Excused from Meeting There were no members that asked to be excused from this meeting. 2. Minutes Minutes of the November 9, 1995 meeting were presented. Moved by Councillor Berg that we . ~ , adopt these minutes as circulated. Carried. .... 3. Call for Post Agenda Items The Reeve called for post agenda items. Business from Minutes 7-3 Patricia School This item remained tabled. 7.4 A.A.M.D. & C. -Discussion Paper -Business Tax on Agriculture Arrived at Meeting Councillor Scheuerman arrived at 10:13 a.m. Moved by Councillor Fabian that we send a letter to the A.A.M.D. & C. regarding their Discussion ./~~/f Paper and questionnaires advising them that, because we object to taxation on agriculture and J/~" ~'~ agriculture operations, we consider these three questions irrelevant. Carried. 6. Delegation 1. Nick Salonka -Street & Fine Nick Salonka was in attendance at the meeting to appeal the 5500.00 fine for non-adherence to the stop order issued by our Development Control Officer. Moved by Councillor Loewen that we up-hold the decision and the fine for the non-compliance of the stop order. Carried. Business from Minutes (Cont'd.) 6-1 Garv Hankins -Purchase of Street at Cassils Administration advised Council that she is obtaining more information on this matter. 11-7 Business Licence This item remained tabled. Novemher 23, 1995 Page 202 7. Correspondence 1. Pitch-in Alberta -Donation A letter from Pitch-in Alberta requesting a donation was presented to Council. Moved by Councillor Fabian that we accept this letter as in#ormation. 2. Premier of Alberta - Payment of School Requisition A letter from the Premier of Alberta, in reply to our October 12, 1995 letter regarding the payment of school requisitions, was presented to Council. Moved by Councillor Loewen that we accept this letter as information. Carried. 8. Treasurer's Report The Treasurer's Report for October was presented to Council. Moved by Councillor Fabian that we approve this report. Carried. 9. Other Business 1. Ethel Bahler - 1994 Mobile Home Licence Fee Administration presented information on an outstanding balance on the 1994 mobile home licence ~~ t fee for Ethel Bahler and advised that it had been sent to the lawyer for collection but the full amount has not been received. Moved by Councillor Fabian that we write off the balance of 551.51 for the outstanding balance of Ethel Bahler's mobile home licence fee. Road Ban Committee No report. Municipal Development Plan Committee No report. 11. Post Agenda Items 1. By-law 1162-95 -Speed Limits By-law 1162-95, being a By-law to set speed limits in the County, was presented to Council. Moved by Councillor Stobbs that By-law 1162-95 receive first reading. Carried. Moved by Councillor Scheuerman that By-law 1162-95 receive second reading. Carried. ~ .... Moved by Councillor Loewen that By-law 1162.95 be given consent of Council for third and final reading. Carried Unanimously. Moved by Councillor Berg that By-law 1162-95 receive third and final reading. Carried. 2. Landfill Supervisor's Contract -January to December Administration advised that the Landfill Supervisor's Contracts are up for renewal as of December 31, 1995. Moved by Councillor Daniels that we write to the present Contract holders advising them that, if they are in agreement, we are prepared to renew their Contracts for another year, with the exception of the Rosemary Landfill Contract. Carried. November 23, 1995 Page 206 3. Rental of Basement Office Space to Pensionfund Administration advised that the Contract for rental of the basement office space is up commencing February 1, 1996. Moved by Councillor Berg that we advise Pensionfund that we are prepared to renew this Contract for a further year. Carried. 4. Requisitions Discussion took place on the groups requisitioning the County of Newell. 5. S.T.A.R.S. Councillor Baksa reported on a meeting she attended in Calgary and presented the County with a picture she had received from S.T.A.R.S. 6. Convention Highlights The Reeve and the Councillors, who were in attendance at the Convention, gave a report on the highlights from the Convention. .~~~ ., 7. Bow River Quality Reeve Douglass advised that a meeting is being held, in Brooks, on December 6th at 6:30 p.m. regarding the quality of the Bow River. 8. Governor General Award Reeve Douglass presented information to Council on a new Governor General's Award. In Camera Moved by Councillor Baxter that we move into camera. Carried. Rearesentative on Newell Foundation Moved by Councillor Scheuerman that we advise the Newell Foundation that we wish to have a Ministerial Order changed to allow the County of Newell to have one elected representative and one member appointed at•large on the Newell Foundation Board.
