Minutes of a Special Council Meeting
May 1, 1995
A special Council Meeting of the County of Newell No. 4 was held in the County Office at
Brooks, Alberta on Monday, May 1, 1995 commencing at 10:00 a.m. This meeting was held
regarding the S.H. 873 Infrastructure Project.

Moved by Councillor Douglass that we move into camera. Carried.
Moved by Councillor Berg that we move out of camera. Carried.
During the In Camera session, Blair Peacock, of Alberta Transportation & Utilities, and Gordon
Couldwell & Steve Banek, of Torchinsky Engineering, were in attendance and provided information
on the S.H. 873 Infrastructure Project.

Moved by Councillor Barg that the S.H. 873 widening and overlay project contract he awarded
to the lowest bidder, South Rock Ltd., subject to the following: the project being completed with
an 11.8 metre finished surface; the ditch depth being constructed as shallow as possible and to
yet still provide adequate drainage; the County supplying the gravel source; the project cost being
decreased to reflect the changes in the ditch depth and the gravel source; and to receiving
approval from Alberta Transportation & Utilities. Additional funds required for the project are
to come from the Municipal Surplus to a maximum amount as presented. Councillor Oouglass
requested a recorded vote. Voting for the motion • Councillors Daniels, Berg, Rommens, Loewen,
Scheuerman, Douglass & Barg. Voting against the motion -Councillor Baxter. Vote on the
motion -Carried.
Moved by Councillor Daniels that the County supply the gravel source for the S.H. 873
Infrastructure Project at SO.SOltonne and that the top soil and overburden be stockpiled. Carried.
Adjourn
Moved by Councillor Daniels that the meeting adjourn at 2:30 p.m. Carried.
