County of Newell No. 4 Minutes of Council Meeting June 23, 1994 The regular Council Meeting of the County of Newell #4 was held in the County Office at Brooks, Alberta on Thursday, June 23, 1994 commencing at 10:00 a.m. Members Present Reeve M. Excused from Meeting ~°~ All members were present at the meeting. 2. Minutes Minutes of the June 9, 1994 meeting were presented. Moved by Councillor Rommens that we approve these minutes as circulated. Carried. Minutes of the June 9, 1994 Public Hearing were presented. Moved by Councillor Barg that we approve these minutes as circulated. Carried. Minutes of the June 14, 1994 Special Council Meeting were presented. Moved 6y Councillor Berg that we approve these minutes as circulated. Carried. 3. Call for Post Agenda Items The Chairman called for post agenda items. June 23, 1994 Page 91 ~~ .~ 4. ~~'~ Business from Minutes Moved by Councillor Fabian that we reconsider Item 5. 8-1 on Page 83 of the June 9, 1994 meeting as this motion is not representative of responsible .governance nor is it reflective of equitable treatment of the County ratepayers in to-to. Vote on the motion -Last. 12-4 Nuisance Grounds ~~ The Administrator gave a report on the nuisance grounds and, in particular, the problems with space at the Patricia nuisance grounds. After discussion, it was moved by Councillor Rommens that the Landfill Committee investigate the possibility of rectifying the situation at the Patricia landfill site. Carried. 12-8 Uacant Committee Positions The Administrator advised Council of the positions left vacant with the resignation of Robert Burton. Moved by Councillor Barg that we appoint Councillor Scheuerman to the Newell Regional Solid Waste Management Authority as alternate, and that Councillor Daniels be the original representative. Carried. Business from Minutes of Special Council Meeting 1. ~-law 1105.94 Moved by Councillor Loewen that By-law 1105-94 receive third and final reading. Carried. 2. By-law 1106-94 Moved by Councillor Scheuerman that By-law 1106-94 receive third and final reading. Moved by Councillor Baxter that a recorded vote be taken. Moved by Councillor Daniels that we table this reading. Vote on the motion -Lost. A.A.M.D. & C. -Topics for Fall Convention The Administrator was instructed to advise the A.A.M.D. & C. that we would like to have the Planning Service Procedures as a possible subject. The second item was possibly a speaker on the 911 number. 2. Alberta Municipal Affairs - EP & PL Assessment Fee -~ The Administrator presented an invoice from Alberta Municipal Affairs for the EP & PL Assessment Fee for 1994. Moved by Councillor Baxter that we pay the invoice in the amount of 520,334.03. Carried. 3. City of Wetaskiwin -Franchise Agreement - TransAlta After discussion, it was moved by Councillor Rommens that we advise the City of Wetaskiwin that the County of Newell is not interested in participating in a Franchise Agreement. -°°~ 4. Anderson Farms -Road Closure - E of 25 & SE 36-15-14-4 Moved by Councillor Daniels that we approve the closure and leasing of this portion of road ~'t allowance and proceed with the necessary advertising. Carried. ~^ By-law 1107-94 Moved by Councillor Daniels that By-law 1107-94, being a By-law for the closure and leasing of that portion of road allowance E of 25 & SE 36-15-14-4, receive first reading. Carried. Moved by Councillor Barg that By-law 1107-94 receive second reading. Carried. 6. Other Business 1. Appointment of Returning Officer Moved by Councillor Loewen that we appoint Alan Martens as Returning Officer for the up- coming by-election in Division 4. Carried. June 23, 1994 Page 93 2. Treasurer's Report Moved by Councillor Barg that the Treasurer's Report for May be approved. Carried. 9. Post Aoenda Items ~°~ .~ 1. Rolling Hills Golf Club " Dale Patterson was in attendance at the meeting to present the Golf Club's concerns regarding the additional maintenance charges on the sewer system and the charges for the up-coming sewer local improvement. After discussion, it was moved by Councillor Daniels that the County pick up the costs for the additional maintenance charges billed to the Rolling Hills Golf & Country ~'` Club for the balance of the years left in this ten-year Agreement, or to the termination of this Agreement, and also that the County be responsible for any local improvement costs incurred on these lots for the same period of time. The lots involved are attached. Carried. 2. Alberta Public Safety Services -Volunteer Weather Watchers The Administrator is to provide Councillors with registration forms for interested individuals. June 23, 1994 Page 97 3. Shop Inventory Moved by Councillor Daniels that an inventory 6e taken prior to September 1, 1994 of all repair items used solely for school vehicle repairs, that these items be charged to the Baard of Education, and that billing from this inventory date forward for Oepartment of Education vehicles be charged totally to the Department of Education. Carried. 4. Local Road Traffic Count Councillor Scheuerman presented information on requests regarding local road traffic counts.
