HomeMy WebLinkAbout1991-12-19 Council (Regular) MinutesCounty of Newell No. 4 Minutes of the Council Meeting December 19, 1991 The regular Council Meeting of the County of Newell No. 4 was held in the County Office at Brooks, AB on Thursday, December 19, 1991 commencing at 10:00 a.m. Members Present Reeve Councillors Administrator F. Excused from Meeting All members of Council were in attendance at this meeting. 2. Minutes Minutes of the December 5, 1991 Council Meeting were presented. Moved by Councillor Wallace that we adopt these minutes as circulated. Carried. Minutes of the Special Council Meeting of December 10, 1991 were presented. Moved by Councillor Wallace that we accept these minutes as circulated. Carried. 3. Business from Minutes 6- Regional Economic Development Strategy Committee - Up-date Reeve Workes and Councillor Conners presented information to the Council on the Regional Economic Development Strategy Committee. `J After discussion it was moved by Councillor Conners that we invite Mr. Dave Hill, of the E.I.D., to our January 9, 1992 meeting to present further information in regard to funding of this project. Carried. 8-5 Foothills Pipeline Road - Up-date The Administrator presented a letter to Council from Brownlee and Fryett which sets out the proposals from the County of Newell to Foothills Pipeline Ltd. for development and maintenance of the particular road in question. After discussion on this matter it was moved by Councillor Wallace that we approve the proposed letter as presented and have our solicitors forward this letter to Foothills Pipeline Ltd. Carried. 4-5 Tourism Signs - Insurance Information was presented to Council in regard to the deductible clause of this policy. 9-1 Town of Brooks - Landfill Site The Administrator presented a report to the Council in regard to the landfill operations within the County of Newell and the request from the Town of Brooks for the County's contribution to the Brooks Landfill Site. After lengthy discussion on this item, it was moved by Councillor Bulger that this item be referred to the County Landfill Committee for further review and recommendation to Council. Carried. Page 99 Dec. 19/91 4. Correspondence 1. Minister of Municipal Affairs - Cabinet Tour A letter from the Minister of Municipal Affairs thanking the County for their participation in the Cabinet Tour was presented, and ordered filed. 2. Brooks Health Centre - 1992 Ambulance Requisition The 1992 Ambulance requisition was presented to Council, along with the proposed budget. After discussion on this requisition, it was then moved by Councillor Fabian that we accept the 1992 Ambulance Budget in the amount of $86,306.08. Carried. 3. Brooks Health Centre - Ambulance Agreement The new agreement which now includes the Villages of Tilley, Duchess, and Rosemary was presented, and it was moved by Councillor Fabian that we accept this new agreement. Carried. 4. Bruce Christensen - Lease Pt. Sec. 29-16-16-4 The Administrator advised that the present lease on this property will expire on December 31, 1991 and Mr. Christensen has indicated that he would like to renew this lease. After further discussion it was moved by Councillor Nelson that this grazing lease be advertised for bids for the year 1992. Carried. 5. Bill Montour - Mobile Home Licence Quarterly Payments A request from Mr. Montour for quarterly payments of his mobile home licence for 1992 was presented. It was moved by Councillor Douglass that we approve this request. Carried. . . 6. Brooks Gymnastics Club - Road Sign ~ ~ An application from the Brooks Gymnastics Club for installation of a road sign was presented and it was then moved by Councillor Conners that we approve the Brooks Gymnastics Club request for the installation of a road sign. Carried. 7. A.A.M.D. & C. - Notice of Motion - Spring Convention A notice of motion indicating a proposal on charging of annual membership fees was presented to Council for information. 8. A.A.M.D. & C. - Special Liabilit Intervention Defence Fund Information was presented to Council on this item. 9. Southeastern Alberta Health Unit - Water Reports Water reports from various hamlets were presented, all being satisfactory. 5. Delegation Ken Matisz - Bank of Nova Scotia - Penalties on Taxes Mr. Ken Matisz, of the Bank of Nova Scotia, made a presentation in regard to the penalties charged to tax accounts which are held by them under the mortgage agreement. After further discussion ~~ on this item, it was moved by Councillor Well that the Administrator ~ research this item further and report back to Council. Carried. r 6. In Camera Moved by Councillor Conners that we move into camera. Carried. Moved by Councillor Wells that we move out of camera. Carried. Page 100 Dec. 19/91 Moved by Councillor Wells that the Policy Committee be instructed to review the policy concerning Councillor fees etc., and that this be presented back to Council for further consideration. Carried. Moved by Councillor Conners that the Policy Committee review the present Nepotism Policy of the County Council, and further, that they obtain legal opinion on the present policy. Carried. UMA Engineering Ltd. Members of UMA Engineering Ltd. attended the meeting and thanked the Council for the work that was made available to them during the past year. They also indicated that at a later date, they would like to discuss our 1992 Road Program when this information is available. Lunch Council recessed for lunch from 12:00 - 1:30 p.m. Excused from Meeting Moved by Councillor Douglass that we excuse Councillors Wallace, and Fabian from this meeting. Carried. 7. Other Business 1. By-law to Adopt Previous Year's Assessment Moved by Councillor Wells that By-law ~~1045-91, being a By-law to Adopt the Previous Year's Assessment, plus any Annual Assessments that are carried out, for the year 1992 receive first reading. Carried. . . /' Moved by Councillor Douglass that By-law ~k1045-91 receive second reading. Carried. Moved by Councillor Henderson that consent of Council be given for third and final reading of By-law ~~1045-91. Carried unanimously Moved by Councillor Scheuerman that By-Law ~~1045-91 receive third and final reading. Carried. 2. Office Caretaking Contract Information was presented to the Council in regard to this contract and the bid received for the renewal of this contract from the present contractors. After further discussion on this item, it was moved by Councillor Wells that the Administrator offer the same contract and dollar amounts for the caretaking services of the County office for 1992, and that no increases be recommended. Carried. 8. Post Agenda Items The report on the Cecil Pit Haul Road to ~~l Hwy. was presented at the beginning of the meeting by the Public Works Supervisor, with Council giving general approval to Alberta Transportation to use this gravel haul road. Other Business (Cont'd) 3. Purchase of New Computer Printer The Administrator advised that the present printer, which has been in use since 1982, has broken down and giving considerable problem in its operation. As such, he recommended that a new printer be purchased at the earliest possible date. After further discussion on this item, it was moved by Councillor Bulger that Page 101 Dec. 19/91 we approve the purchase of a new printer for the computer. The estimated cost of $8,500., and that these funds be taken from the capital reserve account. Carried. 9. Information Items The following information items were presented to Council: 1.
