Excused from Meeting All members of Council were in attendance at this meeting. 2. Minutes Minutes of the April 8, 1993 meeting were presented. Moved by Councillor Barg that we adopt these minutes as presented. Carried. 3. In Camera Moved by Councillor Barg that we move into camera. Carried. ` ,f~ .... ~~ •-. Moved by Councillor Loewen that we move out of camera. Carried. Lunch Council recessed for lunch from 12:00 to 1:30 p.m. Moved by Councillor Fabian that we move into camera. Carried. Moved by Councillor Berg that we move out of camera. Carried. 4. Business from Minutes _, 4.4 Lake Newell Economic Development Authority • Membership This item remained tabled. April 22, 1993 Page 46 4.5 Town of Brooks • Toxic Waste Roundup Further discussion took place on the motion that was approved at the last Council Meeting and it was agreed that this item be placed in the budget. 10.1 Environmental Committee Further discussion took place on the motion that was approved at the last Council Meeting and it was agreed that this item be placed in the budget. 5. Treasurer's Report Moved by Councillor Fabian that we accept the Treasurer's Report for the month of March, 1993. Carried. 6. Correspondence 1. Parliamentary Reform Study Letters from the A.A.M.D. & C. and the Legislative Assembly concerning the Parliamentary Reform Committee and the review that is being made, was presented to Council and was ordered filed. 2. United Livestock Svstems -Feedlots Letter from United Livestock Systems concerning the slurry storage systems, which their company supplies and erects, was presented to Council and ordered filed. /~ 3. Southeastern Alberta Health Unit • Water Reports Water reports from the various Hamlets were presented to Council for information. 4. Linda Ohama -Thank You A thank you letter from Linda Ohama to the County for sponsorship of "The Last Harvest" was presented to Council for information. 5. Village of Rosemary -Landfill Operation Letter from the Village of Rosemary concerning the expenses on the operation of the Rosemary landfill was presented. This letter was referred to Councillor Scheuerman for further study. 7. Committee Reports Munici al Councillor Scheuerman gave this report and also reported on road bans. Councillor Burton reported on the heavy use of a gravel road by a certain company and suggested that a letter be sent to the Company concerned. Moved by Councillor Baxter that a letter be sent indicating April 22, 1993 Page 47 Council's concern regarding the use of this gravel road and also point out that the County may put a road ban on this particular road, if necessary. Carried. Board of Education -,. Councillor Berg gave this report and reported that a Strategic Planning Meeting will be held on Monday, April 26, 1993. A.S.B. Councillor Burton gave this report and advised that funding has been received regarding the C.A.E.S.A. Grant and the Soil Conservation Grant. He also advised that the budget has been reviewed and is ready for presentation to Council. Brooks Health Centre No report. jY. A.. _,~ Bassano Hospital No report. Southeastern Alberta Health Unit Councillor Fabian gave this report indicating that discussions have been carried out on salaries and budget. Senior Citizens' Home No report. Municipal Salary Negotiating Committee No report. S.E.A.R.P.C. Councillor Barg gave this report and advised that the Regional Plan will be presented for adoption on May 25, 1993. Airport Commission No report. Disaster Services No report. April 22, 1993 Page 48 Municipal Library Board Councillor Douglass gave a general report on the library- operation. Foothills Little Bow Association No report. Shop Committee No report. Municipal Budget Committee No report. M.P.C. No report. D.A.B. No report. Ambulance Advisory Committee ~/ / ~ No report. ... . Municipal Policv Handbook Committee No report. Drainage Advisory Committee No report. County Tourism Committee No report. Re Tonal Landfill Steerin Committee Councillor Burton gave this report and advised that tenders are now being reviewed for site location. April 22, 1993 Page 49 Urban Fringe Committee No report. Newell Minibus Committee The monthly report was filed for the Mini-bus. Town of Brooks Environmental Advisory Committee Councillor Daniels reported on this item and advised that a grant has been received in the amount of 5500.00. Duchess Landfill - Ad Hoc Committee Councillor Scheuerman gave an update on this Committee and the proposed transfer site at this location. 8. Other Business 1. Piaeline Road Crossing Agreement A review was made of this Agreement and no further changes were made at this time. 2. Road Closing By-law 1066.92 • NE 8.17-16.4 ~ The Administrator advised that Ministerial Approval has now been received for this Bylaw. Moved by Councillor Burton that Bylaw 1066.92 receive third and final reading. Carried. 3. General Assessment The Administrator gave a short report on the activities being carried out regarding the General Assessment. 4. Municipal Buffet Discussion took place regarding the Municipal Budget. Council was advised that copies of the budget, at this point in time, will be forwarded to them. Possibly, further discussion could take place on May 10th following the Municipal Committee Meeting with final presentation for approval on May 20th. 5. Patricia Water System • Tenders Tenders for engineering on the proposed Patricia Water System were received from Bromley Engineering and UMA. After discussion and review, it was moved by Councillor Scheuerman that we accept the tender from Bromley Engineering Ltd., subject to final approval -from Alberta Environment. Carried. April 22, 1993 Page 50 9. Post Agenda Items 1. Environmental Impact Study on Lake Newell Project • Jager This subject was brought up for discussion, with drainage of the sewer system being a concern of some of the Council members. Moved by Councillor Barg that we send a letter to Jager Development indicating our concerns regarding the drainage and storm sewers. Carried. 2. Rolling Hills Landfill • Signage & Operation Discussion took place regarding this item. Moved by Councillor Rommens that Councillor Daniels be authorized to work with the A.S.B. and P.W. Department, as per our present Policy, to review the operation of the Rolling Hills Landfill Site and, also, for improvement in the signing of the area. Carried. 10. Appointment of County Administrator Moved by Councillor Berg that we approve the appointment of Marlene Bowen to the position of County Administrator, to take effect approximately November 1, 1993, as per conditions and terms as negotiated and agreed to this date. Carried. The necessary appointment Bylaw, job description and contract will be processed at a later date and be presented to Council for review. Assistant County Administrator Moved by Councillor Loewen that we proceed immediately with advertising for an Assistant County Administrator and that this position be filled as soon as possible.
