Minutes Plinutes of the April 11, 1991 Council Meeting were presented. Moved by Councillor Douglass that we adopt these minutes as circulated. Carried. ~~ r Minutes of the Public Hearing of April 11, 1991 were presented. Moved by Councillor Wells that we adopt these minutes as circu- lated. Carried. 3. Business from Minutes 4-13 Vibrook Vacuum Septic Service - Renewal of Contract No report. 4-0 Patricia Water System An up-date was given on this project. 0- Rainier Water Svstem No report. 4-4 Town of Brooks - Summer Games - Grant & Financial Report The Administrator advised that Mr. Doug Harker, of Alberta Recreation, stated that our application for this Grant, to be used for the purchase of T-shirts, would not be approved as it does not meet the conditions of the particular Grant. The Administrator also advised that the information as requested on the Summer Games Financial Report has not been received at this time. Moved by Councillor Nelson that the County donate $1000.00 towards the purchase of T-shirts for the Summer Games for all County of Newell participants. Carried. 4-8 TransAlta - Hamlet Street Lights Further information was presented to Council in regard to the change-over of present street lights to high-pressure sodium lights. Moved by Councillor Conners that we approve the change- over of the Hamlet street lights as requested by TransAlta Utilities. Carried. Page 41 April 25/91 4-14 A.A.M.D. & C. - Ambulance Services Act Further discussion took place on this new Act and regulations. Moved by Councillor Conners that we obtain more information in regard to the establishment of separate Ambulance Boards. Carried. Councillor Bulger indicated that she will obtain this information and report back to Council. 11-7 E.R.C.B. The Administrator advised that a member from the E.R.C.B. will be attending our next Council Meeting. 11-9 Hamlet of Patricia - Unsightly Premises The Administrator advised that we did not receive the letter of complaint as requested and, as such, this item was ordered filed. 4. Correspondence 1. Alberta Municipal Affairs - AMPLE Grant Letter from Alberta Municipal Affairs advising us on the use of AMPLE Grants by Municipalities was presented to Council for information. 2. Alberta Fish & Wildlife - Aqueduct Trout Pond Letter from Alberta Fish & Wildlife concerning the Aqueduct Trout Pond and the repairs that will be made to the damages at this site was read to Council for information. . . ~~~ ~, 3. The Canadiana Centre - Drug Abuse Letter addressed to the Reeve regarding The Canadiana Centre's participation in drug abuse within the Province of Alberta was presented. After discussion, it was moved by Councillor Nelson that this item be referred to the Board of Education. Carried. 4. ALARIE - Regional Seminar Information was presented to Council on this item and it was recommended that the Assistant Administrator attend this Seminar in Lethbridge on Monday, May 13th. 5. E.I.D. - Request to Construct Toe Drain on Public Reserve Land Owned by the County in the Village of Tilley Information was presented to Council on this item. After review with Alan Kloepper, School Maintenance Supervisor, it was moved by Councillor Fabian that we approve this request and ask that the Eastern Irrigation District also make further improvements on the drainage area of the school race track. Carried. 6. Town of Brooks - D.A.B. Hearing Moved by Councillor Douglass that we approve the action as taken by the Reeve in regard to the Town of Brooks D.A.B. Hearing held on April 23, 1991. Carried. 7. Village of Duchess - 1991 Fire Area Budget The 1991 Fire Budget for the Village of Duchess & District Rural Fire Area was presented to Council for information. Page 42 April 25/91 8. Southeastern Alberta Health Unit - Water Reports Water reports for the various Hamlets were presented to Council, all being satisfactory. 9. Southeastern Alberta Health Unit - Landfill Site Reports This item will be-dealt with later in the agenda. 10. Petro J Land Services - Road Crossings - 18-13-4 This application was presented to Council for consideration with special note being made to the angle of the various crossings _ on these road allowances. After discussion, it was moved by Councillor Fabian that we approve these applications and the angle of the road crossings as shown on the submitted drawings. Carried. 11. Can. West. Nat. Gas - Pipeline Set-back - SE 28-18-14-4 Information was presented to Council in regard to this pipeline and a request from Canadian Western Natural Gas for set-back in the area of the pipeline located in SE 28-18-14-4. After discussion on this item, it was moved by Councillor Wells that we approve this waiver of set-back for the pipeline at the above-noted location subject to Canadian Western Natural Gas Company paying all costs of any future move of this line which may be brought about by road construction or road widening. Carried. 