Minutes of a Special Council Meeting
May 16, 1995
A special Council Meeting of the County of Newell No. 4 was held in the County Office at
Brooks, Alberta on Tuesday, May 16, 1995 commencing at 1:00 p.m. This meeting was held
regarding the S.H. 873 Infrastructure Project.

The Chairman called the meeting to order.
Excused from Meeting
Moved by Councillor Stobbs that we excuse Councillors Berg & Daniels from this meeting.

Gordon Couldwell & Andy Banek, from Torchinsky Engineering, and Blair Peacock, from Alberta
Transportation & Utilities, were in attendance at this meeting.
Gordon Couldwell explained methods for re-tendering and used overheads to provide additional
information.

After discussion, it was moved by Councillor Baxter that we re-tender for the S.H. 873 Project
with an 11-metre top and that this re-tendering be done as soon as possible.
Recess
The meeting recessed from 2:25 - 2:35 p.m.
Councillor Scheuerman asked for a recorded vote. Those in favour of the motion - Councillors
Douglass, Fabian, Loewen, Baxter & Stobbs. Those against the motion Councillors Barg,
Scheuerman &Rommens. Vote on the motion • Carried.
Excused from Meetinn
Reeve Rommens asked to be excused from the meeting at 3:00 p.m.
Deputy Reeve Barg took the chair.
Further discussion took place.
Reeve Rommens returned to the meeting at 3:05 p.m. and took the chair.

Recess
The meeting recessed from 3:08 - 3:12 p.m.
Reeve Rommens returned to the meeting at 3:12 p.m. and took over the chair.
Reeve Rommens advised that additional information had been received from the M.L.A. advising
that we could go to the 11.8-metre top, with funding available from Alberta Transportation &
Utilities.
Moved by Councillor Barg that we rescind the previous motion made by Councillor Baxter
regarding the 11-metre top. Councillor Douglass asked for a recorded vote. Those in favour of
the motion -Councillors Barg, Loewen, Stobbs, Scheuerman &Rommens. Those against the
motion -Councillors Douglass, Fabian & Baxter. Vote on the motion -Carried.
Moved by Councillor Scheuerman that we re-tender with the 11.8-metre top and other changes
to the tender as approved by Alberta Transportation & Utilities. Councillor Baxter asked for a
recorded vote. Those in #avour of the motion -Councillors Barg, Loewen, Stobbs, Scheuerman
& Rommens. Those against the motion -Councillors Douglass, Fabian & Baxter. Vote on the
motion -Carried.
Adjourn
Moved by Councillor Stobbs that the meeting adjourn at 3:36 p.m. Carried.
