the Urban Fringe Committee
will be held the second Tuesday in September and every month thereafter.

Moved by Councillor Daniels that this meeting be re-scheduled to August 29, 1996 commencing
at 10:00 a.m. Carried.
2. A.A.M.D.& C. I A.U.M.A. -Inter-municipal Co-operation Survey
A letter from A.A.M.D.&.C IA.U.M.A. regarding an Inter-municipal Cooperation Survey was
presented to council. Moved by Councillor Baxter that this item be reviewed at the next council
meeting. Carried.
3. Minister of Agriculture and Agri•Food • Western Grain Marketing Panel
A letter from the Minister of Agriculture and Agri-Food regarding the Western Grain Marketing
Panel including an enclosed executive summary of the panels finding was presented to council.
Moved by Councillor Stobbs that this item be accepted as information. Carried.

~ 4. M.D. of Cypress - R.C.M.P I Special Constable
A letter from the M.D. of Cypress requesting the attendance of county personnel at one of their
future council meetings to discuss how the employment of a Special Constable has helped the
County of Newell was presented to council. Moved by Councillor Baxter that the Reeve and
Special Constable attend a M.D. of Cypress council meeting to discuss this matter. Moved by
Councillor Berg that this motion be amended to include the Public Works Supervisor. Vote on the
amendment. Carried. Vote on the original motion as amended. Carried.
5. Alberta Environmental Protection -Draft Regulation for the proposed new Water Act
A letter from Alberta environmental Protection enclosing draft regulations for the proposed new
water act was presented to council. Moved by Councillor Loewen that we accept this item as
information. Carried.