5. Committee Reports Municipal Councillor Wells gave this report. _~~' Moved by Councillor Wells that we send a letter of thanks to Blackwood Hodge and Rod Turnbull for the tour of their factory. Norman Young - 89 SE 56 - Subdivision Request for further extension on this application was presented. Moved by Councillor Wells that we approve a six-month extension to this application. Carried. 2. Accounts Receivable ~~ Moved by Councillor Bulger that we approve the write-off of the Accounts Receivable for Foley Marquess in the amount of $30.00, this being an outstanding account on rental of the hoof-trimming chute. Carried. 3. Air Packs - Report The Administrator gave a report on the recent purchase of these air packs. 4. Board of Education - Office Rent Report As requested by County Council on March 21, 1991, the rental report for the County Board of Education Office was presented. Copies of this report are to be provided to the Board of Education members for information. 5. Duchess Landfill Report Councillor Scheuerman gave a report on this item and advised that the Duchess Landfill Site will be operating on restricted hours under supervision in the future. 6. Southeastern Alberta Health Unit Reports on the Bow City, Rolling Hills and Scandia/Rainier waste disposal grounds, were presented to Council for information. 7. Budget Report from Budget Committee on County Landfill Sites A report was presented to Council on this item and a request from the Budget Committee to establish a proposed rate for the operation of the landfill sites for 1991. After reviewing the report, it was moved by Councillor Wells that we set the budget for the operation of County landfill sites and shared sites at $80,000.00 for 1991. Carried. Page 45 April 25j91 7. Post Agenda Items 1. Duchess Christian School - Request for Name Ctlange Request from the Duchess Christian School to change its name to Newell County Christian .School was presented. Further information is to be obtained from Alberta Municipal Affairs on the use of the name 'Newell County'. 2. R.C.M.P. Support Group - Lethbridge Letter from this group was presented to Council by Councillor Bulger. 8. Information Items The following information items were presented to Council: 1. Municipal Government Act - Review 2. Alberta Health - Funding Program 3. South East Alberta Travel Convention - 25th Anniversary 4. A.A.M.D. & C. - Report on Minister's Council on Local Development 5. Tape - Gordon Elhard Presentation at Spring Convention 6. A.A.M.D. & C. - Government Report on Fall Convention Resolutions 7. A.A.M.D. & C. - Newsletters Lunch Council recessed for lunch from 12:00 - 1:30 p.m. 9. Delegation 1. Bassano Ambulance ~ ,~ A ~~`~/~ Members of the Town of Bassano and the Bassano Hospital District attended the meeting at 1:30 p.m. to discuss the proposed Bassano Ambulance District. The request from the delegation was that the County consider approving the Bassano Ambulance District to be coterminous with the Bassano Hospital District. After a very lengthy discussion on this item, it was moved by Councillor Bulger that the County encourage the parties concerned, being the Town of Bassano, the County of Newell, Special Areas and the Town of Brooks, to have dialogue in establishing one Ambulance Area for the two Hospital Districts and that the necessary meetings be set up for this purpose. Carried. Moved by Councillor Conners that the Administrator arrange for the setting up of this meeting. Carried. Moved by Councillor Wells that we appoint Reeve Workes and Deputy Reeve Scheuerman to represent the County on this Committee. Carried. Excused from Meetin Moved by Councillor Bulger that we excuse Councillors Conners and Nelson from the meeting at 2:30 p.m. Carried. 10. E.I.D./County Gravel Committee Report Letter from the E.I.D. regarding the proposed leases on the Crawling Valley and Finnegan Gravel Pits was presented and Councillor Wells gave further information on this item. After discussion, it was moved by Councillor Wells that we accept the proposed Agreements as presented. Carried. Page 46 April 25/91 11. In Camera Moved by Councillor Wallace that we move into camera. Carried. Moved by Councillor Bulger that we move out of camera. Carried. E.I.D. - East Yard Moved by Councillor Fabian that we make an offer to the Eastern Irrigation District on the east storage yard in the amount as recommended by the private appraisal carried out on this property.
