Minutes of Council Meeting
September 23, 1993
The regular Council Meeting of the County of Newell #4 was held in the County Office at
Brooks, Alberta on Thursday, September 23, 1993 commencing at 10:00 a.m.

All members were in attendance at this meeting.
2. Minutes
,_,, Minutes of the September 9, 1993 meeting were presented. Moved by Councillor Barg that we
~~ , ~ approve these minutes subject to questioning. Carried.
3. Business from Minutes
4.1 VanOirschot -Waiver of Setback
This item remained tabled.

9-8 Organizational Meeting -Appointment Procedures & Review of Committee List
Moved by Councillor Fabian that we delete the Drainage Committee from our list of Committees.
Carried.
After the review of the Committee list, it was decided that the procedures for these Committees
would remain the same as in the previous year.
4. Correspondence
1. Southeast Alberta Regional Planning Commission - Proiect Planning
Letter from the Southeast Alberta Regional Planning Commission asking the County to provide
them with any projects planned for the 1994195 Budget Year was presented. Moved by
Councillor Fabian that we advise the Southeast Alberta Regional Planning Commission that we
have no major projects planned for this time frame. Carried.
2. A.A.M.D. & C. - Survey
Letter from Larry Goodhope, of the A.A.M.D. & C., regarding a draft survey questionnaire was
read to Council for information.
5. Cheques for Payment
Moved by Councillor Rommens that we approve Cheques #9845-9876, 9879-9993 & 125-167,
in the amount of 5482,876.24, for payment. Carried.
6. Other Business
1. Canadian Western Natural Gas - SE 36.18-15-4 -Waiver of Set-back
Moved by Councillor Rommens that we waive the 40 metre set-back at the above-noted location
but advise Canadian Western Natural Gas that, if any future road widening should take place, the
moving of this line wi11 be at their expense. Carried.

2. Springside Hutterite -Road Closure - 21-13-4 & 22-13-4
Letter #rom Springside Hutterian Brethren was presented to Council requesting to have the road
allowances closed and sold to them at the following locations: between Sections 15 & 16, 21
& 22, 27 & 28 and 33 & 34-21-13-4 and between Sections 3 & 4-22-13.4. After discussion,
it was moved by Councillor Loewen that we advise Springside Hutterian Brethren that we do not
wish to close and sell these road allowances. Carried.
Superintendent Clayton Allan, Duchess School Trustee J. Godfrey, and Administrative Assistant
L. Woods, attended the meeting at this time.

Moved by Councillor Burton that we move out of camera. Carried.
3. Bill 41 -Regional School Board
Moved by Councillor Berg that Administration, on behalf of County Council, send a letter to the
f -, Honorable Halvar Johnson, with a copy to the area M.L.A., indicating that our Board of Education
is holding meetings to discuss various organizational alternatives with the Aqueduct R.C.S.S.D.
#374 and the Brooks S.D. #2092. Carried.

Moved by Councillor Daniels that Councillor Fabian be excused from the meeting at 1:30 p.m.

4. Procknow -Road - E 14-18-15-4
Moved by Councillor Barg that this item be put on the next Municipal Agenda along with a
review of construction procedures for local roads. Carried.

8. Post Agenda Items
1. Retirement - Mr. Leon Root
Letter advising Council that Mr. Leon Root, Assistant Deputy Minister, Regional Transportation,
has retired and a Retirement Dinner will be held on October 28, 1993 in Edmonton for those who
wish to attend was presented to Council. Moved by Councillor Rommens that Councillor Fabian
attend this Retirement Dinner on behalf of the County. Carried.

2. S.H. 542 -Material & Drainage
After discussion on S.H. 542, it was moved by Councillor Baxter that we approve the payment
for materials required to build this secondary highway. Carried.
Moved by Councillor Baxter that we lift 'Business from the Minutes' Item 4.1 from the table.
Carried.
Moved by Councillor Baxter that the P.W. Supervisor be given permission to negotiate with
~;~ , ~ landowners regarding the purchase of land required for drainage along S.H. 542. Carried.
Moved by Councillor Barg that 'Business from the Minutes' Item 4.1 be #abied. Carried.

3. Chamber of Commerce
Council was advised that the Bassano Chamber of Commerce will be holding their Annual Meeting
on October 6, 1993 at 7:30 p.m.
