HomeMy WebLinkAbout1991-08-22 Council (Regular) MinutesCounty of Newell No. 4 Minutes of the Council Meeting August 22, 1991 The regular Council Meeting of the County of Newell No. 4 was held in the County Office at Brooks, Alberta on Thursday, August 22, 1991 commencing at 10:00 a.m. Members Present Reeve Councillors Assist. Excused from Meeting No requests were received from members wishing to be excused. 2. Minutes Minutes of the August 8, 1991 meeting were presented to Council. Moved by Councillor Douglass that we adopt these minutes as circulated. Carried. 3. Minutes of Public Hearing Minutes of the August 8, 1991 Public Hearing were presented to Council. Moved by Councillor Henderson that we adopt these ~ minutes as circulated. Carried. 4. Business from Minutes 4-1 A.A.M.D. & C. - "Alberta in a New Canada" Replies to the questionnaire from individual Councillors were presented to the Administration to forward to the Association. 7-2 Shell & Imperial Oil - Unsightly Propert The Assistant Administrator and Councillor Wells reported on these properties. The Shell property has been cleaned up and the two excavations have been re-fenced. The Imperial Oil property remains the same as reported at the last meeting. The Assistant Administrator is to advise the A.S.B. Fieldman to carry on under the Weed Act for clean-up of these weeds. 10-1 Ambulance Service Act Drafts ~~1 - 4 were discussed with no responses required. Drafts ~~5, 6 & 7 are to be brought back at the next meeting. The E.M.T. regulations are also to be brought back to the next meeting for discussion. 10-2 Alberta Environmental Protection & Enhancement Act Council requested more time to study this Act, therefore it will be brought back at the next meeting for discussion. Page 54 Aug. 22/91 10-3 Disqualification: Family Violence Offences This was discussed and ordered filed. 12-2 Funding - 1992 Summer Games Moved by Councillor Douglass that we lift this item from the table. Carried. After discussion on the Town of Brooks request for funding for the 1992 Summer Games t-shirts, it was moved by Councillor Nelson that we approve the donation of $1000.00 towards these t-shirts. Carried. Moved by Councillor Bulger that if additional funds are required, we approve a minimum charge to participants for these t-shirts. Carried. 5. Correspondence 1. S.E.A.R.P.C. -Municipal Planning Work -April 1/92 -March 31/93 Letter from the South East Alberta Regional Planning Commission asking Council if they are aware of any major projects they wish the Commission to undertake for them during this fiscal year. After discussion on this, it was noted that at the present time Council is unaware of any major projects. 2. Town of Brooks - Annual Toxic Waste Round-u Letter from the Town of Brooks requesting funding to assist in off-setting costs for their Annual Toxic Waste Round-up was presented to Council. Moved by Councillor Conners that we advise the Town of Brooks that we support the Annual Toxic Waste Round-up but we wish to have more information on the cost of this project ~~~~ before committing any funds. Carried. ~' 3. TransAlta Utilities - Electrical Distribution Extension Rolling Hills - Pioneer Crescent Letter from TransAlta Utilities Corporation advising of the costs for electrical distribution to Pioneer Crescent in Rolling Hills was presented to Council. Moved by Councillor Wallace that we approve the cost for the extension of this system and the cost of the two street light installations. Carried. 4. Southeastern Alberta Health Unit - Water Reports Water reports from the various Hamlets were presented to Council for information. 5. West Edmonton Reprographics - Landsat mapping Request from West Edmonton Reprographics for permission to obtain and use necessary components for a map for the Department of Agriculture Conservation Branch was presented to Council. Moved by Councillor Wells that we approve this request. Carried. 6. Jubilee Insurance - Auto Insurance The Assistant Administrator advised that the Auto Policy for September, 1991 to September, 1992 has increased on trucks under 1 ton by 20% and on vehicles over 1 ton in some instances up to 50%. Committee Reports Municipal a) Road Use -Between Secs. 17 & 18, 19 & 20, 29 & 30, 31 & 32-24-17-4 A request from Ridgeland Hutterian Brethren to grade sections of the road allowance between Secs. 17 & 18, 19 & 20, 29 & 30 and 31 & 32-24-17-4 to enable them to haul grain over this road allowance was presented to Council. Moved by Councillor Scheuerman that we approve the request for minor development where necessary to enable travel on this road allowance. Road Closing By-law 1026-91 The Assistant Administrator advised that the Minister of Transportation & Utilities has approved this closure and this By-law now requires third reading. Moved by Councillor Nelson that By-law 1026-91 receive third reading. Carried. 2. Road Closing By-law 1029-91 The Assistant Administrator advised that the Minister of Transportation & Utilities teas approved this closure and this By-law now requires third reading. Moved by Councillor Scheuerman that By-law 1029-91 receive third reading. Carried. 3. Texas Gate Installation - SW 3-21-16-4 By-.law 1041-91 An application for Texas Gate Installation by Henry Kasdorf, of Rosemary, was presented to Council. Moved by Councillor Henderson that By-law 1041-91, being a By-law to approve the installation of a Texas Gate in the SW 3-21-16-4, receive first reading. Carried. Moved by Councillor Fabian that By-law 1041-91 receive second reading. Carried. Moved by Councillor Douglass that By-law 1041-91 receive consent of Council for third and final reading. Carried Unanimously. Moved by Councillor Wallace that By-law 1041-91 receive third and final reading. Carried. ~~~ 4. Patricia Water System - Report Councillor Conners reported on a meeting with Associated Engineering on August 21st and advised that the reservoir needs to be cleaned out. Moved by Councillor Conners that we proceed with individual quotes for the cleaning of this reservoir. Carried. 5. Tourism Sign - Turn-out Discussion took place on the turn-out for the Tourism Sign to be located on Highway 561. Moved by Councillor Conners that Councillors Douglass & Bulger supply Administration with the exact location of the desired turn-out and that we then request permission from Alberta Transportation to have this turn-out at the location indicated. Carried. 6. Oil on County Roads A request from R. Milne to oil a portion of the County road North of 32-23-15-4 was presented to Council. Moved by Councillor Douglass that we approve this request subject to the application of this oil being supervised by our P.W. Supervisor. Carried. 8. Treasurer's Report The Treasurer's Report to July 31, 1991 was presented to Council. Moved by Councillor Fabian that we approve this report subject to questioning. Carried. Page 58 Aug. 22/91 9. Pitch-in Alberta Letter from Pitch-in Alberta thanking the County for participating in Pitch-in Week was presented to Council. 2. Foothills Little Bow Association Meeting - September 23, 1991 Letter from Foothills Little Bow Association advising Council of a meeting on September 23, 1991 at Swen Erickson's Family Restaurant, in Lethbridge, was presented to Council for information. 3. A.A.M.D. & C. - 1991 Fall Convention Information on the 1991 Fall Convention was presented to Council. 11. Adjourn Moved by Councillor Fabian that the meeting adjourn at 12:10 p.m. Carried.
